The purpose of the project Public Administration actively supporting second chance education is to address the problem of ineffectively functioning all sectors of the public administration, which contribute to the generally low educational attainment of the excluded Roma population in Slovakia. The low educational level of this social group has a significant impact on their low employment level and thus on their level of life. The main objective of the project is therefore, with the active participation of relevant actors of the public administration (VÚC, self-government, elementary and middle rounds, PSVaR offices, field social workers, etc.) and the main target group (Roma and Roma, but also other disadvantaged groups) to set up a model that would create a model for unemployed and low-educated young Roma/Roma in the age range 16-35 years of age to acquire, or complete, lower secondary and/or full secondary education and thus increase their ance for active participation in the labour market. The main motivation of the project is therefore the creation of models and processes of an effectively functioning public administration actively supporting secondary education (DV), which will cover all financial, material, cultural, psychological and other barriers of members of excluded communities to secondary education and will also serve other municipalities and cities, taking into account their local specificities. The project will be implemented in the Koick and Preov regions, namely Luník IX, Rankovce, towers Ida and Stará źubovňa. The project will start with an extensive mapping of existing professional literature on secondary education at home and abroad, which will feed into other project activities. In a further phase, the project will focus on the development of models of efficiently functioning public administration tailored to local needs and recruiting participants in the field. The measurement indicator will be a plan for the implementation of the DV model specific to each location (pribline 4 x approx. 3 pages of the Local Action Plan), 4 teachers trained in the Feuerstein method and 60 participants in the second ance educational programme. At least 55 % of the participants remaining in the programme and their positive shift in acquired (measuring) skills for life and labour market needs will result in the outcome of the second-time training support phase, during which the participants will receive their formal education with the assistance of regular meetings of a support group of all participants within the site. The final activity of the project will be the evaluation of models and the creation of recommendations, the measurement of which will be a publication containing the main findings and recommendations (approx. 60 pages). Účelom projektu Verejná správa aktívne podporujúca druhoancové vzdelávanie je adresova problém neúčinne fungujúcich vetkých zloiek verejnej správy, ktoré prispievajú k veobecne nízkemu dosiahnutému vzdelaniu vylúčenej rómskej populácie na Slovensku. Nízka vzdelanostná úroveň tejto spoločenskej skupiny má významný dopad na ich nízku zamestnanos, a tak i ivotnú úroveň. Hlavným ciežom projektu je preto za aktívnej účasti relevantných aktérov verejnej správy (VÚC, samosprávy, základných a stredných kôl, Úradov PSVaR, terénnych sociálnych pracovníkov, a pod.) a hlavnej ciežovej skupiny (Rómov a Rómok, ale aj ďalích znevýhodnených skupín) nastavi model, ktorý by nezamestnaným a nízko vzdelaným mladým Rómom/Rómkam vo vekovom rozmedzí 16-35 rokov umonil získa, prípadne dokonči si niie stredné a/alebo úplné stredné vzdelanie a zvýi tak ich ance na aktívne zapojenie sa na pracovnom trhu. Hlavnou motiváciou projektu je teda vytvorenie modelov a procesov efektívne fungujúcej verejnej správy aktívne podporujúcej druhoancové vzdelávanie (DV), ktoré budú zohžadňova vetky finančné, materiálne, kultúrne, psychologické a iné bariéry členov a členiek vylúčených komunít k druhoancovému vzdelávaniu a budú slúi aj pre iné obce a mestá, prihliadajúc na ich lokálne pecifiká. Projekt bude implementovaný v Koickom a Preovskom kraji, konkrétne v lokalitách Luník IX, Rankovce, Vežká Ida a Stará źubovňa. Projekt začne rozsiahlym mapovaním existujúcej odbornej literatúry o druhoancovom vzdelávaní doma i v zahraničí, ktoré bude podkladom pre ďalie aktivity projektu. V ďalej fáze sa projekt zameria na tvorbu modelov efektívne fungujúcej verejnej správy prispôsobených lokálnym potrebám a náborom účastníkov/čok v teréne. Meratežným ukazovatežom bude plán zavádzania modelu DV pecifický pre kadú lokalitu (pribline 4 x cca 3 strany Lokálneho akčného plánu), 4 učitelia vykolení vo Feuersteinovej metóde a 60 účastníkov/čok vzdelávacieho programu druhej ance. Výstupom fázy podpory druhoancového vzdelávania, počas ktorej budú účastníci/čky získava svoje formálne vzdelanie za asistencie pravidelných stretávaní podpornej skupiny vetkých účastníkov/čok v rámci danej lokality, bude aspoň 55% účastníkov/čok, ktorí zotrvajú v programe, a ich pozitívny posun v nadobudnutých (meratežných) zručnostiach uitočných pre bený ivot a potreby trhu práce. Záverečnou aktivitou projektu bude evaluácia modelov a tvorba odporúčaní, ktorej meratežným ukazovatežom bude publikácia obsahujúca hlavné zistenia a odporúčania (cca 60 strán). (Slovak)
