How good is the cooperation of public sector bodies, companies or citizens in our a cross-border region? How can we describe the quality of cross-border networks and entities? And finally: does our INTERREG programme have positive effects on the different aspects of the quality of cooperation and governance across borders? As shown in an ESPON study from 2019 on Territorial Impact Assessment of cross-border programmes (with the involvement of ITEM/Maastricht University)[1] there is a need of innovative qualitative assessment methods to better understand effects on the quality of cross-border cooperation in a given territory. As stated in the final report, the INTERREG case studies (including the Programme Netherlands-Germany) identified the need to develop better instruments for detailed qualitative assessments. This means, in order to better assess the effects of INTERREG programmes with respect to quality of cross-border cooperation, additional qualitative asessement instruments, indicators and data have to be developed. The cross-border institute ITEM has comprehensive experiences in the field of the assessment of impacts on cross-border territories (i.e. annual impact assessments). ITEM will form a team with different expertise on the needs in the Euregion Meuse Rhine with Hasselt University (Faculty of Law for the legal aspects), the RWTH Aachen (Department of Economic Geography for the Economic dimension) and the Euregio Meuse-Rhine (practitioners in cross-border cooperation). In the different stages of the project, external experts, practitioners from different sectors (education, economy, spatial planning, transport, etc.) will be invited to review first drafts and join expert workshops. The proposed project aims at the development of a pilot methodology. The assumption is that the deficiencies with respect to qualitative assessments can be also found in the framework of the INTERREG programme EMR. The quality of cross-border cooperation is currently not structuraly assessed. The current programme indicators are in the first place of quantitative nature and do not describe qualitative elements of cross-border cooperation of public entities, companies or citizens. Also outside the framework of INTERREG, there is no structural assessment of the development of cooperation and the cross-border governance system. This is a general shortcoming of many INTERREG programmes and cross-border territories. The project will contribute to the better assessment of the situation in the territory of the INTERREG Programme Meuse-Rhine, and in addition, will also provide a contribution as a pilot for the quality of cross-border cooperation in general. The project will aim at developing and application of a methodology for a baseline measurement in the territory of the INTERREG programme Meuse-Rhine at the end of the current programming period. The intention is also to create the opportunity to apply the methodology in a structured way during the periode after. 2021. 1. In a first step, the existing indicator system of the INTERREG Meuse-Rhine programme will be analysed to find out to what extent they already measure aspects of the quality of cross-border cooperation and where shortcomings are detected. In additon, other existing indicator, assessment or evaluation systems with respect to the quality of cross-border cooperation will be analysed. This search for already existing practices and instruments will be done in contact with ESPON and the European Commission, DG Regio and referring to the different ESPON instruments for Territorial Impact Assessment. In this sense, the methodogy will build on the existing work at the EU level. 2. On the basis of the research, a draft methodology and set of indicators will be developed with the expertise of the project partners. This work will be supported by the involvement of practitioners from the Euregion Meuse-Rhine dealing with the INTERREG programme and cross-border cooperation. In addition, external experts from other programmes or with special expertise on territorial impact assessment will be contributing to the work. The draft methodology will be discussed and tested. 3. As the main part of the project, the methodology will be applied with the help of practictioners and experts on the territory of the Euroregion Meuse-Rhine by assessing the quality of cross-border cooperation and governance. Given the experiences with previous projects, the main instruments are collection of existing data, data production via questionnaires, qualitative interviews and expert workshops. The final results will be the baseline measurement and the benchmark for a structured assessment cycle during the post 2021 INTERREG programme.
