    In the Polish-Slovak borderland, small projects supporting the development of cooperation between these two countries have been implemented for 15 years. The existing experience of Umbrella Project Partners (UPP) shows that there is still enormous the need for the implementation of such actions – only in the framework of cross-border cooperation programme (CBC programme) PL–SK 2007–2013, the value of submitted applications exceeded EUR 63.7 million, where the allocations available totalled EUR 22.3 million. Thus, it is absolutely crucial to use the potential of the local community’s involvement in shaping the image of the borderland area and making better use of its values. In order to meet the demand for this type of projects, UPP have planned the implementation of the UP, which aims to implement the detailed objective of priority axis 1 of the Programme. UPP will be involved in performing tasks related to the implementation of micro-projects, i.e. preparation of implementation documents, organisation of the call for proposals, assessment and selection of micro-projects, trainings for applicants and beneficiaries, serving as intermediaries in search for foreign partners, consultation on the preparation of applications, monitoring of the proper implementation of micro-projects, settling expenditure, granting refunds to beneficiaries, submitting reports on the progress of the UP and carrying out tasks related to promotion. The UP is addressed to institutions entitled to apply for funds under the Programme and for the residents of the supported area as well as persons visiting it, especially tourists. Thanks to the implementation of several micro-projects, the UP will contribute to increasing the level of the sustainable use of cultural and natural heritage. The development of new forms of promotion and the effective use of borderland resources are the most important but not the only challenges within the framework of the UP. Enhancing the existing cooperation between Poland and Slovakia, creating local networks of cooperation between institutions and improving the accessibility of EU funds for subjects with small financial capacity will contribute to increasing the significance of the region and improving the quality of life of its residents.
