The need for a project called: “The management of bicycle paths in the municipality of Świecie” is due to the high emissions of pollutants from wheeled transport. Transport pollution is mainly: carbon monoxide and carbon dioxide, nitrogen oxides, hydrocarbons, dusts, heavy metals. They affect atmospheric air quality and cause increased concentrations of ozone in the troposphere. Dusting due to tyres, brake linings and road surfaces is also important. Communication emissions pose a particular threat to adjacent areas. The S5 expressway and the national road 91 are a threat from the commune. Therefore, Świecie commune according to Resolution No XXVIII/494/16 of the Kujawsko-Pomorskie Voivodeship Sejm of 19 December 2016 on the determination of an air protection programme for the Kujawsko-Pomeranian zone due to the exceedances for PM10 and benzene and the target level for arsenic – update, belongs to the Kujawsko-Pomeranian zone due to the exceedance of the permitted levels of harmful substances in air. Sources of particulate matter in the air can be divided into anthropogenic and natural. Anthropogenic include: • Industrial sources (energy combustion of fuels and technological sources), • car transport (abrasion dust and floated dust), • combustion of fuels in the household and economic sector. Average daily PM10 particulate matter concentrations resulting from total emissions of all types reach values from 15.7 to 103.6 µg/m³ and indicate that the limit level exceeds (maximum up to 207 %). In most areas the zone reaches up to 25 µg/m³, i.e. up to 50 % of the acceptable level. Supranormative concentrations occur in most district cities and at the border with Bydgoszcz agglomeration. Within Świat commune there are 2 areas of particulate matter exceedance PM10 – area of exceedance of Kp1 (English)

    Potrzeba realizacji projektu pn.: „Urządzenie ścieżek rowerowych na terenie gminy Świecie” wynika z dużej emisji zanieczyszczeń przez transport kołowy. Zanieczyszczenia komunikacyjne to głównie: tlenek i dwutlenek węgla, tlenki azotu, węglowodory, pyły, metale ciężkie. Wpływają one na pogorszenie jakości powietrza atmosferycznego i powodują wzrost stężenia ozonu w troposferze. Istotne jest również zapylenie powstające na skutek ścierania się opon, okładzin hamulcowych i nawierzchni dróg. Emisja komunikacyjna stanowi szczególne zagrożenie dla terenów przyległych. Na terenie Gminy zagrożenie ze strony komunikacji stanowią przede wszystkim droga ekspresowa S5 i droga krajowa 91. W związku z powyższym gmina Świecie zgodnie z Uchwałą Nr XXVIII/494/16 Sejmiku Województwa Kujawsko-Pomorskiego z dnia 19 grudnia 2016 r. w sprawie określenia programu ochrony powietrza dla strefy kujawsko-pomorskiej ze względu na przekroczenie poziomów dopuszczalnych dla pyłu PM10 i benzenu oraz poziomu docelowego dla arsenu – aktualizacja, należy do kujawsko-pomorskiej strefy ze względu na przekroczenia dopuszczalnego poziomu szkodliwych substancji w powietrzu. Źródła pyłu zawieszonego w powietrzu można podzielić na antropogeniczne i naturalne. Wśród antropogenicznych wymienić należy: • źródła przemysłowe (energetyczne spalanie paliw i źródła technologiczne), • transport samochodowy (pył ze ścierania oraz pył unoszony), • spalanie paliw w sektorze bytowo-gospodarczym. Stężenia średnie dobowe pyłu zawieszonego PM10 pochodzące z łącznej emisji wszystkich typów osiągają wartości od 15,7 do 103,6 µg/m3 i wskazują na występowanie przekroczeń poziomu dopuszczalnego (maksymalnie do 207%). Na większości obszaru strefy dochodzą do 25 µg/m3, czyli do 50% poziomu dopuszczalnego. Stężenia ponadnormatywne występują w większości miastach powiatowych oraz na granicy z aglomeracją bydgoską. Na terenie gminy Świecie znajdują się 2 obszary przekroczeń pyłu zawieszonego PM10 - obszar przekroczeń Kp1 (Polish)
