Проектното предложение на Община Дупница кореспондира изцяло с успешното продължаване на процеса на деинституционализация чрез замяна на институционалния модел на грижа с грижа в семейството или в близка до семейната среда в общността. Сред целите на реформата е и гарантиране на правото на всяко дете до достъп до качествена грижа и услуги в общността според индивидуалните му потребности. Социалната инфраструктура за деца ще се подкрепя в съответствие с Националната стратегия „Визия за деинституционализацията на децата в Република България“ с хоризонт до 2025 г. и Актуализирания план за действие за изпълнението и. Настаняването на деца в специализирани институции нарушава техните права, гарантирани от международни конвенции, по които Република България е страна (Конвенция на ООН за правата на детето, Конвенция на ООН за правата на хората с увреждания) и води до ограничаване на достъпа им до качествена грижа и услуги. В тази връзка Община Дупница, съгласно Картата на услугите за подкрепа в общността и в семейна среда и Картата на резидентните услуги възнамерява да разшири дейността и повиши на ефективността на предоставяните услуги чрез преструктуриране/обединяване със съществуващи услуги и превръщането на Център за социална рехабилитация и интеграция в Дневен център за подкрепа на деца с увреждания и техните семейства, а така също и да изгради ново Преходно жилище за деца от 15 до 18 годишна възраст изцяло в унисон с новия модел и кореспондира с Картата на услугите за подкрепа в общността и в семейна среда и предвидените реформи в социалното законодателство. The project proposal of the Municipality of Dupnitsa corresponds entirely with the successful continuation of the process of deinstitutionalisation by replacing the institutional model of care with care in the family or close to the family environment in the community. One of the objectives of the reform is to ensure that every child has the right to access quality care and services in the community according to their individual needs. Social infrastructure for children will be supported in accordance with the National Strategy “Vision for the Deinstitutionalisation of Children in the Republic of Bulgaria” with a horizon until 2025 and the updated Action Plan for its implementation. Accommodating children in specialised institutions violates their rights guaranteed by international conventions to which the Republic of Bulgaria is a party (UN Convention on the Rights of the Child, UN Convention on the Rights of Persons with Disabilities) and leads to a restriction of their access to quality care and services. In this regard, the Municipality of Dupnitsa, according to the Community and Family Support Services Map and the Residential Services Map, intends to expand the activity and increase the efficiency of the services provided through restructuring/unification with existing services and the transformation of the Center for Social Rehabilitation and Integration into a Day Care Centre for Children with Disabilities and their families, as well as to build a new Transitional Housing for children from 15 to 18 years of age fully in line with the new model and correspond to the Map of Community and Family Support Services and the envisaged reforms in social legislation. La proposition de projet de la municipalité de Dupnitsa correspond entièrement à la poursuite réussie du processus de désinstitutionnalisation en remplaçant le modèle institutionnel de prise en charge par une prise en charge dans la famille ou proche de l’environnement familial dans la communauté. L’un des objectifs de la réforme est de faire en sorte que chaque enfant ait le droit d’accéder à des soins et à des services de qualité dans la communauté en fonction de ses besoins individuels. Les infrastructures sociales pour les enfants seront soutenues conformément à la stratégie nationale «Vision pour la désinstitutionnalisation des enfants en République de Bulgarie» à l’horizon 2025 et au plan d’action actualisé pour sa mise en œuvre. L’accueil des enfants dans des institutions spécialisées viole leurs droits garantis par les conventions internationales auxquelles la République de Bulgarie est partie (Convention des Nations unies relative aux droits de l’enfant, Convention des Nations unies relative aux droits des personnes handicapées) et entraîne une restriction de leur accès à des soins et à des services de qualité. À cet égard, la municipalité de Dupnitsa, selon la carte des services de soutien communautaire et familial et la carte des services résidentiels, a l’intention d’étendre l’activité et d’accroître l’efficacité des services fournis par la restructuration et l’unification des services existants et la transformation du Centre de réadaptation sociale et d’intégration en centre de garde pour enfants handicapés et leurs familles, ainsi que de construire un nouveau logement transitoire pour les enfants de 15 à 18 ans pleinement conforme au nouveau modèle et conforme à la carte des services d’aide communautaire et familiale et aux réformes envisagées de la législation sociale. Der Projektvorschlag der Gemeinde Dupnitsa entspricht vollständig der erfolgreichen Fortsetzung des Prozesses der Deinstitutionalisierung, indem das institutionelle Pflegemodell durch Pflege in der Familie oder in der Nähe des familiären Umfelds in der Gemeinschaft ersetzt wird. Eines der Ziele der Reform besteht darin, sicherzustellen, dass jedes Kind das Recht auf Zugang zu qualitativ hochwertiger Betreuung und Dienstleistungen in der Gemeinschaft hat, je nach ihren individuellen Bedürfnissen. Die soziale Infrastruktur für Kinder wird im Einklang mit der nationalen Strategie „Vision für die Deinstitutionalisierung von Kindern in der Republik Bulgarien“ mit einem Horizont bis 2025 und dem aktualisierten Aktionsplan für dessen Umsetzung unterstützt. Die Unterbringung von Kindern in spezialisierten Einrichtungen verletzt ihre Rechte, die durch internationale Übereinkommen garantiert werden, denen die Republik Bulgarien beigetreten ist (Übereinkommen der Vereinten Nationen über die Rechte des Kindes, Übereinkommen der Vereinten Nationen über die Rechte von Menschen mit Behinderungen) und führt zu einer Beschränkung ihres Zugangs zu hochwertiger Betreuung und Dienstleistungen. In diesem Zusammenhang beabsichtigt die Gemeinde Dupnitsa, nach der Gemeinschafts- und Familienunterstützungskarte und der Karte für Wohndienstleistungen die Tätigkeit zu erweitern und die Effizienz der durch Umstrukturierung/Vereinheitlichung mit bestehenden Dienstleistungen erbrachten Dienstleistungen und die Umwandlung des Zentrums für soziale Rehabilitation und Integration in ein Tagespflegezentrum für Kinder mit Behinderungen und ihre Familien zu erhöhen sowie ein neues Übergangswohnheim für Kinder im Alter von 15 bis 18 Jahren in vollem Einklang mit dem neuen Modell aufzubauen und der Karte der Gemeinschafts- und Familienunterstützungsdienste und den geplanten Reformen des Sozialrechts zu entsprechen.
