An approach methodology based on listening, dialogue and co-construction will create a climate of trust so that the actors agree to communicate about the organisation of their activity, thus allowing an analysis to be as close as possible to reality. **A co-construction of the future of the recycling industry.** Thanks to the dynamics of action introduced during the upstream phases and described above, AGSGV 63 aims here to define with all the stakeholders concerned the possible economic and legal partnership for the future. Although it is not possible today to say what the specific prospects will be for the current problem of scrapping of Travellers, it seems, however, that taking account of the activity carried out by Travellers requires the promotion and professional and economic recognition of the profession they have been carrying out for generations. It is therefore necessary to define with all the stakeholders the possible and acceptable place for all of the activity that the Travellers concerned could exercise in the regulatory cycle of recycling. **A qualification of the proposed activity offer.** This will describe the offer of activity that Travellers could exercise in the regulatory sector and defined in the above phase. **Trois groupes d’acteurs sont à mobiliser :** * La population issue de la cathégorie administrative "gens du voyage". * Les organismes de collecte et de tri des déchets de métaux de la filière du recyclage. * Les entreprises qui rachètent et valorisent les déchets de métaux. **Une phase d’approche, de sensibilisation et de médiation.** Concernant la population des gens du voyage, il s’agit de faire prendre conscience des dommages environnementaux et sanitaires de leur activité telle qu’elle est aujourd’hui pratiquée (pollution des sols et impacts sur la santé), mais également d’expliquer la règlementation de l’activité de ferraillage afin d’impulser une dynamique participative de travail avec eux. Il s’agit également de comprendre quelles sont leurs attente et quelle(s) forme(s) pourrait prendre un accompagnement afin d’améliorer leur conditions de travail et leurs revenus, et ainsi sortir de la précarité économique qui est la leur. De même, nombres de comptes rendu, de témoignages, soulignent le conflit existant entre les organismes de collecte et de tri et les gens du voyage. Certaines déchetteries ont fait le choix de s’équiper d’un système de sécurité coûteux afin de lutter contre le vol, d’autres ont fait le choix de programmes de chantiers d’insertion. Une initiative à Nantes Métropole montre que des partenariats économiques sont possibles. Il s’agit donc d’organiser la médiation entre les gens du voyage et les organismes de collecte et de tri sur le territoire du Grand Clermont afin de construire ensemble un avenir plus respectueux du travail des uns et des autres et profitable à l’ensemble de la société. Il s’agit donc de valoriser les savoir-faire des gens du voyage et trouver des complémentarités de missions au sein de cette filière. **Une phase d’étude de la filière officielle et non officielle.** Il s’agit durant cette phase d’établir un diagnostic fin de l’activité officielle et non officielle de la chaîne de récupération et de revente des métaux et des véhicules hors d’usage sur le territoire. Une analyse organisationnelle et un chiffrage économique détaillé et fiable de l’activité exercée à l’heure actuelle par l’ensemble des acteurs sont primordiaux afin que la ou les solutions élaborées soient réalistes. La difficulté de cette analyse est qu’elle touche une activité très peu visible de la part des gens du voyage mais également des entreprises qui achètent les stocks de ferraille, et non officiellement quantifiée. Même s’il n’est pas possible aujourd’hui de dire quelles seront les perspectives précises au problème actuel de l’activité de ferraillage des gens du voyage, il semble cependant que la prise en compte de l’activité exercée par ces derniers passe par une valorisation et une reconnaissance professionnelle et économique du métier qu’ils exercent depuis des générations. Il s’agit donc de définir avec l’ensemble des acteurs la place possible et acceptable par tous de l’activité que pourraient exercer les gens du voyage concernés, dans la filière réglementaire du recyclage. **Une qualification de l’offre d’activité envisagée.** Il s’agira ici de qualifier l’offre d’activité que pourrait exercer les gens du voyage dans la filière réglementaire et définit dans la phase ci-dessus.
