The development of a low-carbon strategy of Stará Ľubovňa is the creation of a concept paper for a minimum period of 5 years, including an assessment of the state of supply of all available forms of usable energy and an update of the “Blueprint for the development of Stará Ľubovňa in the field of thermal energy” developed in 2006. The document will also take into account the decreasing demand for useful heat and set out a procedure for the subsequent optimal adaptation of heat distribution and production. The low-carbon strategy developed will focus on low-carbon measures, in particular energy efficiency, the use of renewable energy sources with regard to environmental protection, in particular in relation to greenhouse gas emissions and air pollutant emissions. However, it will also take into account the specific requirements of the city, its geographical location and the specificities of weather conditions, the way of life of the inhabitants and the functioning of the establishments of the local operators, etc. In doing so, the content of the strategy will be based as a matter of priority on a standard sectoral breakdown, namely buildings, public lighting, the energy industry, in particular heat and transport. It will also include the use of Smart City components with an emphasis on energy and environment components, mobility and buildings in the city. These will take into account factors such as population, public facilities, transport infrastructure, etc., on the basis of which the strategy will propose concrete measures. The priority is to focus on revitalising buildings by reducing energy intensity through external or internal reconstruction, to promote electromobility in the city, the capture and use of rainwater and the realisation of green roofs. The low carbon strategy will thus provide a comprehensive picture of the current state of energy use overall and sector-by-sector, as well as a summary of the strategy’s objectives, including a description of its regional use.     Vypracovanie nízkouhlíkovej stratégie mesta Stará Ľubovňa predstavuje vytvorenie koncepčného dokumentu na obdobie minimálne 5 rokov, zahŕňajúceho posúdenie stavu zásobovania všetkými dostupnými formami využiteľnej energie a aktualizáciu „Koncepcie rozvoja mesta Stará Ľubovňa v oblasti tepelnej energetiky“ spracovanej v roku 2006. Dokument bude zohľadňovať aj klesajúci dopyt po využiteľnom teple a stanoví postup následného optimálneho prispôsobenia sa distribúcie a výroby tepla. Vypracovaná nízkouhlíková stratégia bude klásť dôraz na nízkouhlíkové opatrenia, najmä na energetickú efektívnosť, využívanie obnoviteľných zdrojov energie s ohľadom na ochranu životného prostredia, najmä v súvislosti s produkciou emisií skleníkových plynov a emisií znečisťujúcich látok do ovzdušia. Dbať bude však aj na špecifické požiadavky mesta, jeho geografickú polohu a osobitosti poveternostných podmienok, spôsob života obyvateľov a fungovanie prevádzok podnikateľských subjektov danej lokality a pod. Obsah vypracovanej stratégie bude pritom prioritne vychádzať zo štandardného členenia podľa jednotlivých sektorov, a to budovy, verejné osvetlenie, energetický priemysel, najmä tepelná energetika a doprava. Taktiež bude zahŕňať využitie komponentov Smart City s dôrazom na komponenty energia a životné prostredie, mobilita a budovy v meste. Tie budú zohľadňovať faktory ako napr. počet obyvateľov, občiansku vybavenosť, dopravnú infraštruktúru a pod., na základe ktorých budú v rámci stratégie navrhnuté konkrétne opatrenia. Prioritou je orientovať sa na revitalizáciu budov prostredníctvom zníženia energetickej náročnosti vonkajšou či vnútornou rekonštrukciou, podporiť elektromobilitu v meste, zachytávanie a využívanie dažďovej vody i realizáciu zelených striech. Vypracovaná nízkouhlíková stratégia tak bude prinášať komplexný obraz o súčasnom stave využívania energie celkovo i v členení podľa jednotlivých sektorov a zároveň bude predstavovať zhrnutie cieľov stratégie vrátane opisu jej regionálneho využitia.
