The Municipality of Nagyecsed has prepared its Integrated Urban Development Strategy in connection with the 2014-2020 planning period. The aim of the urban development document is to increase the capacity of the city to retain its population through sustainable urban development, strengthening the local economy and creating an attractive, liveable city. In 2011 more than a third (34.3 %) of the city’s population in the Green City Action Area affected by the development of the City Centre was inhabited by 2316 people. Looking at the age-group distribution of the action area, it can be concluded that it is less favourable compared to urban values. The action area is dominated by active age, but the proportion of young people in the area is lower than the urban average and the proportion of older people is higher. The aging index of the action area is 0.57 until the city value is 0.99. The Green City action area consists of a predominantly active and more educated population. In the part of the city, the proportion of people with up to primary education is lower and the share of tertiary graduates is higher than the city value. Looking at the employment characteristics of the action area, we can conclude that the proportion of people without regular work income is lower than the urban average, but very unfavourable in county and national terms. When looking at the employment rate, we get a similar picture, as the proportion of the population aged 15-64 in the action area is more favourable than the city rate, while the value of the indicator remains well below the national value. 43 % of the urban housing stock and 1024 apartments are located in the action area. According to the size and small-scale nature of the city, a significant proportion of public and community services and the majority of retail outlets are located in the action area. According to 2011 data, the number of enterprises operating in the action area was 32. There are 8 companies in the vicinity of the development site. Based on the city centre parts of the urban planning plan, the following can be said about the action area: • The part of the action area affected by the development is part of the town centre mixed areas (Vt), • The other parts of the action area are economic, special, public park, garden and small-town and rural residential areas. The planned development contributes to the improvement of the overall environmental status of the municipality, as the development results in the renovation of approximately 4 400 m² of green space and 1 064.2 m² community-use building in the city. As part of the development, the action area will develop economic (15.5 %), community (24.1 %), recreational (2.2 %) and cultural (58.2 %) functions (the cost ratio is indicated in brackets). The project has no foreseeable climate risk. The energy efficiency of the buildings affected by the investment will be improved, contributing to the development of an environmentally sustainable city. As a result of the development, the number of people with low status in the city will not increase, the planning is cost-effective, taking into account equal opportunities. The individual and non-eligible activities planned under the project, as well as mandatory implementation, are: — II.     Nagyecsed Város Önkormányzata a 2014-2020-as tervezési időszakhoz kapcsolódóan elkészítette Integrált Településfejlesztési Stratégiáját. A város fejlesztési dokumentumában megfogalmazott cél a fenntartható városfejlesztésen, a helyi gazdaság erősítésénén, a vonzó, élhető város megteremtésén keresztül a város népességmegtartó erejének növelése. A projekt keretében megvalósuló fejlesztések az ITS tematikus és területi céljaihoz egyaránt hozzájárulnak. A fejlesztés keretében megvalósuló beavatkozások a város mindegyik tematikus céljának eléréséhez hozzájárulnak. A városközpont rehabilitációja keretében létrehozott zöldfelületek (pihenő park, játszótér), valamint a felújított városi középületek kiemelten hozzájárulnak a város „Vonzó város” (T2) tematikus céljának, valamint „A Városközpont funkcióinak erősítése és térségi vonzerejének növelése” (V1) területi céljának megvalósulásához. A „Zöld város kialakítása” felhívás keretében tervezett beavatkozások Nagyecsed város Integrált Településfejlesztési Stratégiájában kijelölt Zöld város akcióterületen, a város Városközpont városrészében valósulnak meg. A fejlesztésekkel érintett akcióterület a város középső és észak-keleti területeit foglalja magában. A Városközpont városrészben, a fejlesztésekkel érintett Zöld város akcióterületen a város lakosságának több, mint egyharmada (36,3%), 2316 fő lakott 2011-ben. Az akcióterület korcsoportos megoszlását vizsgálva megállapíthatjuk, hogy az a városi értékekhez viszonyítva kedvezőtlenebb. Az akcióterületen az aktívkorúak dominanciája jellemző, ugyanakkor a területen a fiatalok aránya a városi átlagnál kisebb, az idősek aránya pedig nagyobb. Az akcióterület öregedési indexe 0,57, amíg a városi érték 0,99. A Zöld város akcióterület döntően aktív korú és képzettebb lakosságot tömörít. A városrészben a legfeljebb általános iskolai végzettségűek aránya kisebb, a felsőfokú végzettséggel rendelkezők aránya pedig nagyobb a városi értéknél. Az akcióterület foglalkoztatottsági jellemzőit vizsgálva megállapíthatjuk, hogy rendszeres munkajövedelemmel nem rendelkezők aránya a városi átlagtól ugyan alacsonyabb, azonban megyei és országos viszonylatban igen kedvezőtlen. A foglalkoztatottak arányát vizsgálva is hasonló képet kapunk, hiszen az akcióterületen a 15-64 éves népességen belüli foglalkoztatottak aránya kedvezőbb a városi aránynál, ugyanakkor a mutató értéke jóval az országos érték alatt marad. Az akcióterületen a városi lakásállomány 43%-a, 1024 db lakás található. A város méretének és kisvárosias jellegének megfelelően a köz- és közösségi szolgáltatások jelentős része, valamint a kiskereskedelmi egységek többsége az akcióterületen található. A 2011-es adatok alapján az akcióterületen működő vállalkozások száma 32 db volt. A fejlesztési helyszín közelében 8 db vállalkozás található. A településrendezési terv városközpontra vonatkozó részei alapján a következők mondhatók el az akcióterületről: • Az akcióterület fejlesztésekkel érintett része a településközponti vegyes területek (Vt) közé tartozik, • Az akcióterület egyéb részein gazdasági, különleges, közpark, kert és kisvárosias, valamint falusias lakóterület övezetek találhatók. A tervezett fejlesztés hozzájárul a település általános környezeti állapotának javulásához, mivel a városban a fejlesztések eredményeképpen körülbelül 4400 m2 zöldfelület, valamint 1064,2 m2 közösségi használatú épület újul meg. A fejlesztések keretében az akcióterületen gazdasági (15,5%), közösségi (24,1%), rekreációs (2,2%) és kulturális (58,2%) funkciók fejlesztése valósul meg (A zárójelben a költséghányad szerepel.). A projektnek előre látható klímakockázata nincs. A beruházás által érintett épületek energiahatékonysága javul, ami hozzájárul a környezetileg fenntartható város kialakulásához. A fejlesztés hatására az alacsony státuszú lakosság létszáma a városban nem növekszik, a tervezés költséghatékony módon, az esélyegyenlőségi szempontok figyelembevételével történik. A projekt keretében tervezett önálló és önállóan nem támogatható, valamint kötelezően megvalósítandó tevékenységek a következők: – II.
