    Problems and objectives: The objective of the overall project is active initiation, promotion and improvement in the transfer of technologies and knowledge, and collaboration between higher education institutions (Universities) and small and medium-sized enterprises (SMEs) in the Euregio Meuse Rhine(EMR), as well as active support of innovative SMEs in the employment and retention of skilled professionals, particularly from Universities. Despite good conditions, transfer of technology in the EMR does not take place often enough. For the competitiveness of innovative SMEs in the EMR, however, collaboration and access to new research findings are of central significance. A multitude of renowned Universities and research institutes are at the disposal of the EMR, and their potential has (as yet) not been sufficiently harnessed by the SMEs based here. There is much room for improvement here. In order to conversely facilitate initial access to the Euregion’s learning institutions, a set of measures coordinated across borders must be implemented during the project, in order to improve general conditions for enterprise innovation. In doing so, the main challenge is to further stimulate collaboration between learning institutions and enterprises (Science-to-Business (S2B)), and in addition to reduce in particular the limiting effects state borders have on regional innovations. On the one hand, a mutual exchange between science and the economy is to be strengthened; on the other, contacts and networks between enterprises themselves are to be enhanced and/ or consolidated. The focus is primarily on the joint development of new or improved tools to enhance and/ or strengthen the connection between Universities and innovative SMEs. Core objectives, important activities and the additional benefit of cooperation: Cross-border transfer of innovations, knowledge and technology. It is imperative in the EMR region to both ensure transparency in commercial and academic institutions, and to demonstrate to SMEs the possibilities for cooperation with the higher education and research institutions taking part in the project. The all-access events schedule described under C.2.1 should be put into effect as the first step, and expanded across borders, in order to stimulate collaboration between learning institutions and enterprises. In a further step, it is considered expedient to stimulate the cooperation between learning institutions and SMEs through a voucher system (“technology transfer mini voucher”). In this case, the aim is that a scientist, researcher or lecturer is sent to an enterprise for a day in order to facilitate first contact in an uncomplicated way and thus determine the needs of the enterprise. Alongside this, the awareness of SMEs of future issues such as additive manufacturing, Industry 4.0 (“factories of tomorrow”) or the innovative approach “design thinking” must be raised. Various event schedules and training courses are planned for this. Human Resources: For the innovative enterprises in the EMR, securing skilled professionals is of central significance in maintaining their capacity for innovation and competitiveness. Product and process innovations can only be realised through qualified and competent professionals as added value. Demographic change, globalisation and expansion of the knowledge-based economy are driving an environment where the securement of skilled professionals presents a challenge for the competitiveness of the region. The support for innovative enterprises in the employment and long term engagement of skilled professionals, just as the profiling of the EMR as an attractive place to live and work, represent the second cornerstone of the project. Digital Innovation Platform (DIP): As soon as enterprises are prepared for cooperation with one or more scientific institutions, and have recognised the added value of such collaboration for their own plans, the next step is to bring together those who need technology and those who offer it. In order to integrate individual participants across borders in a simpler and more focused way, a Digital Information Platform is to be developed, which offers a spatial representation of the distribution of academic expertise within the EMR. The platform serves as the first stop for information acquisition and visualisation, without the aspiration of performing profound consultation or analysis. The overarching objective is to realise, in particular for SMEs, a cross-border chain of added value for innovation and economy in the EMR+. This will be achieved through close coordination and cooperation between the three projects “EarlyTech”, “BuSyBee”, and “I2M EMR+”.
