The aim of the project is to support from technical assistance funds of the Main Building Supervision Authority (GUNB) and 16 voivodeship inspectorates of construction supervision (WINB), i.e. services responsible for matters related to investment control and issuing decisions on operating permits, among others for the OPI & E and CEF projects. The support obtained will improve the efficiency of WINB’s work and will allow for improved supervision of these investments by increasing the number of inspections at the construction stage and increasing the number of samples of construction products taken. The intensification of inspections of construction sites will allow building supervision to familiarise themselves with the construction process in advance and, therefore, eliminate possible irregularities at a sufficiently early stage so that they do not constitute obstacles to obtaining an operating permit in the future. In connection with the implementation of the above tasks, it is necessary to provide GUNB and WINB with adequate human resources and administrative and technical facilities. Hence, the project plans, among others, to finance expenditure on salaries of employees performing tasks related to the OPI & E, Phoenix and CEF projects, financing expert and legal support, organisational, technical and administrative costs. The project is in line with the provisions of the programming documents, i.e.: Operational Programme Infrastructure and Environment for 2014-2020, Detailed description of the priority axes of the Operational Programme Infrastructure and Environment 2014-2020, Guidelines on the use of technical assistance funds for 2014-2020, Guidelines on the eligibility of expenditure under the European Regional Development Fund, the European Social Fund and the Cohesion Fund for 2014-2020.     GŁÓWNY URZĄD NADZORU BUDOWLANEGO

    Celem projektu jest wsparcie ze środków pomocy technicznej POIiŚ Głównego Urzędu Nadzoru Budowlanego (GUNB) oraz 16 wojewódzkich inspektoratów nadzoru budowlanego (WINB), czyli służb odpowiedzialnych za sprawy związane z kontrolą inwestycji oraz wydawaniem decyzji o pozwoleniu na użytkowanie, m.in. dla projektów POIiŚ i CEF. Uzyskane wsparcie będzie miało wpływ na poprawę efektywności pracy WINB i pozwoli na polepszenie nadzoru nad tymi inwestycjami poprzez zwiększenie liczby kontroli na etapie ich budowy oraz zwiększenie liczby pobranych próbek wyrobów budowlanych. Zintensyfikowanie kontroli budów pozwoli na wcześniejsze zapoznanie się przez nadzór budowlany z przebiegiem budowy i w związku z tym wyeliminowanie ewentualnych nieprawidłowości na odpowiednio wczesnym etapie, tak aby nie stanowiły one w przyszłości przeszkód dla uzyskania pozwolenia na użytkowanie. W związku z realizacją powyższych zadań niezbędne jest zapewnienie GUNB i WINB odpowiedniego zaplecza kadrowego i administracyjno-technicznego. Stąd, w ramach projektu planuje się m.in. finansowanie wydatków na wynagrodzenia pracowników wykonujących zadania związane z projektami POIiŚ, FEnIKS i CEF, finansowanie wsparcia eksperckiego i prawnego, kosztów organizacyjnych, technicznych i administracyjnych. Projekt jest zgodny z zapisami dokumentów programowych, tj.:Programem Operacyjnym Infrastruktura i Środowisko na lata 2014-2020, Szczegółowym opisem osi priorytetowych Programu Operacyjnego Infrastruktura i Środowisko 2014-2020, Wytycznymi w zakresie wykorzystania środków pomocy technicznej na lata 2014-2020, Wytycznymi w zakresie kwalifikowalności wydatków w ramach Europejskiego Funduszu Rozwoju Regionalnego, Europejskiego Funduszu Społecznego oraz Funduszu Spójności na lata 2014-2020.
