The aim of the project is to support from the technical assistance funds of the ICI and the IKiDN as the General Conservator of Monuments (GCZ) and 5 Provincial Monument Conservators (WKZ), i.e. services responsible for matters related to the supervision of works carried out on historic buildings dedicated to the cultural area and the implementation of projects in a wide range of investments, mainly large linear investments in areas such as transport, environment and energy, among others for the OPI and CEF projects. The support obtained will improve the work efficiency of WUOZ employees and will allow for improved supervision of these investments by streamlining the construction work process, in particular on large infrastructure investments. The aim of the project is to achieve results: more efficient and effective administrative activities, e.g. inspection of the state of conservation of the facility, implementation of conservation supervision, execution of archaeological research; more efficient implementation of checks on investments carried out in terms of compliance with the provisions of the protection of monuments; accelerating the process of issuing administrative decisions and provisions on investments financed by the OP & E and CEF, elimination of emerging irregularities at a sufficiently early stage and effective response of the authority at each stage of the investment work carried out. In connection with the implementation of the above tasks, it is necessary to provide the GCZ and the WKZ with adequate human resources and administrative and technical facilities. Hence, as part of the project, it is planned, among others: financing of expenditure on remuneration of staff performing tasks related to OPI & CEF projects, expert and legal support, organisational, technical and administrative costs. The project is in line with the provisions of the programme documents, i.e. OP I & E 20142020, SzOOP OP I & E 2014--2020 and guidelines on the use of PT, among others. (English) | |||

GENERALNY KONSERWATOR ZABYTKÓW

Celem projektu jest wsparcie ze środków pomocy technicznej POIiŚ MKiDN, jako Generalnego Konserwatora Ochrony Zabytków (GKZ) oraz 5 Wojewódzkich Konserwatorów Zabytków (WKZ) czyli służb odpowiedzialnych za sprawy związane z nadzorem nad pracami prowadzonymi przy obiektach zabytkowych dedykowanych obszarowi kultury i realizację projektów w szerokim zakresie inwestycji, przede wszystkim dużych inwestycji liniowych w takich obszarach jak transport, środowisko i energetyka m.in. dla projektów POIiŚ i CEF. Uzyskane wsparcie będzie miało wpływ na poprawę efektywności pracy pracowników WUOZ i pozwoli na polepszenie nadzoru nad tymi inwestycjami poprzez usprawnienie procesu prowadzenia prac budowlanych w szczególności na dużych inwestycjach infrastrukturalnych. Celem projektu jest osiągnięcie rezultatów: sprawniejsze i skuteczniejsze prowadzenie czynności administracyjnych, np. dokonywanie oględzin stanu zachowania obiektu, realizacja nadzoru konserwatorskiego, wykonywanie odbioru badań archeologicznych; sprawniejsza realizacja kontroli prowadzonych inwestycji pod kątem zgodności z przepisami ochrony zabytków; przyspieszenie procesu wydawania decyzji administracyjnych i postanowień dotyczących inwestycji finansowanych ze środków POIiŚ i CEF, wyeliminowanie pojawiających się nieprawidłowości na odpowiednio wczesnym etapie oraz skuteczną reakcję organu na każdym etapie prowadzonych prac inwestycyjnych. W związku z realizacją powyższych zadań niezbędne jest zapewnienie GKZ i WKZ odpowiedniego zaplecza kadrowego i administracyjno-technicznego. Stąd w ramach projektu planuje się m.in.: finansowanie wydatków na wynagrodzenia pracowników wykonujących zadania związane z projektami POIiŚ i CEF, wsparcia eksperckiego i prawnego, kosztów organizacyjnych, technicznych i administracyjnych. Przedmiotowy projekt jest zgodny z zapisami dok. programowych tj.PO IiŚ 20142020, SzOOP PO IiŚ 2014 - 2020oraz wytycznymi m. in. w zakresie wykorzystywania PT. (Polish)
