The vitality of the centres of small rural municipalities threatens to dilute and run away to towns as a result of the dispersion of the urban structure. In order to maintain vitality, functional compaction is required. A dense urban structure also allows for more efficient use of resources and a smaller carbon footprint. The new concept to be developed is based on the objective of low carbon, both from the point of view of the energy economy of buildings and the functionality of the region. The latter can be achieved by means of a dense urban structure and by reducing the need for passenger car transport. This is made possible by the region’s high accessibility and short internal distances. The new concept of leisure housing to be created in the project must be based on tested market demand — in terms of the size, purpose, target group and ownership models of the dwellings. The project will identify the target groups to whom the new concept of leisure housing can be offered. The aim is to diversify the provision of leisure housing. The activities and services required for leisure activities need to be developed and the supply increased in the city centre. At the same time, the concept will be marketed and applied for development partners and implementing bodies. The concept is marketed to reach a potential customer base. A plan will be drawn up for the target area to enable the development of the concept of leisure housing and the development of leisure housing services. The project will result in the concept of leisure housing and a plan for the Asemanlampi area, which will help to reach concrete construction projects in the coming years. As a long-term effect, Mäntyharju city centre will create new leisure residences and services for leisure and tourism. The image of the centre of Mäntyharju as a service centre for leisure and tourism is growing. When realised, the vision strengthens the belief that the centre of Mäntyharju is a competitive service centre and thus also strengthens the service capacity and vitality of the whole municipality.     Hankkeen keskeinen tavoite on luoda uskottava ja realistinen konsepti vapaa-ajan asumisesta kuntataajamassa. Vapaa-ajan asumisen kehittämisellä taajamassa tavoitellaan Mäntyharjun keskustan yhdyskuntarakenteen tiivistämistä ja vähähiilisyyttä sekä keskustan kokonaisvetovoiman kasvattamista. Keskusta-alueen rakenteen tiivistäminen on tärkeä tavoite keskustan elinvoimaisuuden sekä ekotehokkuuden parantamiseksi. Pienten maalaiskuntien keskusten elinvoima uhkaa laimentua ja karata kaupunkeihin yhdyskuntarakenteen hajautumisen myötä. Elinvoiman säilyttäminen edellyttää toiminnallista tiivistämistä. Tiivis yhdyskuntarakenne mahdollistaa myös tehokkaamman resurssien käytön ja pienemmän hiilijalanjäljen. Kehitettävä uusi konsepti perustuu vähähiilisyyden tavoitteeseen niin rakennusten energiatalouden kuin alueen toiminnallisuuden näkökulmasta. Jälkimäinen tavoite voidaan saavuttaa tiiviin yhdyskuntarakenteen avulla sekä vähentämällä henkilöautoliikenteen tarvetta. Tämän mahdollistavat alueen hyvä saavutettavuus ja lyhyet sisäiset välimatkat. Hankkeessa luotavan uuden vapaa-ajan asumisen konseptin tulee perustua testattuun markkinakysyntään – asuntojen koon, käyttötarkoituksen, kohderyhmän ja omistusmallien suhteen. Hankkeessa selvitetään kohderyhmät, joille vapaa-ajan asumisen uutta konseptia voidaan tarjota. Tavoitteena on monipuolistaa vapaa-ajan asumismuotojen tarjontaa. Vapaa-ajanvieton edellyttämiä aktiviteetteja ja palveluita on kehitettävä ja tarjontaa lisättävä keskusta-alueella. Konseptia ryhdytään samalla markkinoimaan ja hakemaan sille kehittämiskumppaneita ja toteuttajatahoja. Konseptia markkinoidaan potentiaalisen asiakaskunnan tavoittamiseksi. Kohdealuelle laaditaan suunnitelma, joka mahdollistaa vapaa-ajan asumisen konseptin sekä vapaa-ajan asumisen palveluiden kehittämisen.Hankkeen tuloksena syntyy vapaa-ajan asumisen konsepti ja suunnitelma Asemanlammen alueesta, joiden avulla tavoitellaan konkreettisia rakentamishankkkeita lähivuosina. Pitkän aikavälin vaikutuksena, Mäntyharjun keskustaan syntyy uutta vapaa-ajan asumista sekä vapaa-aikaa ja matkailua palvelevaa palvelutarjontaa. Mäntyharjun keskustan imago vapaa-ajan ja turismin palvelukeskuksena kasvaa. Toteutuessaan visio vahvistaa uskoa Mäntyharjun keskustan asemaan kilpailukykyisenä palvelukeskuksena ja näin vahvistaa myös koko kunnan palvelukykyä ja elinvoimaa. (Finnish)
