Salatsi river basins have a joint water cycle, therefore groundwater cannot be divided by human drawn boundaries such as country borders. Despite the fact that groundwater is the only drinking water source in Gauja/Koiva and Salaca/Salatsi river basins and ensures the existence of many connected ecosystems which are protected by international agreements, the overall awareness of groundwater protection remains low in all levels. European water policy requires to carry out nine groundwater characterisation tests and develop joint principles for transboundary basins to successfully implement last River Basin Management Plans in both Estonia and Latvia by year 2022. Many tasks have been postponed to this last implementation cycle, therefore only by intensive cooperation and joint work among all project partners in Estonia and Latvia the European water policy requirements can be addressed in time. Cross-border nature Eight project partners represent all key actors - policy maker, sectoral agencies, research institutions and planning region. Partners hold various valuable experiences and good groundwater resources management practices, but none of the partner organizations has the capacity to carry out all tasks alone. Due to similar climatic and hydrogeological conditions the same approaches and methodologies can and should be used for common groundwater resources management thus facilitating the cooperation and compiling the resources. Smartly targeted activities will ensure joint and successful implementation of complicated tasks set by international directives and will increase the overall capacity of project partners. As well the agreed principles, unique and smartly targeted dissemination activities and developed strategy for transboundary groundwater monitoring will ensure strong and regular cooperation, increased awareness of groundwater and connected nature protection and in long term will guarantee safe drinking water for future generations. Project's objective The project’s objective is to develop joint principles for assessment of transboundary groundwater bodies and to implement them in Gauja/Koiva and Salaca/Salatsi river basins in close cooperation between Estonian and Latvian authorities and research institutions; to create knowledge base for practical implementation of groundwater assessment tests and to develop strategy for transboundary groundwater monitoring for strengthening the cooperation intensity between Estonian and Latvian authorities involved in the management of cross-border groundwater bodies; and to increase public awareness of groundwater protection. Project's main activities Joint principles for assessment of transboundary groundwater bodies in line with European water policy will be developed in close cooperation between Estonian and Latvian authorities and research institutions. Smartly targeted project activities such as trainings, seminars and international conferences will increase the overall capacity of project partners to carry out complex tasks set by international directives (e.g. Water Framework Directive and Groundwater Directive). Agreed principles will be implemented in Gauja/Koiva and Salaca/Salatsi river basins in close cooperation between project partners to carry out various groundwater caharcterisation tests to successfully develop last River Basin Management Plans in time (2022-2027). Developed strategy for transboundary groundwater monitoring will strengthen the cooperation intensity between Estonian and Latvian authorities involved in the management of cross-border groundwater bodies and will agree on regular data exchange and groundwater assessment process to ensure sustainability of developed cooperation. Smartly targeted dissemination activities first, will increase the competency of key actors carrying out national assessments prior planned human activities which may negatively affect groundwater quality and quantity and connected ecosystems; second, will increase the overall awareness of locals on groundwater protection by initiation of spring voluntary monitoring; and finally, will disseminate project results in the most appropriate ways to reach all target groups. The planned project activities are grouped in three general parts: 1) Capacity building through exchange of knowledge and best management practices between project partners and key experts in other European Union countries; 2) Assessment of common groundwater resources in Gauja/Koiva and Salaca/Salatsi river basins to improve common groundwater resources management in long term and ensure implementation of international directives; 3) Dissemination and outreach activities to increase the overall awareness of groundwater and connected nature protection of key actors working with groundwater assessments and locals.
