The effects of climate change are being felt in the cross border area: dry, hot summers and winter and spring months with a lot of snow and rain; areas with natural disasters, floods and forest fires. Cross-border exchange of experience and knowledge to prevent floods and forest fires, community-based training initiatives and cross-border rescue services, targeting to specific groups, is an opportunity to qualitatively improve the response to extraordinary situations. The overall objective of this project proposal is to target the efforts of the Romanian and Bulgarian communities to participate in the envisaged joint project activities, to exchange experience and good practices and to raise awareness of effective risk prevention in the long time. The target group of the present project proposal includes 6 vocational schools (2 in each district), a 100 students of each school and their qualified teachers, which will participate in the project activities. The results of the implementation of the project activities will contribute to achieving of the Programme outputs by: increasing the number of population benefiting from flood protection measures with minimum of 350 people; increasing the number of people benefiting from forest fire protection measures with minimum of 350 people; Number of joint partnerships in the field of joint early warning and emergency response - 1. This project proposal uses a cross-border approach for defining joint measures for a better prepared and integrated cross-border region in terms of disaster risk prevention and management. The cross-border approach is reflected in the implementation of the following activities:A1. In-depth Research – The team of experts will conduct the Research to make familiar with the current state of risk management in schools and target institutions,including qualification of the teachers, education of students, out-of-class learning and volunteering. Assess the needs for improving school capacity. The Research will be developed through desk research and field work. The results from it will be in Bulgarian and Romanian languages, available on the on-line platform of the project. A2. International 2 days meeting of experts – in this meeting will participate 30 experts in the area of risk prevention/mitigation and education (10 per target district), such as educational authorities, officers from public institutions with key competencies in risk management situations and their local bodies, teachers, Red Cross representatives, and research team. At the meeting, the experts will discuss the results of the Research, will supplement its findings (if needed) and will put forward proposals for the development of joint training programs and materials for out-of-class training of students and teachers. A3. Development of the trainings programme and materials for out-of-class education for the students and the teachers from CBC region, incl. legislative requirements in disaster risk prevention and school risk management and best practices, available in participating countries and abroad for involving students in voluntary work in disaster protection. A4. Development of on-line platform - The on-line platform will be a virtual tool which targets are: To provide access to training programmes and materials, developed under the project and other relevant resources for preparation of school community for disaster risk management; To offer a place for experts and youth volunteers, nationally and internationally, to share experience and expertise during the project implementation and after it; To disseminate the project results. A5. Training of trainers - The trainings aims to Improve the qualification level of the teachers in the field of risk prevention for flood and forest fires. In the process of out-of-class trainings for students, the trainers will familiarize them with the principles of volunteering and create an appropriate environment for the establishment of volunteer formations. 20 teachers per target district will participate in three 4-days courses /2 in Bulgaria and 1 in Romania/. A6. Out-of-class trainings for students in the target districts – under implementation of this activity, the project team will organize and conduct 6 four days trainings (1 training per vocational school) in the field of flood prevention. 50 students will participate in each training session. In the field of forest fire prevention the project team will organize and conduct 6 four days trainings too. In the each training will be participate 50 students. A7. Cross-border competitions - The activity is important in the project context because it will give the youth volunteers the opportunity to show received knowledge and skills. This will be also good for project’s and disaster training’s promotion. There will be two two-days competitions organized – one in Bulgaria and one in Romania with participation of 10 students of each school, 60 students in every competition or 120 total in (English)
