The local public authorities in the cross border area of Dobrich district and Constanta county are still suffering from weak administrative capacity. The communities, which are facing common challenges like Black sea Municipalities from both sides of the border, are developing separately without taking advantage of cooperation opportunities. There a too centralized public authorities structures with low cooperation capacity and low level of public participation. Project main objective is to contribute to increasing the cooperation capacity and effectiveness of public administrations of the cross border region of Black Sea Municipalities in Dobrich district and Constanta county and to enhance the participation of private stakeholders in public decision-making. The objective will be achieved through involving at least 10 local communities, represented by public administrations and private stakeholders, in joint instruments for horizontal cross border cooperation and capacity improvement, such as Network for smart cooperation of Black Sea communities in the cross- border region, Joint strategy for cooperation and evolved territorial development of the cross border Black Sea area, workshops, introducing of e-government, fostering public participation in decision-making. Budget amount: 541 665,55 EUR. Expected results: Increased cooperation capacity and effectiveness of public administration of the target cross border region, enhanced participation of private stakeholders in public decision-making. The project will significantly contribute to program result indicator “Level of coordination of the public institutions in the eligible area”. (English)
