The overall objective of the PMG II project is the modernisation of the Galati port, located on TEN-T Central, until 2021, by reconfiguring and improving the public road and rail infrastructure for access to the port. The project is a technical, functional and organizational solution for removing existing bottlenecks in the port access area. In this respect, this project is relevant for the Large Infrastructure Operational Programme, being in line with Specific Objective 1.3 “Enhancing the use of waterways and ports located on the central TEN-T network” of Priority Axis 1 “Improving mobility through the development of TEN-T network and metro transport”, Investment Priority 7i “Supporting a single European multimodal transport space through investments in TEN-T”. The project is pre-identified in this call for projects and aims to modernise the Galati port, located on TEN-T Central, by improving the access routes to the port. Thus, the project is linked to the programme indicator 2S6 “Ports located on modernised TEN-T” of specific objective 1.3. “Increasing the use of waterways and ports located on the TEN-T core network”. More specifically, access to the port is made directly from European Road E87 (which overlaps with the national road DN2B and E584); this causes major problems of the public infrastructure in the area of access to the port, problems represented by (i) the bottlenecks that occur in the area of rail crossing on the E87 (as at present the crossing at the level of railways over European Road E87 is made through a mechanically operated barrier) and (ii) the need to streamline traffic on the road segment between Galati and the Giurgiulesti border crossing point. At the same time, with the implementation of the Global PLATFORMA Multimodal Project GALATI (PMG), these problems will increase, generating important consequences for the public road infrastructure located in the Galati port area and, implicitly, near the future Multimodal Platform. From a technical point of view, the current problems that arise at the crossing point between railway and E87 road from the border with Moldova will be solved by building the road passage. Also, in order to guarantee the flow of traffic on the European road E87 and on the access road to the port area and the Galati Free Zone will be achieved a roundabout. We mention that the road infrastructure will be open to use freely (without charging any toll), non-discriminatory, to the entire population. From the point of view of public railway infrastructure, the railway line called ‘Cantar’ is used by all port operators in the port area. By relocating part of this line, access to the port will be facilitated and improved for all entities that operate in the port, and the activity ope (English)

    Obiectivul general al proiectului PMG II este modernizarea portului Galati, situat pe TEN-T Central, pana in anul 2021, prin reconfigurarea si imbunatatirea infrastructurii publice rutiere si feroviare de acces in port. Proiectul reprezinta o solutie tehnica, functionala si organizatorica pentru eliminarea blocajelor existente in zona de acces in port. In acest sens, prezentul proiect este relevant pentru Programul Operational Infrastructura Mare, fiind in concordanta cu Obiectivul Specific 1.3 „Cresterea gradului de utilizare a cailor navigabile si a porturilor situate pe reteaua TEN-T centrala” a Axei Prioritare 1 „Imbunatatirea mobilitatii prin dezvoltarea retelei TEN-T si a transportului cu metrou”, Prioritatea de investitii 7i „Sprijinirea unui spatiu european unic al transporturilor de tip multimodal prin investitii in TEN -T”. Proiectul este pre-identificat in cadrul prezentului apel de proiecte si urmareste modernizarea portului Galati, situat pe TEN-T Central, prin imbunatatirea cailor de acces in port. Astfel, proiectul este in corelare cu indicatorul de program 2S6 ”Porturi situate pe TEN-T modernizate” al obiectivul specific 1.3. „Cresterea gradului de utilizare a cailor navigabile si a porturilor situate pe reteaua TEN-T centrala”. Mai exact, accesul in port se face direct din Drumul European E87 (care se suprapune cu drumul national DN2B si E584); acest lucru determina probleme majore ale infrastructurii publice in zona de acces in port, probleme reprezentate de (i) blocajele ce apar in zona trecerii la nivel cu calea ferata pe E87 (intrucat in prezent trecerea la nivel de cale ferata peste Drumul European E87 se face printr-o bariera actionata mecanic) si (ii) necesitatea de fluidizare a traficului pe segmentul de drum cuprins intre municipiul Galati si punctul de trecere frontiera Giurgiulesti. In acelasi timp, o data cu implementarea Proiectului Global PLATFORMA MULTIMODALA GALATI (PMG), aceste probleme se vor acutiza, generand consecinte importante pentru infrastructura publica rutiera localizata in zona portului Galati si, implicit, in apropierea viitoarei Platforme Multimodale. Din punct de vedere tehnic, problemele actuale care apar la punctul de trecere dintre calea ferata si drumul E87 dinspre frontiera cu Moldova vor fi rezolvate prin construirea pasajului rutier. De asemenea, pentru a garanta fluidizarea traficului pe drumul european E87 si pe drumul de acces in zona portuara si Zona Libera Galati va fi realizat un sens giratoriu. Mentionam ca infrastructura rutiera va fi deschisa spre utilizare in mod liber (fara a se percepe vreo taxa), nediscriminatoriu, intregii populatii. Din punctul de vedere al infrastructurii publice feroviare, linia de cale ferata denumita „Cantar” este utilizata de toti operatorii portuari din zona portuara.
