With the implementation of this agency, the city of Erfurt aims to establish the structures of local integration/refugee work in a sustainable manner. The intention is to optimise the bundling and coordination of all central information and actors in the municipality. The body is therefore centrally located in the administrative structure. This interface function is also intended to make an important contribution to local governance support in terms of coordinated and integrated poverty prevention. Following the 2014/2015 phase of the rapid provision of community accommodation to provide adequate accommodation for asylum seekers, the provincial capital will then have to address the challenges of integration and social participation of refugees, continue to strive to provide housing and create acceptance among the population. This requires a coordinated approach between the various actors in the field of integration/refugee work, in order to identify needs in a targeted manner, to arrange structures, to counteract the emergence of possible parallel structures and to be able to act as a local authority. During the project period, the integration manager is involved in the updating of the integration concept and performs a systematised needs and structure analysis. It will examine which already existing structures of integration/refugee work can be maintained or made more effective with the involvement of the integration manager. In addition, the body accompanies the further development of the project ‘Erfurt Hilfe!’. Special emphasis is placed on internal and external coordination processes, such as the specialist planning areas, the municipal office for migration and integration, the network for integration of the state capital Erfurt, the Centre for Integration and Migration, the projects ‘Thinka’, ‘Education coordinator’, ‘Erfurt Hilfe!’, the higher-level state offices. Mit der Implementierung dieser Stelle möchte die Stadt Erfurt das Ziel verfolgen, die Strukturen der lokalen Integrations- /Flüchtlingsarbeit nachhaltig aufzustellen. Die Intention ist dabei, die Bündelung und Koordination aller zentralen Informationen und Akteure in der Kommune zu optimieren. Die Stelle wird aus diesem Grunde zentral in der Verwaltungsstruktur verortet. Mit dieser Schnittstellenfunktion soll auch ein wichtiger Beitrag zur kommunalen Steuerungsunterstützung im Sinne einer abgestimmten und integrierten Armutsprävention geleistet werden. Nach der Phase in den Jahren 2014/2015 der schnellen Bereitstellung von Gemeinschaftsunterkünften zur angemessenen Unterbringung von Asylbewerbern muss die Landeshauptstadt im Folgenden die Herausforderungen der Integration und sozialen Teilhabe von Geflüchteten bewältigen, sich weiter um die Bereitstellung von Wohnraum sowie der Schaffung von Akzeptanz innerhalb der Bevölkerung bemühen. Dies erfordert eine abgestimmte Herangehensweise der verschiedenen Akteure im Bereich der Integrations-/ Flüchtlingsarbeit, um Bedarfe gezielt zu erfassen, Strukturen zu ordnen, der Entstehung eventueller Parallelstrukturen entgegenzuwirken und als Kommune steuernd tätig werden zu können. Während der Projektlaufzeit wirkt der/die Integrationsmanager/in an der Fortschreibung des Integrationskonzeptes mit und führt eine systematisierte Bedarfs- und Strukturanalyse durch. Es wird geprüft, welche bereits vorhandenen Strukturen der Integrations-/Flüchtlingsarbeit unter Einbeziehung des/der Integrationsmanagers/in aufrechterhalten oder effektiver gestaltet werden können. Zudem begleitet die Stelle die weitere Entwicklung des Projektes 'Erfurt hilft!'. Besonderer Wert wird auf die internen und externen Abstimmungsprozesse, wie z.B. mit den Fachplanungsbereichen, dem kommunalen Büro für Migration und Integration, dem Netzwerk für Integration der Landeshauptstadt Erfurt, dem Zentrum für Integration und Migration, den Projekten 'ThINKA', 'Bildungskoordinator', 'Erfurt hilft!', den übergeordneten Landesstellen, gelegt.
