    _Contexte_ * Difficultés récurrentes de recrutement sur des métiers à forte saisonnalité, * Pyramide des âges élevée, * Nécessité de maintenir les savoirs et savoir-faire dans l’entreprise avec le départ d’un nombre significatif de seniors sous 3 à 5 ans. _Enjeux_ * Apporter des réponses aux besoins en ressources humaines des entreprises de la filière cognac * Faciliter le recrutement, * Maintenir les seniors dans l’emploi, * Améliorer la qualification des salariés et des demandeurs d’emploi, * Faire connaître les métiers aux demandeurs d’emploi et jeunes scolarisés. _Objectifs visés_ * Définir un plan d’actions qui réponde aux besoins des entreprises de la filière, * Mettre en place des actions concrètes rentrant le plan d’actions : sécurisation des parcours, emplois partagés … * Formaliser le partenariat par la signature d’un accord cadre territorial. Cette démarche va maintenant entrer dans une phase plus opérationnelle. Trois axes ont été retenus : Une chargée de mission a été recrutée à temps plein afin d'animer cette démarche. Actions transversales: Conférence GPECT filière cognac du 14 avril 2015 et mise en ½uvre de la démarche _Axe 1 : Adapter les formations aux besoins des entreprises et des salariés_ * Consolider l’offre de formation initiale et continue par une plus grande proximité avec les entreprises (ex. : créer de nouvelles formations, adapter le contenu de celles existantes…..) * Favoriser la mise en ½uvre de formations collectives (ex. : délocaliser des formations régionale sur le territoire) * Consolider les contrats par alternance comme levier d’amélioration des compétences dans les entreprises (ex. : favoriser les contrats d’apprentissage et de professionnalisation) _Axe 2 : Soutenir le recrutement_ * Développer l’attractivité du territoire (communiquer en partenariat avec les Communautés de communes du Pays Ouest Charente sur les atouts du territoire) * Assurer la promotion des métiers de la filière (Création d’outils de promotion adaptés au public cible) * Outiller les chefs d’entreprises sur la thématique du recrutement (réflexion sur les éléments clés du recrutement, conception d’outil pour accompagner les entreprises) Actions: Création d'une exposition de promotion des métiers de la filière cognac, réalisation de films visant à promouvoir les métiers de la filière cognac, création d'un guide de recrutement, création d'un document assurant la promotion du territoire _Axe 3 : Sécuriser l’emploi, soutenir les démarches d’amélioration des conditions de travail, d’emploi et de santé au travail_ * Etudier les possibilités de mise à disposition à temps partagé (ex. : groupement d’employeurs) * Favoriser le transfert des savoirs/savoir-faire (promouvoir contrat de génération…) * Soutenir les démarches d’amélioration des conditions de travail, d’emploi et de santé au travail (ex. : changement d’organisation) * Soutenir les démarches d’anticipation des besoins en recrutement (ex. : prendre en compte l’évolution des métiers, la pyramide des âges….) - GPEC d’entreprises Actions: Soutien à la prospection des groupements d'employeurs, communication sur les groupements d'employeurs Dans ce cadre, une chargée de mission a été recrutée afin d'assurer l'animation de cette démarche et le pilotage de la mise en ½uvre des actions (French)
