The project proposal will contribute to the development of a sustainable model for deinstitutionalisation of children and young people accommodated in specialised institutions by opening up resident social services. The project will create two new services in the town of Razgrad — “Transitional Housing”, with a capacity of 8 children and “Monitored Housing”, with a capacity of 4 young people. In an environment close to the family, consumers will acquire knowledge and skills to lead an independent and independent life in the community. They will have access to care by qualified specialists, according to their individual needs. For the organisation and management of the project, a team will be formed, which will also implement all planned measures for information and communication.After coordination of the procurement plan with the Managing Authority of the Operational Programme, the team will organise the planned procedures for the selection of contractors, in accordance with the provisions of the Public Procurement Act. At the beginning of the project, with a competition, a selection of staff will be made, who will be engaged in the new social services.The head of “Transitional Housing” and “Observed Housing”, assisted by the project team, will prepare the mandatory documentation necessary for their provision. Children and young people, before the accommodation, will be provided adaptation through preliminary preparation and holding of familiarisation meetings.The functioning of social services is planned to start from 01.07.2021. By the end of June 2023. The municipality of Razgrad will submit a request for the provision of the services “Transitional dwelling” and “Monitored dwelling” as of 1 January 2024. Проектното предложение ще допринесе за развитието на устойчив модел за деинституционализация на деца и младежи, настанени в специализирани институции, чрез разкриване на социални услуги от резидентен тип. По проекта ще бъдат създадени две нови услуги в гр.Разград - "Преходно жилище", с капацитет 8 деца и "Наблюдавано жилище", с капацитет 4 младежи. В среда, близка до семейната, потребителите ще придобият знания и умения за водене на самостоятелен и независим живот в общността. Те ще получат достъп до грижи от квалифицирани специалисти, според индивидуалните им потребности.За организацията и управлението на проекта ще бъде сформиран екип, който ще изпълни и всички предвидени мерки за информация и комуникация.След съгласуване на плана на обществените поръчки с Управляващия орган на Оперативната програма, екипът ще организира предвидените процедури за избор на изпълнители, в съответствие с разпоредбите на ЗОП.В началото на проекта, с конкурс, ще бъде направен подбор на персонал, който ще бъде ангажиран в новите социални услуги.Ръководителят на "Преходно жилище" и "Наблюдавано жилище", подпомогнат от проектния екип, ще изготви задължителната документация, необходима за предоставянето им.На децата и младежите, преди настаняването, ще бъде осигурена адаптация, чрез предварителна подготовка и провеждане на опознавателни срещи.Планира се, функционирането на социалните услуги да започне от 01.07.2021г. До края на месец юни 2023г. Община Разград ще подаде искане за предоставяне на услугите "Преходно жилище" и "Наблюдавано жилище" като делегирани от държавата дейности, считано от 01.01.2024г.
