Property / summary: Cieľom projektu je zlepšiť dostupnosť k infraštruktúre TEN-T a cestám I. triedy v regióne Horné Považie. Špecifickým cieľom projektu je rekonštruovať a modernizovať vybrané úseky cesty II/541 a II/583 za účelom zlepšenia dostupnosti k sieti TEN-T a cestám I. triedy v regióne Horné Považie. Cesta II/541 slúži ako obchádzková trasa v prípade uzatvorenia I/10 v úseku Bytča - Makov. Dopravné napojenie na centrum osídlenia 3. skupiny, 2. podskupiny - mesto Bytča a podpora rozvoja považskej rozvojovej osi Bratislava – Trnava – Trenčín – Žilina v zmysle záväznej časti KURS 2001 v platnom znení, dopravné napojenie na cestu medzinárodného významu E 442. Nepriame napojenie na sieť TEN-T Balticko – Jadranský koridor (cez úsek II/507 alebo cez II/487) a nepriame napojenie na sieť TEN-T koridor Rýn - Dunaj. Cesta II/583 slúži ako hlavný dopravný ťah z regiónu Orava do krajského mesta Žilina - hlavné centrum osídlenia 1. skupiny, 1. podskupiny podľa záv. časti zmien a dopl. č. 1 KURS 2001, spája dva silné regióny Oravu a Horné Považie a v širších súvislostiach napája aj región Kysuce. Rovnako tvorí dopravné napojenie do Dolného Kubína, slúži ako obchádzková trasa cesty I/18 v úseku Kraľovany – Žilina a v spojitosti s II/520 aj ako obchádzková trasa cesty I/11, v úseku Žilina – Krásno nad Kysucou. Tvorí priame napojenie na TEN - T – Balticko – Jadranský koridor a nepriame napojenie na TEN-T na koridor Rýn – Dunaj. Projekt nadväzuje na projekt D1 „Považská Bystrica – Hričovské Podhradie“ a D3 „Hričovské Podhradie – Žilina, Brodno“, ktoré sú už v prevádzke a D3 „Čadca, Bukov - Svrčinovec“ - vo výstavbe. Rekonštruovať a zmodernizovať cesty II/541 a II/583 je potrebné zdôvodu odstránenia identifikovaných problémov, potreby zvýšenia plynulosti dopravy, zvýšenia bezpečnosti účastníkov cestnej premávky. V rámci realizácie predloženého projektu budú zrekonštruované cesty II.triedy s dĺžkou 3,5369 km. Technické zabezpečenie realizácie projektu bude riešené dodávateľsky. Prevádzková a technická udržateľnosť výstupov projektu počas celého obdobia udržateľnosti bude zabezpečená žiadateľom v súlade s platnou slovenskou legislatívou. Property / summary: The aim of the project is to improve accessibility to TEN-T infrastructure and to Class I roads in the Upper Považie region. The specific objective of the project is to reconstruct and modernise selected sections of roads II/541 and II/583 in order to improve accessibility to the TEN-T network and to the first class roads in the Upper Považie region. Road II/541 serves as a detour route in case of closure I/10 in the Bytča – Makov section. Transport connection to the settlement centre of the 3 rd group, the 2nd subgroup – the city of Bytča and the support of the development of the Považská development axis Bratislava – Trnava – Trenčín – Žilina in accordance with the binding section of KURS 2001 as amended, transport connection to the road of international importance E 442. Indirect connection to the TEN-T Baltic-Adriatic Corridor (via section II/507 or via II/487) and indirect connection to the TEN-T corridor Rhine-Danube. Road II/583 serves as the main transport route from the Orava region to the regional city of Žilina – the main centre of settlement of the 1st group, the 1st subgroup according to the dependence of the changes and add. No. 1 KURS 2001, connects two strong regions of Orava and Upper Považie and, in a broader context, also connects the Kysuce region. It also forms a transport connection to Dolný Kubín, it serves as a detour route of the road I/18 in the Kraľovany – Žilina section and, in conjunction with II/520, as well as as a detour route of the road I/11, in the section Žilina – Krásno nad Kysucou. It consists of a direct connection to the TEN-T-Baltic-Adriatic Corridor and an indirect connection to the TEN-T to the Rhine-Danube corridor. The project follows the project D1 “Považská Bystrica – Hričovské Podhradie” and D3 “Hričovské Podhradie – Žilina, Brodno”, which are already in operation and D3 “Cadca, Bukov – Svrčinovec” – under construction. Roads II/541 and II/583 need to be reconstructed and modernised because of the removal of identified problems, the need to increase traffic fluidity, the improvement of road users’ safety. As part of the implementation of the submitted project, the II Class roads with a length of 3,5369 km will be reconstructed. Technical provision of implementation of the project will be solved by contractor. The operational and technical sustainability of the project’s outputs throughout the sustainability period will be ensured by the applicant in accordance with the applicable Slovak legislation.
