The two former counties of historical Hungary — Bihar and Gömör — show on a number of points identity or similarities that can serve as the basis for a series of future-looking, local and global actions, as well as the exchange of experiences and content cooperation based on this. This similarity is outstanding in the transformation of traditional economic factors, especially folk crafts, handicrafts and homework industries, and in the change in the relationship of exchange of goods based on them. Following the path of contacts between and within the two former administrative units for several centuries, we are trying to grasp the way in which new cooperation can now be developed beyond traditional connections, using the tools of European integration, living and operating on the territory of three countries. At the start of the project, a survey of at least 100 experts from Hungary, Romania (external Bihari) and Slovakia (external Gömör) will be launched. Since the organisation applying for funding does not have the professional qualifications that enable the implementation of such research and the preparation of the related methodological and professional summaries, evaluations and reports in the framework of its own performance, the implementation of this activity is carried out among the activities that can be outsourced, with the involvement of a professional organisation which is an expert in cross-border research. We consider it important that the research should take place at the beginning of the implementation period of the project, as we can use its lessons, experiences and conclusions in the exchange of experiences and the dissemination of good practices. In order to ensure that both the results of the research and the experience of the professional programmes to be implemented are credible and useful in the long term, we cooperate with three professional organisations from the county of Bihar, Romania, and one professional organisation from Gömör-Kishont County in Slovakia. We also use the professional services of the Bihari Folk Art Association, which is also based in Berttyóújfalu, but has a regional scope and international experience. We plan 6 workshops each year, 12 during the duration of the project, with the involvement of various invited experts, in order to get a better understanding of the social problems of rural Hungary, including border regions and settlements, and to get to know the answers given to them locally. In the course of the two years, we plan to carry out 8 study visits to explore the problems of a wider region. The aim of both workshops and study visits is to share the experiences of the involved cooperating partners and to examine which activities and good practices are best suited to contribute to the improvement of the social situation in the given Hungarian region by adapting them. A series of studies will be prepared on the thematic workshops presenting the parts of folk culture, as well as an educational film with the participation of the theoretical lecturers and the leaders of the practical workshops, as well as a closing conference, an opening and one closing training, as well as five other joint professional events based on international reference. A separate subpage is added to the website of the Bihari Folk College, which presents the results and experiences of this project, and we will continuously build here a database that gathers the masters and creators of the affected regions, explains them and their contact details, as well as their competences. With this, we also want to encourage qualitative creators to produce modern, marketable local products using local raw materials, using traditional techniques and techniques, and to involve people who are currently on the periphery of the labour market in the production and sale of products through community methods. For this reason, in addition to the methodological publications, two information brochures are being prepared, presenting the active masters of the two major regions — Bihar and Gömör — so that important, useful information about them can also be obtained to those who are not present in the virtual space. In order to achieve the objectives, appropriate low-value assets will be procured for value for money. The importance of the various levels of community events, workshops and exchange of experience may be that we try to take account of regional and local identity, social integration, catching up, the possibility of tackling unemployment and unskilled skills, and rural development, including heritage tourism. This could mean the implementation in practice of a series of scientifically based cultural programmes, using mainly community criteria and methods, which also have an impact on local economic development.     A történelmi Magyarország két egykori vármegyéje – Bihar és Gömör – számos ponton mutat olyan azonosságokat vagy hasonlóságokat, melyek alapját jelenthetik egy jövőbe tekintő, lokális és globális viszonyban is összevethető cselekvéssorozatnak, valamint az erre épülő tapasztalatcseréknek és tartalmi együttműködéseknek. Kiemelkedő ez a hasonlóság a hagyományos gazdasági tényezők, elsősorban a népi kézművesség, a kézmű- és háziipar átalakulásában, az ezekre épülő árucsere-viszonyok megváltozásában. A két egykori közigazgatási egység között, valamint az azokon belül igazolhatóan is több évszázados kapcsolatok útvonalán haladva igyekszünk megragadni azt, hogy jelenleg, három ország területén élve és működve milyen módon lehet a hagyományos kapcsolódásokon túl, immáron az európai integráció eszközrendszerét alkalmazva új együttműködéseket kialakítani. A projekt indításakor egy legalább 100-100 magyarországi, romániai (külső bihari) és szlovákiai (külső gömöri) szakember körében lefolytatott kérdőíves kutatás megkezdésére is sor kerül. Mivel a támogatást igénylő szervezet nem rendelkezik azokkal a szakmai képesítésekkel, amely az ilyen kutatások megvalósítását és a kapcsolódó módszertani és szakmai összegzések, értékelések, jelentések elkészítését a saját teljesítés keretében lehetővé teszik, e tevékenységkör megvalósítását a kiszervezhető tevékenységek között valósítjuk meg a határon túli kutatásokban szakértőnek számító szakmai szervezet bevonásával. Fontosnak tartjuk, hogy a kutatásra a projekt megvalósítási időszakának elején kerüljön sor, hiszen annak tanulságait, tapasztalatait, következtetéseit fel tudjuk használni a tapasztalatcsere és a jó gyakorlatok disszeminációja során. Mindahhoz, hogy mind a kutatás eredményei, mind pedig a megvalósítandó szakmai programok tapasztalatai hitelesek és hosszú távon hasznosíthatóak legyenek, romániai Bihar megyéből három, a szlovákiai Gömör-Kishont megyéből egy szakmai szervezettel működünk együtt. Rajtuk kívül a szintén berettyóújfalui székhelyű, de térségi hatókörű, egyúttal nemzetközi tapasztalatokkal is rendelekező Bihari Népművészeti Egyesület szakmai szolgáltatásait vesszük igénybe. Évente 6, a projekt időtartama alatt 12 műhelymunka megtartását tervezzük, különböző felkért szakértők bevonásával, annak érdekében, hogy minél inkább „testközelből”, és minél mélyebben ismerhessük meg a vidéki Magyarország, ezen belül is a határmenti térségek, települések társadalmi problémáit, és megismerhessük az azokra helyben adott válaszokat. A két év alatt 8 tanulmányút lefolytatását is tervezzük, amelyeken egy-egy tágabb térség problémáit ismerhetjük meg. Mind a műhelymunkák, mind a tanulmányutak célja, hogy a bevont együttműködő partnerek tapasztalatait megosszuk, és megvizsgáljuk, mely tevékenységek, jó gyakorlatok a legalkalmasabbak arra, hogy adaptálásukkal hozzájáruljon az adott magyarországi térség társadalmi helyzetének javulásához. A népi kultúra részterületeit bemutató tematikus műhelymunkákról tanulmánykötetek készülnek, valamint az elméleti előadók és a gyakorlati műhelyek vezetői közreműködésével készül el egy ismeretterjesztő film, valamint megrendezünk egy záró konferenciát, egy nyitó és egy záró tréninget, valamint további öt - nemzetközi referencia-alapú - közös szakmai rendezvényt. A Bihari Népfőiskola honlapja önálló aloldallal egészül ki, mely e projekt eredményeit, tapasztalatait mutatja be, ezeken túl pedig itt fogunk folyamatosan építeni egy adatbázist, mely az érintett régiók mestereit, alkotóit gyűjti össze, ismerteti őket és az elérhetőségüket, valamint a kompetenciáikat is tartalmazza. Mindezzel azt is el kívánjuk érni, hogy helyi alapanyagok felhasználásával, a hagyományos technikák és eljárások alkalmazásával korszerű, piacképes helyi termékek előállítására ösztönözzük a kvalitásos alkotókat, valamint általuk, a közösségi módszerek segítségével olyan személyeket vonjunk be a termék-előállításba és -értékesítésbe, akik jelenleg a munkaerőpiac perifériáján helyezkednek el. Ezért a módszertani kiadványok mellett két információs füzet is készül, mely a két nagyobb régió - Bihar és Gömör - aktív mestereit mutatja be, ezáltal azokhoz is eljuthatnak a velük kapcsolatos fontos, hasznosítható információk, akik nincsenek jelen a virtuális térben. A célok megvalósítása érdekében megfelelő ár-érték arányú, kis értékű eszközök beszerzésére kerül sor. A közösségi események, műhelymunkák és a tapasztalatcsere különböző szintjeinek további jelentősége abban állhat, hogy minden alkalommal igyekszünk együttesen figyelembe venni a térségi és lokális identitás, a szociális integráció, a felzárkóztatás, a munkanélküliség és szakképzetlenség kezelésének lehetősége, valamint vidékfejlesztés, azon belül is az örökségturizmus kérdéskörét. Mindezek egy tudományosan megalapozott, főként közösségi szempontokat és módszereket alkalmazó, a helyi gazdaságfejlesztésre is hatással bíró kulturális programsorozat megvalósítását jelenthetik a gyakorlatban.
