The project aims to achieve a cycling-friendly development through the construction of a cycle path between the town of Paks and the municipality of Dunakömlőd. The implementation will result in the creation of a new bicycle traffic facility for a length of 2 570 m. The crossing of the railway takes place before the junction of the access road of Dunakömlőd, where there is no existing road crossing, therefore it is necessary to build a light barrier, but due to its narrow space, no labyrinth barrier can be applied. There is no need to move an electric pole and install a utility shaft only in one place. With the construction of the bicycle road, one part can be replaced by car transport between the town of Paks and the municipality of Dunakömlőd, thereby increasing sustainable transport. It also helps workers to travel, as there are more employers and businesses along the cycle path. On the other hand, the construction of the cycle path will help to further network the existing cycle path in the city. The realisation of the project will also contribute to climate change mitigation, CO2 reduction and the creation of a viable urban environment. With the construction of a cycle path that explores the part of the settlement, the share of cyclists will also increase. Development thus contributes to improving road safety. Alignment with the regional development concept of the county: The project is based on cooperation, since the local Cycling Club and the population living in the affected settlement will be involved during the preparation, but also during the implementation. The investment will be carried out in an environmentally conscious way and this is also a priority in the maintenance process. With the construction of the cycle path, the conditions of walking to work are also improved, as the worker living in the municipality will not be tied to public transport, so that they will not hinder their employment by going to work and can even take up alternative work. This will also help keep jobs and new workers enter the labour market. This will also contribute to further supporting economic development. In addition, practical places in the field of vocational training may be accessible through this cycle path. The design of the cycle path is made with the highest consideration of safe transport, so families with young children can use it as their excursion and leisure program. It is also beneficial for the 5 companies along the cycle path, as they can provide their workers with this way to go to work. During the implementation of the project and the technical implementation, we give priority to the involvement of local resources to our facilities and to the extent permitted by law. A projekt kerékpárosbarát fejlesztés megvalósítására irányul Paks város és Dunakömlőd településrésze közötti kerékpárút kiépítésével. A megvalósítás révén 2570 m hosszan új kerékpárforgalmi létesítmény jön létre. Már az előkészítő/döntést megalapozó tanulmány készítése során kiemelt szempont volt a biztonságos közlekedési feltételek megteremtése, emiatt is került sor a többnyomvonalas változatok elemzésére is. A biztonságos közlekedés megteremtése során a gyengébb közlekedők védelme érdekében a gyalogos, kerékpáros és a közösségi közlekedési módok biztonságos közlekedési feltételeinek fejlesztése is tervezésre került. A projekt műszaki tartalma - kerékpárút építése: A kompkikötő kiszolgáló útjától indul, a vasúti keresztezés előtti meglévő földútról, majd a földút vége után megközelíti a vasútvonalat. A terepadottságok kedvezőtlenek, mivel a vasút egyre nagyobb töltésen halad, melynek rézsűjén sűrű növényzet található. A vasúti töltés elsőrendű árvízvédelmi fővonal is egyben, a Duna mértékadó árvízszintje az érintett területen (1533 folyókm-nél) 94,5 mBf. A kerékpárutat emiatt 95,0 mBf magasság felett ajánlott elhelyezni, a meglévő vasútvonal magassága 96,2 mBf, így a tervezett kerékpárutat magasan a vasúthoz minél közelebb (maximum 1,2 m-rel alacsonyabban) kell vezetni. A terepadottságok -helyenként 5-6 méter szintkülönbségek - miatt a szakasz jelentős részén nagy mennyiségű földmunka és tereprendezés szükséges. A szakasz kezdetétől a felvételi épület vonaláig a vasútvonallal párhuzamosan, de tőle változó távolságra MÁV kábelek helyezkednek el, melyek pontos helyét az engedélyezési és kiviteli tervek készítése során szükséges megismerni, és az esetleges kikerülésével vagy kiváltásával számolni kell. A tervezett kerékpárút lekeresztezi a meglévő elsőrendű árvízvédelmi fővonal töltését, ezt követően alacsonyabban a vasúti töltés oldalában halad. A vasút keresztezése a dunakömlődi bekötőút csomópontja előtt történik, ahol nincs meglévő útátjáró, ezért annak fénysorompós kiépítése szükséges, viszont helyszűke miatt labirintkorlát nem alkalmazható. Villanyoszlop áthelyezésére nincs szükség és közműakna szintbehelyezésére is csak egy helyen. A kerékpárút megépítésével egy részt kiváltható a Paks város és dunakömlődi településrésze közötti autós közlekedés, ezáltal a fenntartható közlekedés erősödik. Mindemellett segíti a munkavállalók közlekedését is, hisz a kerékpárút mentén is több foglalkoztató, vállalkozás található. Másrészt pedig a kerékpárút megépülésével a városban meglévő kerékpárút további hálózatosodása teremthetődik meg. A projekt megvalósulása hozzájárul az éghajlatváltozás mérsékléséhez, a CO2 kibocsátás csökkentéséhez és az élhető települési környezet megteremtéséhez is. A településrészt feltáró kerékpárút megépítésével növekedni fog a kerékpáros közlekedési módot választók részaránya is. A fejlesztés így hozzájárul a közlekedésbiztonság javításához. Illeszkedés a megyei területfejlesztési koncepcióhoz: A projekt együttműködésre épül, hisz már az előkészítés, de a megvalósítás során is bevonásra kerül a helyi Kerékpáros Klub, ill. az érintett településrészen élő lakosság. A beruházás környezettudatos szempontokat figyelembe véve kerül megvalósításra és a fenntartás során is ez kiemelt cél. A tervezés során szempontként meghatározásra kerül a fenntartható fejlesztés. A kerékpárút megépítésével a munkába járás feltételei is javulnak, hiszen a településrészen élő munkavállaló nem lesz kötve a tömegközlekedéshez, így munkavállalását nem akadályozza a munkába járás és akár alternatív munkavégzést is vállalhat. Ezáltal is segítve a munkahelyek megtartását és új munkavállalók belépését a munkaerőpiacra. Ez hozzájárul a gazdaságfejlesztés további támogatásához is. Emellett a szakképzés területén biztosítandó gyakorlati helyek esetlegesen megközelíthetővé válnak ezen a kerékpárúton keresztül. A kerékpárút kialakítása a biztonságos közlekedés szempontjait maximálisan figyelembe véve készül, így kisgyermekes családok is bátran használhatják kirándulás, szabadidős programjukként. A kerékpárút mentén lévő 5 vállalkozás szempontjából is kedvező, hiszen munkavállalóiknak biztosíthatják ezt a munkába járási módot. A projekt megvalósítása és a műszaki kivitelezés során lehetőségeinkhez és a jogszabályok által megengedett mértékben előnyben részesítjük a helyi erőforrás bevonását. A fejlesztést a helyi erőforrások minél nagyobb arányú bevonásával kívánjuk megvalósítani. A létesítmény kiegészítő elemei kapcsán előnybe részesítjük az innovatív megoldásokat – így pl. megújuló energiával működő fényforrás, megújuló energiát igénybe vevő közlekedési elemek. A településrész bekapcsolása a város vérkeringésébe, segíti a településrész városias jellegének erősödését is, a várossal együtt tud továbbfejlődni. A fejlesztés a Duna mellett fekvő Paks városában és Dunakömlőd településrésze között valósul meg.
