Cresterea capacitatii partenerilor sociali de a formula si promovara propuneri alternative la politicile publice prin instruie, dezvoltarea si implementarea unui instrument de monitorizare a politicilor publice precum si dezvoltarea si promovarea unei propuneri de modificare a politicilor publice pentru introducerea dialogului social si civic in mediul rural care va conduce la consolidarea capacitatii administratiei publice din mediul rural de a implementa instrumentele necesare cooperarii cu partenerii sociali in vederea orientarii procesului decizional local catre cetateni, in conformitate cu prevederile SCAP. Obiectivul vizeaza desfasurarea de activitati concrete oriectate catre dezvoltarea competentelor si capacitatii partenerilor sociali de intelegere, promovare si aplicare a dialogului social ca un instrument de interes comun al comunitatilor din mediul rural precum. De asemenea, in cadrul obiectivului se va dezvolta si implementa un sistem de monitorizare a politicilor publice ce vizeaza dezvoltarea mediului rural precum si o propunere de modificarea a politicilor publice existente in sensul introducerii dialogului social si civic si in mediul rural., dat fiind faptul ca in acest moment, nu exista structura formala de dialog social si civic sau de interactiune cu administratia publica din mediul rural. Proiectul vizeaza o abordare de la general la specific, in sensul ca toate activitatile si rezultatele se impletesc sinergic in vederea atingerii obiectivului general. Astfel, in cadrul celor 2 sesiuni de instruire se vor consolida cunostintele referitoare la importanta dialogului social si civic procedandu-se la cresterea capacitatii ONG- urilor si partenerilor sociali de a interactiona cu administratia publica in interesele comunitatii. Pe de alta parte, sistemul de monitorizare realizat in cadrul proiectului contribuie la cresterea capacitatii ONG-urilor si partenerilor sociali de a dezvolta standarde comune in relatia cu administratia publica. Nu in ultimul rand, propunerea de modificare a legii dialogului social in sensul organizarii unor comitete de consultare directa, reprezinta o propunere care va permite partenerilor sociali si cetatenilor sa-si exprime punctele de vedere va avea un dublu efect, si anume constientizarea factorilor decizionali locali de a realiza un dialog real care sa vizeze strict problemele si solutiile comunitatii, intre administratie, actorii sociali (sindicate si patronate), societatea civila (fermieri, agenti economici locali si tineri ) precum si dezvoltarea responsabilitatii civice prin implicarea comunitatii locale in viata publica si de participare a societatii civile la procesele decizionale Proiectul genereaza beneficii durabile atât pentru grupul tinta cât si pentru actorii interesati ai proiectului. Grupul tinta, reprezentat de persoane ce provin din sindicate, patronate, ONG uri si administratia publica, vor dobandi cunostinte importante referitoare la mediul rural pe care le vor (Romanian)

Increasing the capacity of the social partners to formulate and promote alternative proposals to public policies through training, development and implementation of a public policy monitoring tool, as well as the development and promotion of a proposal to modify public policies for the introduction of social and civic dialogue in rural areas, which will lead to strengthening the capacity of the rural public administration to implement the necessary instruments for cooperation with social partners in order to guide the local decision-making process to citizens, in accordance with the provisions of SCAP. The objective aims to carry out concrete activities aimed at developing the skills and capacity of the social partners to understand, promote and implement social dialogue as an instrument of common interest of rural communities as well. Also, within the objective will be developed and implemented a system of monitoring public policies aimed at rural development as well as a proposal to modify existing public policies in the sense of introducing social and civic dialogue also in rural areas., given that at this time, there is no formal structure of social and civic dialogue or interaction with the public administration in rural areas. The project aims at an approach from general to specific, in the sense that all activities and results intertwine synergistically in order to achieve the general objective. Thus, during the 2 training sessions, the knowledge regarding the importance of social and civic dialogue will be strengthened by increasing the capacity of NGOs and social partners to interact with the public administration in the interests of the community. On the other hand, the monitoring system carried out within the project contributes to increasing the capacity of NGOs and social partners to develop common standards in the relationship with the public administration. Last but not least, the proposal to amend the law on social dialogue in the sense of organising direct consultation committees is a proposal that will allow the social partners and citizens to express their views will have a double effect, namely the awareness of local decision-makers to achieve a real dialogue aimed strictly at the problems and solutions of the community, between the administration, the social actors (trade unions and employers), civil society (farmers, local economic agents and young people) as well as the development of civic responsibility through the involvement of the local community in public life and the participation of civil society in the decision-making processes The project generates sustainable benefits for both the target group and the interested actors of the project.
