Deinstitutionalisation of childcare is one of the most important conditions for guaranteeing the rights of children, who for one reason or another cannot or risk not being raised by their biological families. Applying the basic principle that family is the best environment for the upbringing and development of each child is the main driving force of the deinstitutionalisation process. The main objective in the preparation and implementation of the project proposal (PP) is to establish a basis for the provision of appropriate community services to support children and families in order to prevent risks and create conditions that will best meet the individual needs of children and guarantee their rights and interests. The project proposal will ensure the renovation of infrastructure for provision of community services for children and young people, according to the map of support services in the community and in the family environment and the map of resident services as follows:- upgrade of the activity of the Center for Public Support, — disclosure of a Day Care Center for children with disabilities and their families, — establishment of an observatory for young people from 18 to 21 years of age and- separation of a Transitional residence for children from 15 to 18 years old. Expected results:- Removal of institutional care for children — as a legal opportunity and a real form for raising children; provision of quality care for children and young people, including children with disabilities and severe disabilities, by creating a wide range of social and integrated health and social services. The implementation of the PP will build on the achievements in the field of social services in order to provide the target groups with accessible, quality and diverse services that will contribute to improving quality of life, respect for personal dignity, maximum autonomy and full realisation of children. Деинституционализацията на грижата за деца е едно от най-важните условия за гарантиране на правата на децата, които по една или друга причина не могат или има риск да не могат да се отглеждат от своите биологични семейства. Прилагането на основния принцип, че семейството е най-добрата среда за отглеждането и развитието на всяко дете, е основната движеща сила на процеса на деинституционализация. Основната цел при подготовката и реализирането на проектното предложение (ПП) е изграждане на база в която да се осъществи предоставяне на подходящи услуги в общността за подкрепа на децата и семействата, с цел превенция на рисковете и създаване на условия, които в най-голяма степен ще отговорят на индивидуалните потребности на децата и ще гарантират техните права и интереси. С проектното предложение ще се осигури обновяването на инфраструктура за предоставяне на услуги в общността за деца и младежи, съгласно Картата на услугите за подкрепа в общността и в семейна среда и Картата на резидентните услуги, както следва:- надграждане на дейността на Център за обществена подкрепа,- разкриване на Дневен център за подкрепа на деца с увреждания и техните семейства,- обособяване на Наблюдавано жилище за младежи от 18 до 21-год. възраст и- обособяване на Преходно жилище за деца от 15 до 18-год. възраст.Очаквани резултати:- Премахване на институционалната грижа за деца – като законова възможност и реална форма за отглеждане на деца;- Осигуряване на качествена грижа за децата и младежите, включително за децата с увреждания и с тежки увреждания, чрез създаване на широк набор от социални и интегрирани здравно-социални услуги.Изпълнението на ПП ще надгради постигнатото в сферата на социалните услуги, за да се предоставят на целевите групи достъпни, качествени и разнообразни услуги, които ще допринесат за повишаване на качество на живот, зачитане на личното достойнство, максимална самостоятелност и пълноценна реализация на децата.
