Improvement of transport infrastructure in the German-Polish border area of the Euroregion POMERANIA — Stage II of II

This project, in which five project partners from Mecklenburg-Western Pomerania, Brandenburg and Poland are involved, aims at the development of transport infrastructure in the German-Polish border area of the Euroregion POMERANIA. The project includes investments in cross-border transport infrastructure and mobility, which contribute to the integration of the assisted area and its better connection to the European area as a whole. All road construction measures in the project have a cross-border impact on the assisted area and are located in the border area. The urgent and necessity of the measures results from the need to strengthen cross-border transport in order to promote the joint economic and social development of the region, to improve the development of economic and tourism transport objectives and to further develop significantly touristic transport infrastructure. The overall project is requested in two sub-applications that are directly related. Both sub-projects are based on an overall study and a common transport approach to improve the near-border infrastructure. The overall package of measures ensures that development quality is significantly improved throughout the region and stimulates further economic growth. The measures and their effects are therefore always to be seen against the background of the overall package. The expected project result is an improvement in the quality of cross-border road transport. The planned measures are of particular importance in the regional road network, as they continue to contribute to the significant reduction of travel times, especially on cross-border relations. Implementation of the measures will improve the external accessibility of the entire region and the links within the programme area. This provides impetus for the further economic development of the area. In addition, the cross-border accessibility of places of work and residence for the population of the assisted area will be improved. It will also make an effective contribution to strengthening cross-border contacts and communication, as the mutual accessibility of people in the border area will significantly improve. The development of tourism in the region also benefits from the improved accessibility and the attractiveness of the transport infrastructure relevant to cycling tourism. In addition to the economic and social effects described in the project, it will also contribute directly to improving road safety in the road network under consideration, since it is accompanied by a compliant and therefore state-of-the-art design of road infrastructures. Improving the structural status of road sections can also reduce the negative impact of traffic on the environment. This project is a result of intensive coordination between road construction administrations in Mecklenburg-Vorpommern, Brandenburg and West Pomerania Voivodeship. The road conversion and refurbishment measures concern road sections with a cross-border impact, thus cooperation between the Polish and German partners is necessary. Previous investments in road infrastructure were predominantly local and related only to a part of the region. The new solutions that have been applied in this project take into account the perspective of the cross-border area as a whole, enhancing the synergy effects, the usefulness and sustainability of project results.     Das vorliegende Projekt, an dem fünf Projektpartner aus Mecklenburg-Vorpommern, Brandenburg und Polen beteiligten sind, zielt auf die Entwicklung der Verkehrsinfrastruktur im deutsch-polnischen Grenzgebiet der Euroregion POMERANIA ab. Das Projekt umfasst Investitionen in die grenzübergreifende Verkehrsinfrastruktur und Mobilität, die zur Integration des Fördergebiets und seine bessere Anbindung an den europäischen Gesamtraum beitragen. Alle Straßenbaumaßnahmen im Projekt haben eine grenzübergreifende Wirkung auf das Fördergebiet und liegen im grenznahen Raum. Die Dringlich- und Erforderlichkeit der Maßnahmen resultiert zusammenfassend aus dem Bedarf, grenzüberschreitende Verkehre zur Förderung der gemeinsamen wirtschaftlichen und sozialen Entwicklung der Region zu stärken, die Erschließung von Zielen des Wirtschafts- und Tourismusverkehrs zu verbessern und maßgeblich touristisch genutzte Verkehrsinfrastruktur weiter auszubauen. Das Gesamtprojekt wird in zwei Teilanträge, die in einem unmittelbaren Zusammenhang stehen, beantragt. Beide Teilprojekte basieren auf einer gesamtverkehrlichen Untersuchung und einem gemeinsamen Verkehrskonzept zur Verbesserung der grenznahen Infrastruktur. Das Gesamtpaket der Maßnahmen sorgt dafür, dass sich die Erschließungsqualität in der gesamten Region spürbar verbessert und Impulse für ein weiteres wirtschaftliches Wachstum gesetzt werden. Die Maßnahmen und ihre Wirkungen sind daher immer vor dem Hintergrund des Gesamtpaketes zu sehen. Das erwartete Projektergebnis ist eine Verbesserung der Qualität im grenzüberschreitenden Straßenverkehr. Die geplanten Maßnahmen sind im regionalen Straßennetz von besonderer Bedeutung, da sie zur signifikanten Reduktion der Reisezeiten insbesondere auf den grenzüberschreitenden Relationen weiter beitragen. Eine Realisierung der Maßnahmen wird die externe Erreichbarkeit der gesamten Region und die Verbindungen innerhalb des Programmgebiets verbessern. Das bringt Impulse für die weitere wirtschaftliche Entwicklung des Gebiets. Darüber hinaus wird die grenzüberschreitende Erreichbarkeit von Arbeits- und Wohnorten für die Bevölkerung des Fördergebietes verbessert. Ferner wird ein wirkungsvoller Beitrag zur Stärkung der grenzüberschreitenden Kontakte und der Kommunikation geleistet, weil sich die gegenseitige Erreichbarkeit der Menschen im grenznahen Raum erheblich verbessern wird. Auch die Entwicklung des Tourismus in der Region profitiert von der verbesserten Erreichbarkeit und der mit mehreren Vorhaben verbundenen Attraktivitätssteigerungen der für den Radtourismus relevanten Verkehrsinfrastruktur. Zusätzlich zu den geschilderten wirtschaftlichen und sozialen Wirkungen des Projektes wird es auch unmittelbar zu Verbesserung der Verkehrssicherheit im betrachteten Straßennetz beitragen, da mit ihm eine richtlinienkonforme und damit nach Stand der Technik sichere Gestaltung der Straßenverkehrsanlagen einhergeht. Durch Verbesserung des baulichen Zustandes der Straßenabschnitte können sich auch negative Auswirkungen des Verkehrs auf die Umwelt verringern. Das vorliegende Projekt ist ein Ergebnis von intensiven Abstimmungen zwischen Straßenbauverwaltungen in Mecklenburg-Vorpommern, Brandenburg und Wojewodschaft Westpommern. Die Straßenumbau- und -ausbaumaßnahmen betreffen Straßenabschnitte mit grenzübergreifender Wirkung, somit ist die Zusammenarbeit zwischen den polnischen und den deutschen Partnern notwendig. Bisherige Investitionen in die Straßeninfrastruktur waren überwiegend lokal und bezogen sich lediglich auf einen Teil der Region. Die neuen Lösungen, die in diesem Projekt Anwendung fanden berücksichtigen die Perspektive des grenzübergreifenden Gebiets in seiner Gesamtheit, unter Verstärkung der Synergieeffekte, der Nützlichkeit und Nachhaltigkeit von Projektergebnissen.
