Η δημιουργία του Κέντρου Κοινότητας είναι μια ολοκληρωμένη προσέγγιση σχεδιασμού και εφαρμογής κοινωνικής πολιτικής σε τοπικό επίπεδο, και αντιμετωπίζει το ζήτημα της αποσπασματικότητας των δράσεων μεμονωμένων φορέων χωρίς κεντρικό σχεδιασμό και της άνισης χωρικής κατανομής των κοινωνικών υποδομών και υπηρεσιών στο Δήμο Καστοριάς. Πιο συγκεκριμένα, τα Κέντρο Κοινότητας, θα αποτελέσει τον βασικό «πυρήνα» διευρυμένων υπηρεσιών τύπου One Stop Shοp, με εξατομικευμένη ολιστική προσέγγιση, το οποίο, υποστηρίζοντας ή συνεργώντας με τη Δ/νση Κοινωνικών Υπηρεσιών του Δήμου Καστοριάς θα είναι μία δράση «ομπρέλα» που θα παρέχει υπηρεσίες που ανταποκρίνονται και θα ενισχύουν τις πολιτικές που υλοποιούνται ή προγραμματίζονται, όπως η καθολική εφαρμογή του Κοινωνικού Εισοδήματος Αλληλεγγύης, το πρόγραμμα του ΤΕΒΑ, οι ρυθμίσεις του Ν. 4320/2015 για την αντιμετώπιση της ανθρωπιστικής κρίσης, η εφαρμογή ενεργητικών πολιτικών απασχόλησης σε συνεργασία με τον ΟΑΕΔ και την ΓΓ Δια Βίου Μάθησης, κλπ.
