The project proposal provides for the provision of integrated social and health services for persons with disabilities and persons at risk in connection with the containment and overcoming of the effects of COVID-19 in the municipality of Berkovitsa. The local administration decides and works on issues related to the daily life of the population of the municipality of Berkovitsa. The municipality has extensive experience in the preparation and management of social projects, financed both from the national budget and from various European and international programmes and funds. One of the main activities and responsibilities of the municipality is the provision of adequate social and health services for the population, as well as their protection in a crisis situation. According to the ZSP, social services are provided by the state, municipalities, etc., and the mayor of the municipality manages social services on the territory of the municipality of Berkovitsa, which are delegated by the state and local activities, is responsible for compliance with the criteria and standards for the provision of social services and is the employer of these services. Patronage care is not included in the list of activities delegated by the state, which are financed by funds from the state budget. The municipality maintains some of the services as a local activity, but the capacity of these local activities cannot meet the needs of those in need for health and social services in a home environment. Patronage care for vulnerable people, including COVID-19 quarantine, has proved to be a well-functioning support mechanism in particularly difficult conditions for people at risk of social exclusion. Taking measures to limit the distribution of Covid 19, in the process of providing social services by the municipality, resulted in additional costs for them. This funding will provide additional funds for activities directly related to the protection of the health of both the users of social services delegated by the State and the employees providing these services.     С проектното предложение се предвижда предоставянето на интегрирани социално-здравни услуги за лица с увреждания и лица в риск, във връзка с ограничаване разпространението и преодоляване последиците от COVID-19 в община Берковица. Местната администрация решава и работи по въпроси, свързани с ежедневието на населението на община Берковица. Общината има богат опит в подготовката и управлението на социални проекти, финансирани както от националния бюджет, така и от различни европейски и международни програми и фондове. Една от основните дейности и отговорности на общината е осигуряването на подходящи социални и здравни услуги за населението, както и неговата защита в ситуация на кризи. Съгласно ЗСП социални услуги се извършват от държавата, общините и др., като кметът на общината управлява социалните услуги на територията на община Берковица, които са делегирани от държавата и местни дейности, отговаря за спазването на критериите и стандартите за предоставяне на социални услуги и е работодател на тези услуги. Патронажната грижа не попада в списъка на делегирани от държавата дейности, които се финансират със средства от държавния бюджет. Общината поддържа част от услугите като местна дейност, но капацитетът на тези местни дейности не може да задоволи потребностите на нуждаещите се лица от здравно-социални услуги в домашна среда. Патронажната грижа за уязвими лица, вкл. поставени под карантина поради COVID-19, се оказва добре работещ механизъм за подкрепа в особено трудни условия за хората в риск от социално изключване. Предприемането на мерки за ограничаване на разпространението Ковид 19, в процеса на предоставяне на социалните услуги от общината, води до възникването на допълнителни разходи за тях. Настоящото финансиране ще осигури допълнителни средства за дейности, пряко свързани с опазване здравето както на ползвателите на социалните услуги, делегирани от държавата дейности, така и на служителите, които предоставят тези услуги.
