Един от основните приоритети в националната политика през последните години е изграждането на ефективно работеща система за закрила на детето, чрез която да се гарантира успешното изпълнение на реформата за повишаване на благосъстоянието на децата в България. Основна цел и посока на реформата е деинституционализацията на съществуващата система от социални услуги и развитие на система от алтернативни услуги за деца/младежи и семейства, базирани в общността. Изпълнението на приоритетите изисква осъществяването на реформа в грижите за деца и младежи и качествена промяна в подхода към социалните услуги, предоставяни за тях. Проектното предложение ще се насочи към осигуряване на подходяща и ефективна социална инфраструктура, допринасяща за предоставяне на нов вид резидентни и съпътстващи услуги в общността, включително и здравно – социални, които да заменят институционалния модел на грижа за деца. Подкрепата за деинституционализация на социалните услуги за деца ще се предоставя в съответствие с Картата на услугите за подкрепа в общността и в семейна среда и Картата на резидентните услуги, утвърдени от Междуведомствената работна група за управление на процеса по деинституционализация на грижата за деца. Проектното предложение предвижда:1.Ремонт на помещения за разширяване на дейността на съществуващ Дневен център за деца с увреждания с включване на дейности за ЦСРИ;2.Ремонт на съществуваща сграда за разкриване на Наблюдавано жилище за младежи от 18-21 години;3.Изграждане на ново Преходно жилище за деца от 15 до 18 годишна възраст;Изпълнението на проекта трайно ще допринесе за постигане на поставените цели в Общинската стратегия за развитие на социалните услуги. One of the main priorities in the national policy in recent years is the establishment of an effectively functioning child protection system to ensure the successful implementation of the reform to enhance the well-being of children in Bulgaria. The main objective and direction of the reform is the deinstitutionalisation of the existing system of social services and the development of a system of alternative services for children/youths and community-based families. Implementing the priorities requires a reform of childcare and youth care and a qualitative change in the approach to social services provided to them. The project proposal will focus on providing adequate and effective social infrastructure, contributing to the provision of a new type of resident and accompanying services in the community, including health — social services to replace the institutional model of childcare. Support for deinstitutionalisation of social services for children will be provided in accordance with the Community and Family Support Services Map and the Residential Services Map, approved by the Interdepartmental Working Group for Child Care Management. The project proposal provides:1.Renovation of premises for expansion of the activity of an existing Day Care Centre for Children with Disabilities to include activities for the CDI;2.Repair of an existing building for the opening of an Observed Home for young people aged 18-21;3.Building a new Transitional residence for children from 15 to 18 years old;The implementation of the project will permanently contribute to the achievement of the objectives set in the Municipal Strategy for the Development of Social Services.
