Aux termes de la loi n° 2014-288 du 5 mars 2014 relative à la formation professionnelle, à l’emploi et à la démocratie sociale, la formation professionnelle des personnes sous-main de justice relève d’une compétence pleine et entière de la Région. L’article 21 de la loi susmentionnée crée de nouvelles dispositions dans le code du travail qui prévoient, à compter du 1er janvier 2015, dans l’article L.6121-2 que « la Région exerce dans le cadre du service public régional de la formation professionnelle les missions spécifiques suivantes : (…) elle finance et organise la formation professionnelle des personnes sous-main de justice. Une convention conclue avec l’ Etat précise les conditions de fonctionnement du service public régional de la formation professionnelle au sein des établissements pénitentiaires ». (French)

According to Law No 2014-288 of 5 March 2014 on vocational training, employment and social democracy, the vocational training of persons under hand of justice falls within the full competence of the Region. Article 21 of the above-mentioned Law creates new provisions in the Labour Code which provide, as from 1 January 2015, in Article L.6121-2 that "the Region shall carry out the following specific tasks within the regional public service for vocational training: (...) it finances and organises the vocational training of persons under hand of justice. An agreement concluded with the State shall specify the conditions for the operation of the regional public service for vocational training in prisons. (English)
