In recent years the border regions of BY and LV suffer from extreme weather conditions and natural disasters, which are not typical for this territory, caused by climate change and resulting in threats to the safety, comfort, health and life of local residents, as well as significant economic damage. To solve this cross-border problem, the proposed project aims contribute to better preparedness for natural disasters of emergency and rescue services (ERS) and local authorities in the border regions of Latvia and Belarus (Orsha district in BY and Daugavpils municipality in Latvia). The project will address the common problems on two levels. First, it will build knowledge and technical capacities of local ERS and LA: train them, provide them with necessary equipment and engage them in joint cross-border activities and decision-making process, so that they are better prepared to respond to cross-border natural disasters and extreme weather conditions. Second, the project will hold a wide information and communication campaign in order to raise awareness of local residents on how to behave in cases of extreme weather conditions and natural disasters. The project will be implemented by the Republican Special Response Team of the Ministry for Emergency Situations of the Republic of Belarus (LB), in cooperation with local authorities of Orsha and Daugavpils (Orsha District Executive Committee – B5, Daugavpils municipality – B3), as well as ERS responsible for the partner districts (Vitebsk regional department of the Ministry for Emergency Situations of the Republic of Belarus – B2, State Fire and Rescue Service of Latvia – B4).
