    Настоящото проектно предложение предвижда изпълнение на мерки за повишаване на енергийната ефективност на обект: РСПБЗН и РПУ в гр.Пещера, ул. "Д-р П.Цикалов“ №1. Сградата е публична държавна собственост със ЗП - 695 кв.м., първа категория буква "а" съгласно ЗУТ и Наредба №1/30.07.2003г. Въз основа за заключенията от изготвения технически паспорт, състоянието на сградата към момента не удовлетворява изискванията на чл.169 от ЗУТ по отношение на енергоефективност, безопасна експлоатация, защита от шум и опазване на околната среда. Сградите са амортизирани и морално остарели, което се отразява на качеството на работа и обслужването на граждани, не отговаря на съвременните изисквания за поддръжка.Община Пещера кандидатства с всички допустими сгради публично общинска и държавна собственост намиращи се на територията на града. В сравнение с другите общински сгради, горепосоченият обект има изключително висока степен на необходимост от обновяване и потенциал за енергийни спестявания. Реализацията на предвидените с проектното предложение задължителни енергоспестяващи и други мерки, описани в Техническите паспорти, ще доведе до постигане на клас "С" на енергопотребление на сградата , в съответствие с целите на настоящата процедура. Проектът ще доведе до намаляване на разходите за енергия на държавна администрация, подобряване на експлоатационните характеристики на сградата, което ще доведе до повишена рентабилност и удължаване на жизнения й цикъл, устойчиво управление и поддръжка.     This project proposal provides for the implementation of measures to improve the energy efficiency of a site: RSPBZN and the Police Department in the town of Peshtera, 1 “Dr. P. Tsikalov” Str. The building is publicly owned by State-owned ZP — 695 sq.m., first category letter “a” in accordance with the ZUT and Ordinance No 1/30.07.2003. On the basis of the conclusions of the technical passport drawn up, the condition of the building so far does not meet the requirements of Art.169 ZUT with regard to energy efficiency, safe operation, noise protection and environmental protection. The buildings are depreciated and obsolete, which affects the quality of work and service to citizens, does not meet the modern maintenance requirements. Peshtera Municipality applies with all eligible buildings public municipal and state property located on the territory of the city. Compared to other municipal buildings, the above-mentioned site has an extremely high need for renovation and potential for energy savings. The implementation of the mandatory energy saving measures provided for in the project proposal and other measures described in the Technical Passports will result in the achievement of class “C” of the energy consumption of the building, in accordance with the objectives of this procedure. The project will reduce the energy costs of the state administration, improve the performance of the building, leading to increased cost-effectiveness and extension of its life cycle, sustainable management and maintenance.     Cette proposition de projet prévoit la mise en œuvre de mesures visant à améliorer l’efficacité énergétique d’un site: RSPBZN et le département de police de la ville de Peshtera, 1 «Dr. P. Tsikalov» Str. Le bâtiment appartient à l’État ZP — 695 m², première lettre de catégorie «a» conformément à la ZUT et à l’ordonnance no 1/30.07.2003. Sur la base des conclusions du passeport technique établi, l’état du bâtiment ne satisfait pas jusqu’à présent aux exigences de l’article 169 ZUT en ce qui concerne l’efficacité énergétique, la sécurité d’exploitation, la protection du bruit et la protection de l’environnement. Les bâtiments sont amortis et obsolètes, ce qui affecte la qualité du travail et du service aux citoyens, ne répond pas aux exigences d’entretien modernes. Par rapport à d’autres bâtiments municipaux, le site susmentionné a un besoin extrêmement important de rénovation et de potentiel d’économies d’énergie. La mise en œuvre des mesures obligatoires d’économies d’énergie prévues dans la proposition de projet et d’autres mesures décrites dans les passeports techniques aboutira à la réalisation de la classe «C» de la consommation d’énergie du bâtiment, conformément aux objectifs de la présente procédure. Le projet permettra de réduire les coûts énergétiques de l’administration publique, d’améliorer les performances du bâtiment, ce qui permettra d’accroître le rapport coût-efficacité et l’allongement de son cycle de vie, ainsi que la gestion et l’entretien durables.     Dieser Projektvorschlag sieht die Durchführung von Maßnahmen zur Verbesserung der Energieeffizienz eines Standorts vor: RSPBZN und die Polizeibehörde in der Stadt Peshtera, 1 „Dr. P. Tsikalov“ Str. Das Gebäude befindet sich im öffentlichen Eigentum des staatseigenen ZP – 695 qm, erster Kategorie Buchstabe a gemäß ZUT und Verordnung Nr. 1/30.07.2003. Auf der Grundlage der Schlussfolgerungen des erstellten technischen Passes entspricht der Zustand des Gebäudes bisher nicht den Anforderungen des Art.169 ZUT in Bezug auf Energieeffizienz, sicheren Betrieb, Lärmschutz und Umweltschutz. Die Gebäude sind abgeschrieben und veraltet, was die Qualität der Arbeit und der Dienstleistungen für die Bürger beeinflusst, entspricht nicht den modernen Wartungsanforderungen. Peshtera Municipality gilt für alle förderfähigen Gebäude öffentliches kommunales und staatliches Eigentum auf dem Territorium der Stadt. Im Vergleich zu anderen kommunalen Gebäuden hat der oben genannte Standort einen äußerst hohen Sanierungsbedarf und ein Energieeinsparungspotenzial. Die Umsetzung der im Projektvorschlag vorgesehenen obligatorischen Energieeinsparungsmaßnahmen und anderer in den technischen Pässen beschriebener Maßnahmen führt zur Erreichung des Energieverbrauchs des Gebäudes der Klasse „C“ im Einklang mit den Zielen dieses Verfahrens. Das Projekt wird die Energiekosten der staatlichen Verwaltung senken, die Leistungsfähigkeit des Gebäudes verbessern, was zu mehr Wirtschaftlichkeit und Verlängerung seines Lebenszyklus, nachhaltigem Management und Instandhaltung führt.     Dit projectvoorstel voorziet in de tenuitvoerlegging van maatregelen ter verbetering van de energie-efficiëntie van een locatie: RSPBZN en de politie in de stad Peshtera, 1 „Dr. P. Tsikalov” Str. Het gebouw is in handen van de staat ZP — 695 sq.m., eerste categorie letter „a” in overeenstemming met de ZUT en Verordening nr. 1/30.07.2003. Op basis van de conclusies van het opgestelde technisch paspoort voldoet de staat van het gebouw tot dusver niet aan de eisen van artikel 169 ZUT met betrekking tot energie-efficiëntie, veilige exploitatie, geluidsbescherming en milieubescherming. De gebouwen zijn afgeschreven en verouderd, wat van invloed is op de kwaliteit van het werk en de dienstverlening aan burgers, voldoet niet aan de moderne onderhoudseisen. Peshtera gemeente is van toepassing met alle in aanmerking komende gebouwen openbare gemeentelijke en staatseigendom gelegen op het grondgebied van de stad. In vergelijking met andere gemeentelijke gebouwen heeft bovengenoemde locatie een zeer grote behoefte aan renovatie en energiebesparing. De uitvoering van de verplichte energiebesparingsmaatregelen waarin het projectvoorstel voorziet en andere maatregelen die in de technische paspoorten worden beschreven, zal resulteren in de verwezenlijking van klasse „C” van het energieverbruik van het gebouw, overeenkomstig de doelstellingen van deze procedure. Het project zal de energiekosten van de overheid verlagen, de prestaties van het gebouw verbeteren, wat leidt tot meer kosteneffectiviteit en verlenging van de levenscyclus, duurzaam beheer en onderhoud.     La presente proposta di progetto prevede l'attuazione di misure volte a migliorare l'efficienza energetica di un sito: RSPBZN e il Dipartimento di Polizia nella città di Peshtera, 1 "Dr. P. Tsikalov" Str. L'edificio è di proprietà pubblica dello Stato ZP — 695 mq, lettera di prima categoria "a" ai sensi della ZUT e dell'ordinanza n. 1/30.07.2003. Sulla base delle conclusioni del passaporto tecnico redatto, la condizione dell'edificio finora non soddisfa i requisiti di cui all'articolo 169 ZUT per quanto riguarda l'efficienza energetica, il funzionamento sicuro, la protezione del rumore e la protezione dell'ambiente. Gli edifici sono ammortizzati e obsoleti, il che incide sulla qualità del lavoro e del servizio ai cittadini, non soddisfa i moderni requisiti di manutenzione. Il comune di Peshtera si applica a tutti gli edifici pubblici comunali e statali situati sul territorio della città. Rispetto ad altri edifici comunali, il suddetto sito presenta un'estrema necessità di ristrutturazione e potenziale di risparmio energetico. L'attuazione delle misure obbligatorie di risparmio energetico previste nella proposta di progetto e delle altre misure descritte nei passaporti tecnici comporterà il raggiungimento della classe "C" del consumo energetico dell'edificio, conformemente agli obiettivi della presente procedura. Il progetto ridurrà i costi energetici dell'amministrazione statale, migliorerà le prestazioni dell'edificio, con conseguente aumento dell'efficacia in termini di costi e dell'estensione del suo ciclo di vita, gestione e manutenzione sostenibili.     La presente propuesta de proyecto prevé la aplicación de medidas para mejorar la eficiencia energética de un emplazamiento: RSPBZN y el Departamento de Policía de la ciudad de Peshtera, 1 «Dr. P. Tsikalov» Str. El edificio es de propiedad pública ZP — 695 metros cuadrados, letra «a» de la primera categoría, de conformidad con la ZUT y la Ordenanza n.º 1/30.07.2003. Sobre la base de las conclusiones del pasaporte técnico elaborado, el estado del edificio hasta ahora no cumple los requisitos del artículo 169 de la ZUT en materia de eficiencia energética, funcionamiento seguro, protección del ruido y protección del medio ambiente. Los edificios están depreciados y obsoletos, lo que afecta a la calidad del trabajo y el servicio a los ciudadanos, no cumple con los requisitos de mantenimiento modernos. El municipio de Peshtera aplica con todos los edificios elegibles propiedad pública municipal y estatal ubicada en el territorio de la ciudad. En comparación con otros edificios municipales, el citado emplazamiento tiene una necesidad extremadamente alta de renovación y potencial de ahorro energético. La aplicación de las medidas obligatorias de ahorro energético previstas en la propuesta de proyecto y de otras medidas descritas en los pasaportes técnicos dará lugar a la consecución de la clase «C» del consumo de energía del edificio, de acuerdo con los objetivos de este procedimiento. El proyecto reducirá los costes energéticos de la administración estatal, mejorará el rendimiento del edificio, lo que generará una mayor rentabilidad y ampliación de su ciclo de vida, gestión sostenible y mantenimiento.
