Once in a position of mastery of their activity, employed entrepreneurs may or may not decide to engage on their behalf in their company or to remain in the cooperative which guarantees them a rigorous management quality and a professional collective space. The EACs are thus one of the main obstacles to business creation by gradually measuring the issue of the personal responsibility of entrepreneurs in the conduct of their business. At the same time, the EACs train entrepreneurs to have the necessary skills as they develop their business. The EACs prioritise the quality (remuneration, responsibility, sustainability and stability) of the jobs created, rather than increasing the number of start-ups. Activity and employment cooperatives have their origins in their flexibility and adaptability to different situations. There is no selection at the entrance of the co-operative, only a few criteria to meet: the project leader must have a business creation project, be insurable under professional civil liability and not need heavy investment. Holders must not be covered by the regulated professions (outside the service to the person for whom a partnership exists with the CAE Coop Chez You to locate the activity legally). On the activities covered by the 10-year guarantee, a partnership is envisaged in 2019 with an adapted Coopérative, Elan Builder, whose headquarters are located in Ille-et-Vilaine. The ESF operation consists of supporting the activity test and job creation in the territories, for which two components are necessary: \- individual and collective support: from collective training to entrepreneurship, individual follow-up appointments, networking of entrepreneurs to promote trades and develop their activities. \- The engineering of projects related to new support arrangements or the creation of new activities: collective information, the development of new creative aids (e.g. CIAP, creative professions, training centre, building) and the preparation and establishment of ephemeral cooperatives. The Employment and Activity Cooperatives shall respect the principle of equal opportunities: No selection is made on the basis of a given criterion, in particular in terms of the degree of maturity of the project or the mastery of conventional tools such as market research. Day-to-day support allows this type of learning without excluding audiences who are culturally or socially farther away from activity creation. (English)

    Les Coopératives d'activité et d'emploi permettent à des créateurs et créatrices d'entreprises de **tester leur projet en grandeur nature**. Cette période de test va permettre de vérifier la viabilité économique du projet, de se former au métier de chef.fe d'entreprise et de bénéficier d'un accompagnement formatif, sous forme collective et personnalisée. Les Coopératives d'activité et d'emploi offrent en effet des modalités d'accompagnement qui répondent aux problématiques identifiées : \- Les objectifs sont fixés par les porteurs de projet eux mêmes : que ce soit un objectif de revenu, de temps consacré à l'activité ou de test d'un marché, l'accompagnement est totalement individualisé et dédié à la réalisation de l'objectif. \- L'entrepreneur suit un parcours où accompagnement individuel et collectif se complètent et donnent corps à son projet, lui permettent de renforcer son réseau et d'acquérir un socle de connaissances indispensable à l'autonomisation. Les CAE salarient les entrepreneurs durant toute la phase de lancement de leur activité. Ils sont rémunérés sur la base de leur bénéfice comptable et la CAE les libère de la gestion comptable et fiscale, ce qui leur permet de se concentrer sur leur développement commercial. Les CAE permettent une dynamique de groupe entre les entrepreneurs salariés qui apprennent progressivement à gérer tous les aspects de leur entreprise. Une fois en situation de maitrise de leur activité, les entrepreneurs salariés peuvent ou non décider de s'engager en leur nom dans leur entreprise ou bien de rester au sein de la coopérative qui leur garantit une qualité de gestion rigoureuse et un espace collectif professionnel. Les CAE pallient ainsi un des principaux freins à la création d'entreprise en permettant de mesurer progressivement la question de la responsabilité personnelle des entrepreneurs dans la conduite de leur activité. Dans le même temps, les CAE forment les entrepreneurs pour qu'ils disposent des compétences nécessaires au fur et à mesure du développement de leur activité. Les CAE privilégient la qualité (rémunération, responsabilité, durabilité et stabilité) des emplois créés à la multiplication du nombre de création d'entreprises. Les Coopératives d'activité et d'emploi tirent leur origine dans leur souplesse et leur adaptabilité aux différentes situations. Il n'y a pas de sélection à l'entrée de la coopérative, seulement quelques critères à respecter : le porteur de projet doit avoir un projet de création d'activité, être assurable au titre de la responsabilité civile professionnelle et ne pas avoir besoin d'investissements lourds. Les porteurs ne doivent pas relever des professions règlementées (en dehors du service à la personne pour lequel un partenariat existe avec la CAE Coop Chez Vous pour localiser juridiquement l'activité). Sur les activités relevant de la garantie décennale, un partenariat est envisagé dès 2019 avec une Coopérative adaptée, Elan Bâtisseur, dont le siège se situe en Ille-et-Vilaine. L'opération FSE consiste en l'accompagnement au test d'activité et à la création d'emploi sur les territoires, pour cela deux composantes sont nécessaires : \- un accompagnement individuel et collectif : de la formation en collectif à l'entrepreneuriat, des rendez-vous individuels de suivi, la mise en réseau des entrepreneurs afin de promouvoir les métiers et de développer leurs activités. \- L'ingénierie de projets liés à de nouvelles modalités d'accompagnement ou à la création de nouvelles activités : des informations collectives, le développement de nouveaux dispositifs d'aide à la création (ex. CIAP, métiers créatifs, centre de formation, bâtiment) et la préparation et la mise en place de Coopératives éphémères. Les Coopératives d'activité et d'emploi respectent le principe d'égalité des chances : aucune sélection n'est faite à l'entrée en fonction d'un critère déterminé, notamment en termes de degré de maturation du projet ou de maîtrise des outils classiques comme l'étude de marché.
