Projekt zakłada budowę nowego terminalu promowego we wschodniej części Portu Gdynia wraz z infrastrukturą towarzyszącą umożliwiającą sprawną obsługę ładunków i pasażerów oraz poprawę dostępności transportowej portu oraz przebudowę układu komunikacyjnego do wschodniej części Portu Gdynia w obrębie Węzła Ofiar Grudnia ’70.Podstawowym założeniem projektu jest stworzenie warunków do dalszego rozwoju usług promowych zgodnie z obserwowanymi trendami rynkowymi.Terminal przejmie funkcje dotychczas eksploatowanego, niedużego terminalu na Nabrzeżu Helskim II. W założonym kształcie projekt przyczyni się do realizacji Strategicznych Wytycznych Wspólnoty, Strategii Europa 2020, Białej Księgi Transportu oraz krajowej Strategii Rozwoju Transportu do 2020 r.
