The aim of this project proposal is to provide a warm lunch to lonely people and families and persons with proven lack of income and relatives to take care of them, living on the territory of the Municipality of Rakovski. The project activities will build on and expand the scope of the current Domestic Social Patronage and the necessary measures will be taken during its implementation to avoid double funding and duplication of activities covered. It is envisaged that a team formed by municipal officials will define the main target groups of beneficiaries of the project, based on lists provided by the NGA and a pre-described selection mechanism. For the implementation of the next two project activities — the purchase of food products and the provision of a warm lunch, it is envisaged that they will be awarded directly to a contractor in accordance with the Public Procurement Act. The ready-made food will be delivered to an appropriate facility registered in accordance with Article 12 of the Food Act, from which it will be received by the qualified consumers, providing transport to the homes of people with mobility difficulties. The provided warm lunch will be prepared under direct control by the Municipality of Rakovski and in compliance with the food safety requirements, national standards and nutrition standards and the requirement to contribute to the balanced diet. The provision of a warm lunch will start on 15.07.2016, covering up to 130 users from all settlements on the territory of the municipality within 42 months and up to 21 working days per month. Целта на настоящото проектно предложение е да се предостави топъл обяд на самотно живеещи лица и семейства и лица с доказана липса на доходи и близки, които да се грижат за тях, живеещи на територията на Община Раковски. Дейностите по проекта ще надградят и разширят обхвата на действащия към момента "Домашен социален патронаж", като по време на изпълнението му ще бъдат взети необходимите мерки за избягване на двойно финансиране и дублиране на обхванатите дейности. Предвижда се екип, сформиран от общински служители да дефинира основните целеви групи-бенефициенти по проекта, на базата на предоставени от ДСП списъци и предварително описан механизъм за подбор. За изпълнениета на следващите две дейности по проекта- закупуване на хранителни продукти и осигуряване на топъл обяд е предвидено прякото им възлагане на изпълнител съгласно Закона за обществените поръчки. Готовата храна ще се доставя до подходяща материална база, регистрирана съгласно чл.12 от Закона за храните, от където ще бъде получавана от класираните потребители, като се предвижда осигуряването на транспорт до домовете на хората със затруднения в придвижването. Предоставения топъл обяд ще се приготвя под пряк контрол от страна на Община Раковски и при спазване на изискванията за безопасност на храните, националните стандарти и норми за хранене и изискването за принос към балансирания режим на хранене. Предоставянето на топъл обяд ще стартира на 15.07.2016г., като ще бъдат обхванати до 130 потребителя от всички населени места на територията на общината в рамките на 42 месеца и до 21 работни дни месечно.
