Głównym celem realizacji projektu pn: "E-gmina – rozwój cyfrowych usług publicznych dla mieszkańców Gminy Borkowice, Gminy Klwów i Gminy Gielniów" jest wsparcie rozwoju elektronicznych usług publicznych w zakresie e-administracji dla mieszkańców, przedsiębiorców i innych osób załatwiających sprawy urzędowe. Projekt będzie przyczyniał się do większej dostępności e-usług realizowanych w szczególności w obszarach: administracji publicznej, wspierania przedsiębiorczości i prowadzenia działalności gospodarczej. Centrum elektronicznych usług publicznych będzie stanowił dedykowany gminny Portal Obsługi Interesanta dla klientów urzędu, którymi mogą być zarówno mieszkańcy, przedsiębiorcy czy konkretnie podatnicy lub inwestorzy. Oferowane w ramach portalu usługi będą równoważne co do wykonywanych usług w standardowym trybie, jednakże cały proces będzie się odbywał automatycznie z wykorzystaniem rozwiązań informatycznych bez konieczności wizyty klienta w siedzibie urzędu. E-usługi będą również dostępne na urządzeniach mobilnych. Projekt zakłada wykorzystanie istniejącej infrastruktury sprzętowej w zakresie niezbędnym do realizacji zadań projektu, uzupełnionej o nowe elementy tak, aby możliwe było świadczenie e-usług na planowanym poziomie dojrzałości. W gminach objętych projektem planowane jest wykorzystanie danych pochodzących z systemów dziedzinowych oraz systemu Elektronicznego Zarządzania Dokumentami. Zakłada się dostosowanie i rozwój posiadanego systemu EZD na potrzeby wdrożenia e-usług cyfrowych. Zakres działań projektu zaplanowano w sposób zapewniający działanie stworzonego systemu e-usług zgodnie z wymogami obowiązującego prawa, w tym rozporządzenia dotyczącego KRI i przepisów o ochronie danych osobowych. E-usługi oraz systemy teleinformatyczne będą realizowane w oparciu o metody projektowania zorientowanego na użytkownika. (Polish)

The main objective of the project is: “E-municipality – the development of digital public services for residents of the Municipality of Borkowice, the Municipality of Klwów and the Municipality of Gielniów” supports the development of electronic public services in the field of e-government for residents, entrepreneurs and other persons dealing with official matters. The project will contribute to greater accessibility of e-services, in particular in the areas of: public administration, support for entrepreneurship and business. The centre of electronic public services will be a dedicated community service portal for the office’s clients, which can be both residents, entrepreneurs or specifically taxpayers or investors. The services offered as part of the portal will be equivalent to the services provided in the standard mode, but the whole process will be carried out automatically using IT solutions without having to visit the customer at the office’s premises. E-services will also be available on mobile devices. The project involves the use of existing equipment infrastructure to the extent necessary to carry out the project’s tasks, supplemented by new elements so that it is possible to provide e-services at the planned maturity level. In the municipalities covered by the project, it is planned to use data from domain systems and electronic document management system. The aim is to adapt and develop the EZD system in place for the deployment of e-services. The scope of the project’s activities is planned in such a way as to ensure the operation of the created e-services system in accordance with the requirements of the applicable law, including the NRI Regulation and the provisions on the protection of personal data. E-services and ICT systems will be implemented on the basis of user-centric design methods. (English)
