Objectives: The overall objective of the project is to advance the coordinated joint implementation of the Water Framework Directive between Spain and Portugal, in particular with regard to monitoring the status of water bodies in the Hispano-Portuguese Watersheds and in assessing the impact of measures to achieve environmental objectives. The ultimate aim is to make full use of the economic and landscape potential of the border areas and Iberian rivers, so both countries have committed themselves to strengthening cooperation in this area by undertaking coordinated and inclusive cross-border strategies, in a perspective of economic and sustainable value of resources, taking as links the border areas and the rivers Miño, Douro, Tajo and Guadiana. The project aims to address the need identified by the European Commission in its WFD follow-up report to fill gaps in characterisation and deficiencies in control programmes and mass evaluation methods. This will improve knowledge of the status of many water bodies and improve the planning process as a whole, which in turn conditions the identification of necessary measures and the achievement of environmental objectives. The need to improve the examination of water-dependent protected areas is also identified. RBMPs should include specific objectives, measures and monitoring to ensure a favourable conservation status of water-dependent protected species and habitats. In addition, information should be provided on the specific protection elements (such as habitats and birds), the conservation status of the protected area, the pressures or threats affecting the protected area, and the overlap of protected areas and bodies of water. In general, hydrological plans include only a geographical reference of protected areas under the Habitats Directive, with no further details on the specific conservation status or objectives. As mentioned in the European Commission Report, further work is needed to ensure the protection of emblematic protected habitats that depend on water. The quantitative and qualitative requirements for water in protected areas should be assessed and included as additional targets in the hydrological plans. Measures need to be taken to ensure that water-dependent habitats and species can achieve a favourable conservation status. This project stems from the need at the 3 rd Conference of the Parties to a cooperation project to address the following challenges for the control of shared water bodies: Updating and improving measuring networks of water bodies in order to improve information on their status; promote harmonisation of flow estimation procedures and make available information more transparent. Therefore, the operational objective of the project is to establish a common methodology to harmonise the criteria for assessing the ecological status or potential of river class water bodies and transition in shared river basins in order to advance the definition of a common state of shared masses and the definition of environmental objectives. Activities: The following actions will be carried out through the project: — Common methodology for monitoring and monitoring the ecological status or potential of river water bodies and shared transition to be tested and validated through a joint experimental programme. — Spanish-Portuguese technical team that will coordinate and work together in the collection of samples, calculation of indices, assessment of potential or ecological status, in this way will validate the assessment methodology designed and agreed by both countries — Indexes, protocols and joint procedures for the assessment of the status or potential of river category water bodies and border and transboundary transitions. — Raising awareness among border communities of the importance of water resources in transboundary space as a joint wealth that needs to be protected and exploited sustainably. These results will include criteria for the UNIFORMAL INTEGRATION OF ENVIRONMENTAL OBJECTIVES of the various Community conservation and biodiversity regulations in both States. The project will integrate the link between the status of water bodies and habitat types and habitat species into the monitoring methodology. Efforts will be made to improve knowledge of the degree of conservation of species and habitat types in the natural areas of the border linked to rivers that allow for coord management and protection.     Objetivos: El objetivo general del proyecto es avanzar en la implantación conjunta coordinada de la Directiva Marco del Agua entre España y Portugal, especialmente en lo relativo al seguimiento del estado de las masas de agua de las Cuencas Hidrográficas Hispano - Portuguesas y en la evaluación del impacto de las medidas que se desarrollen para la consecución de los objetivos medioambientales. Como fin último se busca aprovechar plenamente el potencial económico y paisajístico de las zonas fronterizas y de los ríos ibéricos, por lo que ambos países se han comprometido a reforzar la cooperación en este terreno acometiendo estrategias transfronterizas coordinadas e integradoras, en una perspectiva de valorización económica y sostenible de los recursos, tomando como eslabones de unión las zonas fronterizas y los ríos Miño, Duero, Tajo y Guadiana. Por medio del proyecto se pretende así atender a la necesidad detectada por la Comisión Europea en su informe de seguimiento de la DMA de cubrir las lagunas en materia de caracterización y las deficiencias de los programas de control y de los métodos de evaluación de las masas. Así se logrará mejorar el conocimiento del estado de muchas masas de agua y mejorar el proceso de planificación en su conjunto, que a su vez condiciona la determinación de las medidas necesarias y el logro de los objetivos ambientales. Asimismo, se detecta la necesidad de mejorar el examen de las zonas protegidas dependientes del agua. Los PHC deben incluir unos objetivos, unas medidas y un control específicos para garantizar un estado de conservación favorable de las especies y los hábitats protegidos dependientes del agua. Además se debe ofrecer información de los elementos de protección específicos (como hábitats y aves), el estado de conservación de la zona protegida, las presiones o amenazas que afectan a la zona protegida, y el solapamiento de zonas protegidas y masas de agua. En general, los planes hidrológicos incluyen solamente una referencia geográfica de las zonas protegidas en el marco de la Directiva de Hábitats, sin más detalles acerca del estado y/o a los objetivos específicos de conservación. Como se menciona en el Informe de la Comisión Europea es necesario seguir trabajando para garantizar la protección de hábitats protegidos emblemáticos que dependen del agua. Los requisitos cuantitativos y cualitativos del agua en las zonas protegidas deben ser evaluados e incluidos como objetivos adicionales en los planes hidrológicos. Es necesario adoptar medidas para garantizar que los hábitats y las especies dependientes del agua puedan alcanzar un estado de conservación favorable. Este proyecto se deriva de la necesidad puesta de manifiesto en la 3ª Conferencia de las partes de un proyecto de cooperación que permita atender a los siguientes desafíos para el control de las masas de agua compartidas: Actualizar y mejorar las redes de medida de las masas de agua para mejorar la información sobre su estado; impulsar la armonización de los procedimientos de estimación de caudal y dar mayor transparencia a la información disponible. Por todo ello el objetivo operativo del proyecto es establecer una metodología común para armonizar los criterios para la valoración del estado o potencial ecológico de las masas de agua de categoría río y transición en las cuencas hidrográficas compartidas con el fin de avanzar en la definición de un estado común de las masas compartidas y en la definición de objetivos ambientales. Actividades: Por medio del proyecto se desarrollarán las siguientes actuaciones: - Metodología común de monitorización y seguimiento del estado o potencial ecológico de las masas de agua río y transición compartidas que será testada y validada por medio de un programa experimental conjunto. - Equipo técnico hispano- portugués que se coordinará y trabajará conjuntamente en la recogida de muestras, cálculo de los índices, evaluación del potencial o estado ecológico, De esta manera se validará la metodología de evaluación diseñada y acordada por ambos países - Índices, protocolos y procedimientos conjuntos para la valoración del estado o potencial de las masas de agua categoría río y transición fronterizas y transfronterizas. - Sensibilización a las comunidades fronterizas sobre la importancia de los recursos hídricos en el espacio transfronterizo como riqueza conjunta que es necesario proteger y aprovechar de forma sostenible. Estos resultados incluirán criterios que posibiliten la INTEGRACIÓN UNIFORME DE LOS OBJETIVOS AMBIENTALES de la diversa normativa comunitaria de conservación y biodiversidad en ambos Estados. Por medio del proyecto se integrará en la metodología de seguimiento la vinculación del estado de las masas de agua con los tipos de hábitat y las especies que lo habitan.
