We are living in the Data Economy (DE) era as the most valuable resource is not anymore Oil but Data as stated also by the EU Commissioner for digital economy: “the DE will unleash its full potential and double its value to 4 per cent of GDP in 2020”. The impact of DE application is relevant if we consider AS and its territorial challenges. With 80 million the AS has specific needs in providing valuable and on time quality service to the population (es. weather prevention, mobility, hydrogeological issues, etc). A contribute can come from Open Data/Linked Open Data (OD/LOD) exploitation: they are a “mine” of information available with the e-government policies and - if elaborated and packed – con become a source of value services for the public actors and the markets. Nowadays in AS exist several local initiatives using OD/LOD in different sectors. Nevertheless, no clear impact is registered and integrated and efficient solutions are missing. The effect of the DE on digital policy strategy at macro regional level is also still poor. Scope of DEAS is to improve the value of using OD/LOD for public service and business, raise competitiveness of the AS with their exploitation and improve AS Digital Agenda. DEAS will strengthen the single digital market focusing on strategic sectors for AS which can benefit from the use of LOD (such as climate protection, tourism, mobility). With DEAS the public & private sectors will boost the creation of new disruptive and customer-oriented services/products for all. Concrete outputs are the AS methodology on LOD, platform and the DEAS Strategy able to promote the availability of relevant OD/LOD and their exploitation. DEAS involves in co-creation processes all quadruple helix actors. The territorial, social and economic features of AS allow the creation of local pilot in combi with transnational ones able to stimulate cross-border and cross-sectorial innovation to raise competitiveness of AS economy.
