I. tv. Shall be planned in accordance with Section 8(1a) taking into account the needs of all operators concerned. In the case of road sections within a residential area, the possibility of safely driving cycling traffic will be examined. The investment contributes to the improvement of road safety and the road safety aspects will be and will be given special attention in the planning and implementation process. The list of road sections to be refurbished has been agreed and approved with the county government. Due to the organisation of the Applicant and its expert and institutional background, the financial sustainability of the project and the long-term (5 years) operation and maintenance of the implemented activity are ensured. The technical content of the project will be designed and designed to improve the safety of pedestrians, cyclists and, above all, children, the elderly and people with disabilities. The investment is planned and implemented in a cost-effective manner, with a realistic and economical budget. If the construction of the construction plans and parking spaces is planned (in the preparation phase of the project) the possibility of installing the basic charging infrastructure necessary for the use of electric vehicles will be examined on the basis of point 3.4.1.1/15 of the call. The principles of universal design, i.e. the needs of women and men, the needs of the elderly, the disabled and children, will be taken into account in its design.     A projekt keretében mindösszesen 20,162 km hosszon kerül mellékúthálózati szakasz felújításra. A beavatkozás során a meglévő burkolat profilmarását végezzük el, majd kötő és kopóréteg beépítésével alakítjuk ki az új burkolatot. A vízelvezetést a meglévő vízelvezetési rendszer felújításával, jó karba helyezésével biztosítjuk, valamint az útpadka is rendezésre kerül. Az érintett útszakaszokon lévő műtárgyak, átereszek, forgalomtechnikai berendezések szükség szerint felújításra kerülnek. A beruházások az állami úthálózaton valósulnak meg. Az érintett ingatlanok és tulajdonviszonyai ténylegesen csak a tervezés folyamán határozhatóak meg. A projekt a közúti közlekedésről szóló 1988. I. tv. 8. § (1a) bekezdésével összhangban kerül(t) tervezésre valamennyi érintett közlekedő igényeinek a figyelembevételével. A lakott területen belüli útszakaszok esetében a kerékpáros forgalom biztonságos levezetésének lehetősége megvizsgálásra kerül(t). A beruházás hozzájárul a közlekedésbiztonság javításához, a tervezés és megvalósítás során a közlekedésbiztonsági szempontok kiemelt figyelmet kapnak illetve fognak kapni. A felújításra kerülő útszakaszok listája a megyei önkormányzattal egyeztetésre, jóváhagyatásra került. A Pályázó szervezeti formájából, továbbá szakértői és intézményi hátteréből adódóan, a projekt pénzügyi fenntarthatósága, illetve a megvalósított tevékenység hosszú távú (5 éves) működtetése és fenntartása biztosított. A projekt műszaki tartalma úgy kerül kialakításra, megtervezésre, hogy javítson a gyalogosok, kerékpárosok, de mindenekelőtt a gyerekek, idősek és fogyatékkal élők közlekedésbiztonságán. A beruházás költséghatékony módon, reális és takarékos költségvetéssel került megtervezésre, illetve kerül megvalósításra. A beruházás közvetlen vagy közvetett gazdaságfejlesztési és foglalkoztatási kapcsolódással valósul meg, valamint elősegíti a munkaerő mobilitás infrastrukturális feltételeit. A felújítandó útszakaszok 5 db települést érintenek. A felhívás 3.4.1.1/7. pontjában rögzítettek alapján, a releváns útszakaszokra vonatkozóan közúti biztonsági audit fog elvégzésre kerülni, amely ajánlásai és megállapításai a tervek elkészítésekor figyelembevételre fognak kerülni. A projektnek előrelátható klímakockázata nincs. Amennyiben (a projekt előkészítés szakaszában, elkészülő) az építési tervek, buszöblök építését irányozzák elő, a vonatkozó szándéknyilatkozat benyújtásra fog kerülni. Amennyiben (a projekt előkészítés szakaszában, elkészülő) az építési tervek, parkolóhelyek építését felújítását irányozzák elő az elektromos járművek használatához szükséges alapvető töltő-infrastruktúra kiépítésének lehetősége a felhívás 3.4.1.1/15. pontja alapján megvizsgálásra fog kerülni. A tervezésekor figyelembevételre fognak kerülni az egyetemes tervezés elvei, azaz a nők és férfiak igényei, az idősek, a fogyatékosok és a gyermekek igényei. TS szemp.: 1.1 A beruházás a Szabolcs-Szatmár-Bereg Megyei Területfejlesztési programba, illetve az alábbi prioritásokhoz, célkitűzésekhez illeszkedik (4 db) : 1. prioritási tengely; 2. prioritási tengely; 3. prioritási tengely; 4. prioritási tengely. 2.1 A projekt nem konzorciumi formában valósul meg. 3.1 A projekt 4-5 számjegyű leromlott állapotú összekötő utak felújítását, fejlesztését célozza meg, melynek megvalósulása esetén javul a települések és a térségben lévő munkahelyek elérhetősége, így a projekt elősegíti a munkaerő mobilitás növekedését. 3.2 A projektben az állami úthálózat egy részének felújítását kívánjuk megvalósítani. A Magyar Közút Nzrt. az úthálózat folyamatos, hazai finanszírozású fenntartása mellett, milliárdos nagyságrendű, szintén hazai forrású útfelújításokat kíván elvégezni Szabolcs-Szatmár-Bereg Megyében (SZSZB). TOP-1.3.1-15 konstrukcióban támogatást nyert, útfelújítási beruházások megvalósítása mellett ez idáig 7 db konzorciumi megállapodás került megkötésre SZSZB megyei települések önkormányzataival, melyek szintén komplex, állami úthálózatot érintő beruházásokat tartalmaznak. Mindezeket figyelembe véve kijelenthető, hogy az állami úthálózat fejlesztései szervesen összefüggenek, közvetve és közvetlenül kapcsolódnak, egymással szinergiában valósulnak meg. (Hungarian)
