The aim of the project is to establish and operate the Women’s Information and Service Centre in the Sárbogárdi district with the related training, competence development, mentoring and support advisory services, as well as sensitising the social environment, in order to improve the labour market situation of women and the reconciliation of family-work in the district, in the consortium of Fejér County Government Office and Agóra Foundation. Our aim is to promote atypical forms of employment, both among workers and employers, and our project also contributes to dismantling social and economic stereotypes towards women through local awareness-raising tools. In our district, the employment rate of women is lower than that of men, one of the reasons for this difference is that women return to the labour market much later than the average after giving birth, many of them take care of disabled and elderly relatives. Moreover, the economic structure of Fejér County is dominated by the industrial structure, which does not favour flexible working patterns or atypical forms of employment, so the integration of women into the labour market faces increased challenges in a highly ageing local society. This situation can only be changed in line with the broad social integration, development-supporting and motivating professional services, the Fejér County and District Employment and Economic Development Strategy, together with the development of the attitude of employers and the wider social environment, in close cooperation with the implementation of the EFOP-1.2.6 Families-friendly country. Our direct target group is active-age female workers within the district, who have difficulties in reconciling work and private life (young starters, women with young children, women with disabled children, single-education, large families, elderly relatives). Our indirect target group is employers and their professional organisations, members of the Employment Pact and other social groups that help reconcile private life and work. In the event of successful implementation of this project, the district Nő-Central-Pont will be established in connection with the District Office in Sárbogárd, the situation of atypical employability of women will be improved, atypical forms of employment will become more popular, the cooperation of employers and employees will be improved in order to reconcile family and work, as well as the capacity of service providers providing support services for the reconciliation of private life and work. Quantifying the results: in the first eight months of the project, the Centre is set up as a result of significant infrastructure development (training room, counseling room, children’s playground) which continuously provides its professional services. By the end of 2018, 250 disadvantaged women will be included in labour market integration programmes in the District Employment Departments, based on individual development plans, 500 women will be involved in competence development trainings and developments by the end of the project in order to improve their position in the labour market and their socio-economic situation. As part of the project, we provide support services, mental health, social, labour market, management, career planning, etc. consultancy, individual development, monthly organisation of women’s clubs. In order to reach the target group effectively, we provide mobile services covering the entire area of the district. During the project, we will adapt at least 5 types of training programmes from the standards, training programmes and learning materials developed by the developer of the EFOP-1.2.6 priority scheme. Based on the established communication and awareness-raising ATL (PR articles, advertisements) and BTL activity (yearly family-friendly job application, relocation events, regular information forums, quarterly workshops, biannual action days) the local employers and their professional organisations are informed, sensitised and established in accordance with the project objectives. In cooperation with the District Employment Pact, the promotion and acceptance of atypical forms of employment and flexible forms of work organisation will be promoted on the ground. Through Expos, good practices and publications, the potential and benefits of women’s social and economic empowerment, awareness of the changing roles of women and men, and a complex communication campaign help to shape the attitude of the social environment. In order to ensure successful professional implementation, we generate lasting collaborations with at least 20 employers to help women develop their role in rural development, regional development and economic development. Childcare services will increase the possibility of reconciling work and family in at least 50 women’s lives. A Fejér Megyei Kormányhivatal és az Agóra Alapítvány konzorciumában megvalósuló pályázat célja a Női Információs és Szolgáltató Központ létrehozása és működtetése a fejlesztendő Sárbogárdi járásban a kapcsolódó képzési, kompetencia-fejlesztési, mentori, támogat-tanácsadó szolgáltatásokkal, valamint a társadalmi környezet érzékenyítésével annak érdekében, hogy a járásban javuljon a nők munkaerő-piaci helyzete és a család-munka összeegyeztethetősége. Célunk továbbá az atipikus foglalkoztatási formák népszerűsítése mind a munkavállalók, mind a munkaadók körében, továbbá projektünk ahhoz is hozzájárul, hogy a nőkkel szembeni társadalmi és gazdasági sztereotípiák lebontásra kerüljenek a helyi szemléletformáló eszközök nyomán. Járásunkban a nők foglalkoztatási rátája elmarad a férfiakétól, ennek az eltérésnek az egyik oka, hogy nők szülés után átlagnál lényegesen később térnek vissza a munkaerőpiacra, sokan közülük gondozzák a fogyatékos, idős hozzátartozókat is. Ráadásul Fejér megye gazdasági szerkezetében az ipari struktúra dominál, mely nem preferálja a rugalmas munkarendet, az atipikus foglalkoztatási formákat, így a nők munkaerőpiaci integrációja fokozott kihívásokkal küzd, egy erősen öregedő helyi társadalomban. Ezen a helyzeten csak széles társadalmi összefogással, fejlesztő-támogató, motiváló szakmai szolgáltatásokkal, a Fejér Megyei és a Járási Foglalkoztatási és Gazdaságfejlesztési Stratégiával összhangban lehet csak változtatni, a munkaadók és tágabb társadalmi környezet attitűdjének formálásával együtt, szoros együttműködésben az EFOP-1.2.6 Családbarát ország kiemelt felhívás megvalósítójával. A közvetlen célcsoportunk a járáson belül az aktív korú női munkavállalók, akiknek nehézséget okoz a munka és a magánélet összehangolása (pályakezdő fiatal, kisgyermekes, fogyatékos gyermeket nevelő, gyermekét egyedül nevelő, nagycsaládos, idős hozzátartozót gondozó nők). Közvetett célcsoportunk a munkaadók és szakmai szervezeteik, a foglalkoztatási paktum tagjai, illetve a magánélet és a munka összehangolását segítő egyéb társadalmi csoportok. Jelen pályázati projekt sikeres megvalósítása esetén Sárbogárdon a Járási Hivatalhoz kapcsolódva létrejön a járási Nő-Köz-Pont, javul a nők atipikus foglalkoztathatóságának helyzete, népszerűbbé válnak az atipikus foglalkoztatási formák, javul a munkáltatók és a munkavállalók együttműködése a család és a munka összeegyeztethetőségének érdekében, valamint bővül a magánélet és a munka összehangolását segítő támogató szolgáltatásokat nyújtó szolgáltatók kapacitása. Számszerűsítve az eredményeket: a projekt első nyolc hónapjában jelentős infrastruktúra fejlesztés (képzési terem, tanácsadótér, gyermekjátszó-sarok) nyomán létrejön a Központ mely, folyamatosan nyújtja a szakmai szolgáltatásait. 2018. végére 250 hátrányos helyzetű nőt vonunk be munkaerő-piaci integráló programokba a Járási Foglalkoztatási Osztályokon, egyéni fejlesztési tervek alapján a projekt végéig 500 nőt vonunk be kompetencia fejlesztő képzésekbe, fejlesztésekbe, annak érdekében, hogy javuljanak a munkaerőpiaci pozíciójuk, társadalmi-gazdasági helyzetük. Számukra a projekt keretében segítő szolgáltatásokat, mentálhigiénés, szociális, munkaerőpiaci, gyes menedzsment, karriertervezés stb. tanácsadásokat, egyéni fejlesztéseket biztosítunk, havi rendszerességgel, női klubokat szervezünk. A célcsoport hatékony elérése érdekében mobil szolgáltatásokat biztosítunk lefedve a járás egész területét. A projekt során legalább 5 féle képzési programot adaptálunk az EFOP-1.2.6 kiemelt konstrukció megvalósítója által kidolgozott sztenderdek, képzési programok és tananyagok közül. A kialakított kommunikációs és szemléletformáló ATL (PR cikkek, reklámok) és BTL aktivitás (évenkénti családbarát munkahely pályázat, kitelepülős rendezvények, rendszeres tájékoztató fórumok, negyedévi szakmai műhelyek, félévente akciónapok szervezése) nyomán 1000 fő aktív elérésével megtörténik a helyi munkaadók és szakmai szervezeteik tájékoztatása, érzékenyítése, együttműködések kialakítása a projektcélokkal összhangban. Együttműködve a járási foglalkoztatási paktummal megtörténik az atipikus foglalkoztatási formák és rugalmas munkaszervezési módok helyben való elterjesztésének ösztönzése, elfogadottságának erősítése. Expókon, jó gyakorlatokon, kiadványokon keresztül bemutatásra kerülnek a nők társadalmi és gazdasági szerepvállalásában rejlő lehetőségek és előnyök, a nők és férfiak változó szerepeinek tudatosítása, valamint komplex kommunikációs kampány segíti a társadalmi környezet attitűdjének formálását. A sikeres szakmai megvalósítás érdekében a nők vidékfejlesztésben, térségfejlesztésben, gazdaságfejlesztésben betölthető szerepének megjelenését segítendő tartós együttműködéseket generálunk legalább 20 foglalkoztatóval. Gyermekfelügyeleti segítő szolgáltatás nyomán fokozódik, bővül legalább 50 nő életében a munka és család összeegyeztetésének lehetősége.
