The main objective of the IQ Coordination NRW in Action Line 1 (HSP) is to support projects located in NRW in the implementation and implementation of their project activities — taking into account the ESF cross-cutting objectives — for recognition and qualification advice and for fair integration in such a way that the best possible framework conditions exist for those in NRW who have learned a profession abroad and who wish to bring this potential to full recognition or integration into the labour market, in order to obtain the opportunity for a suitable and fair job. In a sustainable and participant-related way, recognition and qualification advice should be further developed and sustained in NRW as widely as possible. This is not only about those with a foreign professional qualification who already live in North Rhine-Westphalia and often work below their formally acquired competences, but also those professionals who are currently preparing their immigration decision should develop a greater interest in Germany as a whole. The advisory services therefore also include consultations under §§16b, 17a, 18 AufenthG and the law on employment and foreigners for persons seeking recognition. Access to recognition procedures and qualifications should be made easier and more transparent. This requires close cooperation with all sub-projects in the Land network, the competent authorities, qualification providers, municipal advisory bodies, MSOs, labour market actors and public administration bodies. Das Hauptziel der IQ Koordinierung NRW im Handlungsschwerpunkt 1 (HSP) besteht darin, die in NRW angesiedelten Projekte bei der Umsetzung und Durchführung ihrer Projektmaßnahmen – unter Berücksichtigung der ESF-Querschnittsziele – zur Anerkennungs- und Qualifizierungsberatung und zur Fairen Integration so zu unterstützen, dass bestmögliche Rahmenbedingungen für diejenigen in NRW herrschen, die im Ausland einen Beruf erlernt haben und dieses Potential zur vollständigen Anerkennung bringen bzw. in den Arbeitsmarkt einmünden möchten, um auf diese Weise die Chance auf eine qualifikationsadäquate und faire Beschäftigung zu erhalten. Nachhaltig und teilnehmerbezogen soll die Anerkennungs- und Qualifizierungsberatung möglichst flächendeckend in NRW weiterentwickelt und verstetigt werden. Dabei geht es nicht nur um diejenigen mit einem ausländischem Berufsabschluss, die bereits in NRW leben und oftmals unterhalb ihrer formal erworbenen Kompetenzen arbeiten, es sollen gleichfalls diejenigen Fachkräfte ein größeres Interesse an Deutschland insgesamt entwickeln, die ihre Zuwanderungsentscheidung gerade erst vorbereiten. Zu den Beratungsleistungen zählen deshalb auch Beratungen nach §§16b, 17a, 18 AufenthG sowie der Rechtsbereich Beschäftigungs- und Ausländerrecht für Anerkennungssuchende. Die Zugänge zu den Anerkennungsverfahren und den Qualifizierungen sollen einfacher und transparenter werden. Dies setzt eine enge Zusammenarbeit mit allen Teilprojekten im Landesnetzwerk, den zuständigen Stellen, Qualifizierungsanbietern, kommunalen Beratungseinrichtungen, MSOs, Arbeitsmarktakteuren und öffentlichen Verwaltungseinrichtungen voraus.
