Planowana inwestycja polega na zagospodarowaniu terenu dla budowy wieży widokowej wraz z niezbędną infrastrukturą. Projektuje się wieżę widokową o wysokości 40 m, budynek obsługi ruchu turystycznego i edukacji ekologicznej, parking z dojazdem, ciąg pieszo-rowerowy oraz wyposażenie w małą architekturę. Przedsięwzięcie położone jest w miejscowości Przytarnia, na działkach nr 153/1 i 152/1 obr. Przytarnia, gmina Karsin. Wyznaczona lokalizacja stanowi największe wzniesienie w najbliższej okolicy (195,4 m). Obsługa komunikacyjna zapewniona jest z drogi gminnej. Odległość od Karsina wynosi około 8 km. Obiekt zostanie umiejscowiony w przebiegu uczęszczanego szlaku rowerowego, na odcinku Wiele-Przytarnia o długości 2,1km. Głównym celem projektu jest koncentracja ruchu turystycznego, obsługa potrzeb turystów i edukacja przyrodniczo-ekologiczna dla ograniczenia zagrożeń wynikających z nieuporządkowanej penetracji przez ludzi terenów przyrodniczo cennych we Wdzydzkim Parku Krajobrazowym.
