Obiectivul general al proiectului este implementarea unui sistem unitar pentru managementul serviciilor furnizate de catre Municipiul Buzau si pentru managementul comunicarii, care va asigura optimizarea proceselor de lucru si cresterea calitatii serviciilor prestate pentru cetateni si mediul de afaceri. Prin prezentul proiect se are in vedere implementarea sistemului ISO 9001 de management al calitatii pentru serviciile publice furnizate de Municipiul Buzau catre cetateni si mediul de afaceri, inclusiv din punctul de vedere al proceselor interne necesare pentru furnizarea acestor servicii. Obiectivul proiectului este in concordanta cu obiectivul specific 2.1 al POCA "Introducerea de sisteme și standarde comune în administrația publică locală ce optimizează procesele orientate către beneficiari în concordanță cu SCAP". In cadrul SCAP se mentioneaza, la obiectivul II.5 necesitatea imbunatatirii proceselor interne la nivelul institutiilor publice. Pentru imbunatatirea proceselor interne, ce vizeaza procese orientate catre beneficiari, este necesara atat procedurizarea lor, pentru asigurarea unoi abordari unitare de catre toate persoanele implicate, cat si introducerea de instrumente moderne de lucru suport pentru asigurarea managementului calitatii, ce asigura totodata cresterea eficientei si performantei. Implementarea acestui proiect va avea ca efect imbunatatirea proceselor interne ale institutiei, contribuind la atingerea obiectivului II.5 din SCAP. Sporirea eficientei si transparentei administratiei publice reprezinta prioritati strategice, ce au ca scop eficientizarea administratiei publice, cresterea actului administrativ si cresterea gradului de satisfactie al cetatenilor si mediului de afaceri. Una dintre modalitatile prin care se poate indeplini acest deziderat este operaționalizarea conceptului de "ghișeu unic" și a sistemelor de guvernare electronică pentru reducerea birocrației, acest fapt fiind precizat si in Strategia pentru consolidarea administratiei publice 2014-2020 (SCAP). Tot in SCAP se mentioneaza importanta utilizarii tehnologiei infomatiei la o scara cat mai larga, atat in raport cu cetatenii/ mediul de afaceri, cat si in relatia cu alte institutii publice pentru eficientizarea activitatilor derulate de administratia publica. Implementarea sistemului de management al serviciilor furnizate (inclusiv a procesului de comunicare si transfer informatii necesar) si a instrumentului IT suport va contribui si la atingerea obiectivului specific "II.6: Calitate, cercetare și inovare în administrația publică" din SCAP, prin modernizarea si eficientizarea serviciilor furnizate de Primaria Buzau, cu efecte pozitive pe termen lung asupra gradului de satisfacție a cetățeanului. Implementarea proiectului contribuie si la atingerea obiectivului II.6.1. Promovarea bunelor practici și a inovării în administrația publică și încurajarea schimbului de experiență și a networking-ului între instituțiile și autoritățile publice din SCA (Romanian)

The general objective of the project is to implement a unitary system for the management of services provided by Buzau Municipality and for communication management, which will ensure the optimisation of the work processes and increase the quality of the services provided for citizens and the business environment. The present project envisages the implementation of the ISO 9001 quality management system for public services provided by Buzau Municipality to citizens and the business environment, including from the point of view of internal processes necessary for the provision of these services. The objective of the project is in line with POCA’s specific objective 2.1 “Introduction of common systems and standards in local public administration that optimises beneficiary-oriented processes in line with CAPS”. The CAPS mentions, in Objective II.5, the need to improve internal processes at the level of public institutions. In order to improve internal processes, aimed at customer-oriented processes, it is necessary both to process them, in order to ensure unified approaches by all persons involved, as well as the introduction of modern support tools to ensure quality management, which also ensures the increase of efficiency and performance. The implementation of this project will have the effect of improving the institution’s internal processes, contributing to the achievement of objective II.5 of SCAP. Increasing the efficiency and transparency of public administration are strategic priorities aimed at making public administration more efficient, increasing the administrative act and increasing the satisfaction of citizens and business environment. One of the ways to achieve this goal is to operationalise the concept of “one-stop shop” and eGovernment systems to reduce bureaucracy, this being also stated in the Strategy for the Strengthening of Public Administration 2014-2020 (SCAP). Also in SCAP mentions the importance of using information technology on a widest scale, both in relation to citizens/business environment, and in the relationship with other public institutions in order to streamline the activities carried out by the public administration. The implementation of the service management system provided (including the communication and transfer process required) and the supporting IT tool will also contribute to the achievement of the specific objective "II.6: Quality, research and innovation in public administration" in SCAP, by modernising and streamlining the services provided by the Buzau City Hall, with long-term positive effects on the satisfaction of the citizen. Project implementation also contributes to the achievement of objective II.6.1. Promoting good practices and innovation in public administration and encouraging exchange of experience and networking between institutions and public authorities in the SCA (English)
