The Upper Rhine Council is the trinational parliament of the Upper Rhine region and consists of local and regional elected representatives. His main tasks lie in political consultation on important objectives relating to the Upper Rhine region. Its most important partner is the Upper Rhine Conference — both bodies form the two levels, politically on the one hand and administratively on the other hand, of trinational public cooperation. Efficiency and impact of the work, communication, cooperation with the Upper Rhine Conference (and the other cross-border bodies) of the Upper Rhine Council are weakened by the lack of a permanent administrative structure. The aim of the project is the recruitment of a permanent secretariat to address these weaknesses and thus increase the impact of the Upper Rhine Council’s work on the development of the cross-border area on the Upper Rhine. Seine Hauptaufgaben liegen in der politischen Beratung über wichtige, den Oberrheinraum betreffende Zielsetzungen. Sein wichtigster Partner ist die Oberrheinkonferenz - beide Gremien bilden die beiden Ebene,politisch einerseits und administrativ andererseits der trinationalen öffentlichen Zusammenarbeit. Effizienz und Impakt der Arbeit, der Kommunikation, der Zusammenarbeit mit der Oberrheinkonferenz (und den anderen grenzüberschreitenden Gremien) des Oberrheinrats werden dadurch geschwächt, dass er über keine ständige Verwaltungsstruktur verfügt. Durch das Projekt soll die Einstellung eines ständigen Sekretariats diese Schwächen beseitigen und so das Impakt der Arbeit des Oberrheinrats auf die Entwicklung des grenzüberschreitenden Gebiets am Oberrhein erhöhen.
