KVJUD provides public services through the operation of Klaipėda State Seaport and the management of state-owned objects in the port, also performs the functions provided for in the Law on Klaipėda State Seaport of the Republic of Lithuania in the proper operation and development of the port infrastructure, and performs other activities in order to serve the public interest. The current parameters of the shipping channel do not allow efficient use of the higher draught capacity of the vessels. Due to the technical characteristics of the channel, with winds greater than 11 m/s, vessels of more than 250 m in length are subject to restrictions — vessels cannot deliver to port. Increasing the depth of the shipping channel from PK(-22) to PK(-5) to 16.0 m and from PK(-5) to PK(83+ 66.4) (to the Gulf of Malkki) to 15.5 m on this segment of the shipping channel will allow for full loading of vessels with a draught of 14.3 m. More efficient use of the tonnage of vessels (the same amount of cargo transported by a smaller number of vessels) will reduce the intensity of shipping and its negative environmental impact (CO2 emissions) and reduce the cost of freight time. The change in the direction of the port inflow channel will reduce the restrictions for vessels over 250 m in length by allowing vessels to enter the port at wind speeds of up to 14 m/s, thus reducing downtime for such vessels and thus reducing the time of transport of cargo and their emissions (air pollution). The aim of the project is to improve the conditions of maritime traffic at Klaipėda State Seaport by reducing existing restrictions on the access infrastructure (shipping channel) of Klaipėda State Seaport, thus reducing freight time costs (travel costs), air pollution and improving the safety of ship traffic. The objectives of the project are: 1. reduce the restrictions on port access infrastructure and their impact on the movement of vessels exceeding 13.4 metres in the port area; 2) Reduce the impact of swelling on the movement of vessels over 250 m in the port area, thus reducing shipping restrictions and increasing maritime safety. KVJUD teikia viešąsias paslaugas eksploatuodama Klaipėdos valstybinį jūrų uostą ir valdydama uoste esančius valstybei nuosavybės teise priklausančius objektus, tai pat atlieka LR Klaipėdos valstybinio jūrų uosto įstatyme numatytas funkcijas tinkamai eksploatuojant ir plėtojant uosto infrastruktūrą, ir vykdo kitą veiklą, siekdama tenkinti viešuosius interesus. Esami laivybos kanalo parametrai neleidžia efektyviai išnaudoti didesnės grimzlės laivų talpos. Dėl įplaukos kanalo techninių charakteristikų, esant didesniam nei 11 m/s vėjui, didesniems nei 250 m ilgio laivams taikomi ribojimai – laivai negali pateikti į uostą. Laivybos kanalo nuo PK(-22) iki PK(-5) gylį padidinus iki 16,0 m, o nuo PK(-5) iki PK(83+66,4) (iki Malkų įlankos) iki 15,5 m šiame laivybos kanalo ruože bus galima pilnai pakrauti laivus, kurių grimzlė siekia iki 14,3 m. Efektyviau išnaudojant laivų talpą (tą patį krovinio kiekį gabenant mažesniu laivų skaičiumi), bus mažinamas laivybos intensyvumą ir jos neigiamas poveikis aplinkai (CO2 emisijos) bei mažinamos krovinio gabenimo laiko sąnaudos. Pakeista uosto įplaukos kanalo kryptis leis sumažinti didesniems nei 250 m ilgio laivams taikomus ribojimus – laivai galės patekti į uostą esant vėjo greičiui iki 14 m/s, todėl bus mažinamos tokių laivų prastovos, o kartu ir krovinio transportavimo laikas bei šių laivų emisijos (oro tarša). Projekto tikslas – pagerinti jūrų transporto eismo sąlygas Klaipėdos valstybiniame jūrų uoste mažinant esamus Klaipėdos valstybinio jūrų uosto prieigos infrastruktūros (laivybos kanalo) apribojimus ir tokiu būdu mažinti krovinių gabenimo laiko sąnaudas (kelionės kaštus), oro taršą bei didinti laivų eismo saugumą. Projekto uždaviniai: 1) sumažinti uosto prieigos infrastruktūros apribojimus ir jų poveikį didesnės kaip 13,4 m grimzlės laivų judėjimui uosto akvatorijoje; 2) sumažinti bangavimo poveikį ilgesnių kaip 250 m laivų judėjimui uosto akvatorijoje, taip sumažinant laivybos apribojimus ir padidinant laivybos saugumą.
