Wniosek składa podmiot uprawniony do udzielenia wsparcia – Gmina Lutocin. Projekt przewiduje zaprojektowanie i wykonanie głębokiej termomodernizacji połączonej z wymianą czynników grzewczych w dwóch budynkach użyteczności publicznej na terenie Gminy Lutocin, w pow. żuromińskim, woj. mazowieckim. Planuje się działania gruntowne, efektywne i wykorzystujące OZE. Uzyskana zostanie ponad 60% poprawa efektywności energetycznej obu budynków. Projekt jest zgodny z Programem Ochrony Środowiska Gminy Lutocin (POŚ). Przy wymianie starego źródła ciepła z węgla na ekologiczne kotły na biomasę drzewną (pelet) uzyskana zostanie ponad 30% redukcja emisji CO2. Planuje się zakup kotłów, które spełnia wymogi tzw. ekoprojektu (z ang. ecodesign), nie będą posiadały rusztu awaryjnego ani możliwości jego instalacji. Koszty przygotowawcze nie przekraczają̨ 5% kosztów kwalifikowanych. Koszt promocji nie przekracza 1% kosztów kwalifikowanych i wynosi nie więcej niż 10 000 zł. Przewidziano tryb zaprojektuj/wykonaj, ale Wnioskodawca wykazuje pełną gotowość do realizacji, bo pozyskał wszystkie wymagane do rozpoczęcia inwestycji zgłoszenia budowlane. Zakres prac jest zgodny z katalogiem kosztów kwalifikowanych RPO WM 2014-2020. VAT jest wydatkiem niekwalifikowanym. Projekt cechuje bardzo korzystny wskaźnik nakład/rezultat. Realizacja zostanie przeprowadzona w poszanowaniu zasad horyzontalnych UE oraz z uwzględnieniem zasad tzw. uniwersalnego projektowania. Projekt jest zgodny z celem konkursu, wpisuje się w cele RPO WM 2014-2020 dla IV Osi priorytetowej, charakteryzuje go korzystny wskaźnik nakład/rezultat i cechuje się wysoka wartością dodaną. The application is submitted by the entity entitled to provide support — the Municipality of Lutocin. The project provides for the design and execution of a deep thermal modernisation combined with the replacement of heating agents in two public buildings in the Lutocin Commune, in Żurominski district, Mazowieckie voivodeship. Activities are planned to be thorough, efficient and using RES. More than 60 % improvement in the energy efficiency of both buildings will be achieved. The project is in line with the Lutocin Municipality Environmental Protection Programme (OPŚ). When replacing the old source of heat from coal to ecological boilers for wood biomass (pelet), more than 30 % reduction of CO2 emissions will be achieved. It is planned to purchase boilers that meet the ecodesign requirements, they will not have an emergency grate or the possibility of its installation. Preparatory costs shall not exceed 5 % of the eligible costs. The cost of the promotion does not exceed 1 % of the eligible costs and is not more than PLN 10,000. The design/execution mode is provided, but the Applicant shows full readiness to implement, because he has obtained all the building applications required to start the investment. The scope of work is in line with the catalogue of eligible costs of ROP WM 2014-2020. VAT is an ineligible expenditure. The project is characterised by a very favorable input/result ratio. Implementation will be carried out in accordance with the horizontal principles of the EU and taking into account the principles of so-called ‘universal design’. The project is in line with the aim of the competition, fits into the objectives of the 2014-2020 ROP for Priority Axis IV, is characterised by a favourable input/result ratio and has a high added value.
