Improving the quality of public administration is one of the priorities for the development of the Slovak Republic. The main challenge in this area is the need for better coordination and alignment and synergy of cross-cutting policies led by key public administration institutions, which will help to improve the link between policies and strategic decisions with planned expenditure, identify shortcomings, eliminate budgetary fragmentation and unnecessary duplications at both national and regional level. The aim of this project is to address the current needs of the self-governing region resulting from analyses and implementation of the ESCs carried out so far, namely to optimise regional policy-making using participatory governance in relation to increasing the economic performance and competitiveness of the region by exploiting the potential of tourism and cultural and historical realities of the region; – optimisation of processes and information services of public administration within the competences of the NSK’s professional departments (strategic activities, education, social affairs) so that improved and streamlined systems of policy-making, drafted concept documents and created Institute of Development of the NSK allow more efficient use of the region’s internal potential, including the exercise of own or transferred competences of the local self-government.     Zlepšenie kvality verejnej správy patrí k prioritám rozvoja Slovenskej republiky. Základnou výzvou v tejto oblasti je potreba lepšej koordinácie a zosúlaďovania a synergického pôsobenia prierezových politík pod vedením kľúčových inštitúcií verejnej správy, čo pomôže zlepšiť prepojenie politík a strategických rozhodnutí s plánovanými výdavkami, identifikovať nedostatky, odstrániť rozpočtovú fragmentáciu a zbytočné duplicity na národnej aj regionálnej úrovni.Cieľom predkladaného projektu je riešenie aktuálnych potrieb samosprávneho kraja vyplývajúcich z doteraz vykonaných analýz a plnenia PHSR a to-  optimalizácia tvorby regionálnej politiky s využitím participatívneho riadenia vo vzťahu k zvyšovaniu ekonomickej výkonnosti a konkurencieschopnosti regiónu využitím potenciálu cestovného ruchu a kultúrno-historických daností regiónu,-  optimalizácia procesov a informačných služieb verejnej správy v rámci kompetencií odborných útvarov NSK ( strategické činnosti, školstvo, sociálne veci)tak, aby skvalitnené  a zefektívnené systémy tvorby politík,  vypracované koncepčné  dokumenty a vytvorený Inštitút rozvoja NSK umožnili efektívnejšie využiť vnútorný potenciál kraja vrátane výkonu vlastných alebo prenesených kompetencií územnej samosprávy.
