The project consists of the construction of the Trasa Niepodległości located in the western and southern western parts of Białystok.It is the last element of the urban bypass leading both to the city bypass of the city centre bordering the city centre and to roads leaving road traffic in the direction of Warsaw, Lublin and Bobrownik.The project will allow the city to close the ring from the west side of the city by building the streets:The National Armed Forces, Al.Independence and Al.Mr Paderewski.The route was divided into three sections:Section I — construction of Al.Mr Paderewski on the section from ul.Viaduct to Al.Independence with connections and service roads and technical infrastructure, Section II — construction of Al.Independence in the section from the Alone connection.Mr Paderewski to connect to ul.The National Armed Forces of the Armed Forces with access roads and technical infrastructure, the scope of the project has been divided into two tasks:Activity 1 — construction of Al.Independence, covers section II — Activity 2 — construction of Al.Mr Paderewski covers the following products:length of regional road built: 5.90 km.The main users of the restructured road will be:Residents of Białystok, inhabitants of adjacent commuters, for commercial purposes, or for healthcare or public administration offices in Białystok, road users including those using transit traffic in the city, — potential and existing investors and their contractors, — tourists visiting the region. Przedmiotem projektu jest budowa Trasy Niepodległości położonej w zachodniej i południowo- zachodniej części Białegostoku. Jest ona ostatnim elementem obwodnicy miejskiej prowadzącej zarówno do obwodnicy śródmiejskiej okalającej centrum miasta jak i dróg wyprowadzających ruch drogowy w kierunku Warszawy, Lublina i Bobrownik. Realizacji projektu pozwoli na domknięcie pierścienia od zachodniej strony miasta poprzez budowę ulic: Narodowych Sił Zbrojnych, Al. Niepodległości i Al. I.J. Paderewskiego. Trasa podzielona została na trzy odcinki: Odcinek I – budowa Al. I.J. Paderewskiego na odcinku od ul. Wiadukt do połączenia z Al. Niepodległości wraz z łącznicami i drogami serwisowymi oraz infrastrukturą techniczną, Odcinek II – budowa Al. Niepodległości na odcinku od połączenia z Al. I.J. Paderewskiego do połączenia z ul. Narodowych Sił Zbrojnych wraz z drogami dojazdowymi oraz infrastrukturą techniczną, Zakres projektu podzielony został na dwa zadania: Zadanie 1 – budowa Al. Niepodległości, obejmuje odcinek II Zadanie 2 – budowa Al. I.J. Paderewskiego, obejmuje odcinek I. W odniesieniu do wymienionego powyżej zakresu Projektu zakłada się powstanie następujących produktów: długość wybudowanych dróg wojewódzkich – 5,90 km. Głównymi użytkownikami przebudowanej drogi będą: - mieszkańcy Białegostoku, - mieszkańcy miejscowości przyległych dojeżdżający do pracy, w celach handlowych lub korzystający z opieki zdrowotnej czy urzędów administracji państwowej w Białymstoku, - użytkownicy dróg w tym korzystający z ruchu tranzytowego w przejeździe przez miasto, - potencjalni i obecni inwestorzy oraz ich kontrahenci, - turyści odwiedzający region.
