As part of a multidisciplinary team with 2.90 FTEs of reinforced career paths, a 4th full-time employment advisor provides 0.70 FTEs as PLIE Business Relations Officer. In order to carry out his mission towards the participants, the Business Relations Officer must know the employment pool and develop an appropriate partnership with employers. He works in this direction by proposing appropriate approaches to identify and mobilise the corresponding employers in relation to the integration pathways and by proposing mediation approaches to employment aimed at working together the needs of the company and the skills of the future employee. 1) Support mission for PLIE participants The Business Relations Officer acts in complementarity and in relaying the support of the reinforced job path manager who may request him to support the stage of access to employment of certain participants. For this purpose, it receives on orientation by the path reference the participants for whom the barriers to employment have been identified and are in the process of being resolved or the persons for whom an internship in a company can better identify the strengths and difficulties. The Corporate Relations Officer, the referent and the participant share the objectives of this step, which is part of the support of the referent. The Corporate Relations Officer shall draw up an action plan with the participant in relation to the defined professional project and shall accompany him in his or her steps: targeting of offers, research strategy, preparation for job interviews, support for job placement, support in employment in relation to the employer, activation of the training offer... Support is individual but can also be carried out on collective times according to the needs of the public and opportunities with companies (examples: discovering trades, recruitment operation...) Links will be made regularly with the path reference for a good articulation with the support offered by the referent. The Corporate Relations Officer undertakes targeted prospecting, based on the profiles and projects of the participants. To this end, it actively monitors the offers available on Pôleemploi and all the other suitable sites and implements a targeted prospecting towards companies that may correspond to the profiles of the participants. 2) Mission support to the structure In support of his mission and the support provided by the career coordinators, the manager of business relations will focus on knowing the employment pool (sectors of activity, needs, recruitment methods...) and developing a network of companies and its links with the players in the economic world. It will give priority to direct contact by telephone contact, business visits and will be a privileged interlocutor for businesses in its territory. The Corporate Relations Officer registers his activity in the network of professionals of the PLIE in order to work on the access to employment of participants and the mobilisation of employers in the employment area of the metropolis: * It will ensure the circulation of vacancies collected within the network and transmit unfilled local offers. In this context, he will work with other business relations officers, in particular in connection with business contacts. * It will contribute to the recruitment actions implemented by the PLIE * and by being the preferred partner for companies in the context of social clauses in public contracts. Its support will involve 56 participants on reinforced job paths over one year, 112 over 2 years. He may also intervene in the direction of persons eligible for the ESF PON, subject to documentary evidence. The MISE uses the ABCViesion software for the monitoring of accompanied persons and actions carried out. The Corporate Relations Officer carries out the seizure of his activity and the follow-up of the participants, for an overall follow-up of his activity. A paper file exists in parallel for each participant, as well as a business case and one action file. Au sein d'une équipe pluridisciplinaire qui compte 2.90 ETP de référents de parcours emploi renforcé, un 4ème conseiller emploi à temps plein intervient à hauteur de 0.70 ETP en tant que Chargé de Relations Entreprises PLIE. Afin de réaliser sa mission en direction des participants, le Chargé de Relations Entreprises doit connaître le bassin d'emploi et développer un partenariat adapté avec les employeurs. Il intervient en ce sens en proposant des approches adaptées pour identifier et mobiliser les employeurs correspondants au regard des parcours d'insertion et en proposant des démarches de médiation vers l'emploi visant à travailler conjointement les besoins de l'entreprise et les compétences du futur salarié. 1) Mission d'appui aux participants du PLIE Le Chargé de Relations Entreprises intervient en complémentarité et en relais de l'accompagnement du référent de parcours emploi renforcé qui peut le solliciter pour soutenir l'étape d'accès à l'emploi de certains participants. Pour cela, il reçoit sur orientation par le référent de parcours les participants pour lesquels les freins à l'emploi ont été identifiés et en voie de résolution ou les personnes pour lesquelles une mise en stage en entreprise peut permettre de mieux identifier les atouts et les difficultés. Le chargé de relations entreprises, le référent et le participant partagent sur les objectifs de cette étape qui s'inscrit dans l'accompagnement du référent. Le chargé de relations entreprises élabore avec le participant un plan d'action au regard du projet professionnel défini et l'accompagne dans ses démarches : ciblage des offres, stratégie de recherche, préparation aux entretiens d’embauche, soutien pour la mise en situation professionnelle, accompagnement dans l’emploi en lien avec l’employeur, activation de l’offre de formation… L’accompagnement est individuel mais peut également être réalisé sur des temps collectifs en fonction des besoins des publics et des opportunités avec les entreprises (exemples : découverte de métiers, opération de recrutement…) Des liens seront réalisés régulièrement avec le référent de parcours pour une bonne articulation avec l'accompagnement proposé par le référent. Le chargé de relations entreprises engage une prospection ciblée, à partir des profils et des projets des participants. Pour cela, il réalise une veille active des offres disponibles sur Pôle emploi et tous les autres sites adaptés et met en œuvre une prospection ciblée en direction des entreprises susceptibles de correspondre aux profils des participants. 2) Mission appui à la structure En appui à sa mission et aux accompagnements proposés par les référents de parcours, le chargé de relations entreprises s’attachera à connaître le bassin d’emploi (secteurs d’activité, besoins, méthodes de recrutement…) et à développer un réseau d’entreprises et ses liens avec les acteurs du monde économique. Il privilégiera la relation directe par contact téléphonique, visites en entreprises et sera un interlocuteur privilégié des entreprises de son territoire. Le chargé de relations entreprises inscrit son activité dans le réseau des professionnels du PLIE afin de travailler l’accès à l’emploi des participants et la mobilisation des employeurs sur le bassin d’emploi de la métropole : * Il assurera la circulation des offres d’emploi collectées au sein du réseau et transmettra les offres locales non pourvues. Il travaillera dans ce cadre avec les autres chargés de relations entreprises notamment autour de mises en relation avec les entreprises. * Il contribuera aux actions de recrutement mises en œuvre par le PLIE * Et en étant l’interlocuteur privilégié des entreprises dans le cadre des clauses sociales dans les marchés publics. Son accompagnement concernera 56 participants en parcours emploi renforcé sur une année, 112 sur 2 ans. Il peut également intervenir en direction de personnes éligibles au PON FSE, sous condition de justificatifs. La MISE utilise le logiciel ABCViesion pour le suivi des personnes accompagnées et des actions menées. Le chargé de relations entreprises réalise la saisie de son activité et du suivi des participants, pour un suivi global de son activité. Un dossier papier existe en parallèle pour chaque participant, ainsi qu'un dossier entreprise et un dossier action.
