Проектното предложение е част от Инвестиционната програма за изпълнение на Интегрирания план за градско възстановяване и развитие на община Петрич 2014-2020. Със своето изпълнение то ще допринесе за стимулиране на икономическото развитие на града и подобряване на енергийната ефективност в публични сгради.Проектът е насочен към изпълнение на мерки за енергийна ефективност в сградата на Общинска администрация - Петрич. Обектът на интервенция попада в строителните граници на гр. Петрич. Проектните дейности ще допринесат пряко за намаляване на крайното потребление на енергия и косвено – за намаляване на емисиите на парникови газове в обществените сгради.Планираните дейности включват въвеждане на предписаните от консултанта, извършил енергийно обследване на сградите, енергоспестяващи мерки и прилагане на отразените в техническия паспорт указания и препоръки, с цел достигане най-малко клас на енергопотребление „С“ в сградата. По-добрите експлоатационни характеристики на сградата в обхвата на интервенция значително ще намалят експлоатационните разходи за сградата и ще допринесат за удължаването на нейния жизнен цикъл . Проектът е насочен към изпълнение на следните тематични цели съгласно Общия Регламент №1303/2013: Тематична цел 4 „Подпомагане на преминаването към нисковъглеродна икономика във всички сектори”. Интервенциите в рамките на проектното предложение ще допринесат за постигане на индикативните национални цели за спестяване на енергия за 2020 г. съгласно Националния план за действие по енергийна ефективност 2014-2020 г. Дейностите за енергийно обновяване ще удължат живота на сградата, ще намалят разходите за поддръжка и спомогнат за намаляване на парниковите газове, ще стимулират хората да останат да живеят в малките населени места чрез подобряването на културно-социалната и административна среда. The project proposal is part of the Investment Programme for the implementation of the Integrated Plan for Urban Reconstruction and Development of Petrich Municipality 2014-2020. With its implementation it will contribute to stimulating the economic development of the city and improving the energy efficiency in public buildings. The project is aimed at implementing energy efficiency measures in the building of the municipal administration — Petrich. The site of intervention falls within the construction boundaries of the town of Petrich. The project activities will contribute directly to the reduction of final energy consumption and indirectly — to the reduction of greenhouse gas emissions in public buildings. The planned activities include the introduction of the prescribed by the consultant who carried out an energy audit of the buildings, energy saving measures and implementation of the guidelines and recommendations reflected in the technical passport in order to reach at least the energy consumption class “C” in the building. Better performance of the building in the scope of intervention will significantly reduce the operational costs of the building and contribute to the extension of its life cycle. The project aims at implementing the following thematic objectives under the General Regulation 1303/2013: Thematic objective 4 ‘Supporting the shift towards a low-carbon economy in all sectors’. The interventions under the project proposal will contribute to achieving the indicative national energy saving targets for 2020 under the National Energy Efficiency Action Plan 2014-2020. Energy renovation activities will prolong the life of the building, reduce maintenance costs and help reduce greenhouse gases, stimulate people to stay in small settlements by improving the cultural, social and administrative environment. La proposition de projet s’inscrit dans le cadre du programme d’investissement pour la mise en œuvre du plan intégré pour la reconstruction et le développement urbains de la municipalité de Petrich 2014-2020. Par sa mise en œuvre, il contribuera à stimuler le développement économique de la ville et à améliorer l’efficacité énergétique des bâtiments publics. Le projet vise à mettre en œuvre des mesures d’efficacité énergétique dans la construction de l’administration municipale — Petrich. Le site d’intervention se situe dans les limites de la construction de la ville de Petrich. Les activités du projet contribueront directement à la réduction de la consommation finale d’énergie et indirectement — à la réduction des émissions de gaz à effet de serre dans les bâtiments publics. Les activités prévues comprennent l’introduction de la prescription du consultant qui a effectué un audit énergétique des bâtiments, des mesures d’économie d’énergie et la mise en œuvre des lignes directrices et recommandations reflétées dans le passeport technique afin d’atteindre au moins la classe de consommation d’énergie «C» dans le bâtiment. Une meilleure performance du bâtiment dans le cadre de l’intervention réduira considérablement les coûts d’exploitation du bâtiment et contribuera à l’allongement de son cycle de vie. Le projet vise à mettre en œuvre les objectifs thématiques suivants au titre du règlement général (UE) no 1303/2013: Objectif thématique 4 «Soutenir la transition vers une économie à faible intensité de carbone dans tous les secteurs». Les interventions au titre de la proposition de projet contribueront à la réalisation des objectifs indicatifs nationaux en matière d’économies d’énergie pour 2020 dans le cadre du plan d’action national pour l’efficacité énergétique 2014-2020. Les activités de rénovation énergétique prolongeront la durée de vie du bâtiment, réduiraient les coûts d’entretien et contribueront à réduire les gaz à effet de serre, encourageront les populations à rester dans de petits établissements en améliorant l’environnement culturel, social et administratif. Der Projektvorschlag ist Teil des Investitionsprogramms zur Umsetzung des integrierten Plans für den städtischen Wiederaufbau und die Entwicklung der Gemeinde Petrich 2014-2020. Mit seiner Umsetzung wird sie zur Förderung der wirtschaftlichen Entwicklung der Stadt und zur Verbesserung der Energieeffizienz in öffentlichen Gebäuden beitragen. Das Projekt zielt auf die Umsetzung von Energieeffizienzmaßnahmen im Gebäude der Stadtverwaltung Petrich ab. Der Interventionsort fällt unter die Baugrenzen der Stadt Petrich. Die Projektaktivitäten werden direkt zur Verringerung des Endenergieverbrauchs und indirekt – zur Verringerung der Treibhausgasemissionen in öffentlichen Gebäuden – beitragen. Zu den geplanten Aktivitäten gehören die Einführung der Vorgaben des Beraters, der eine Energieprüfung der Gebäude durchgeführt hat, Energieeinsparungsmaßnahmen und Umsetzung der im technischen Pass enthaltenen Leitlinien und Empfehlungen, um mindestens die Energieverbrauchsklasse „C“ im Gebäude zu erreichen. Eine bessere Leistung des Gebäudes im Interventionsbereich wird die Betriebskosten des Gebäudes erheblich senken und zur Verlängerung seines Lebenszyklus beitragen. Mit dem Projekt sollen die folgenden thematischen Ziele im Rahmen der Allgemeinen Verordnung (EU) Nr. 1303/2013 umgesetzt werden: Thematisches Ziel 4 „Unterstützung der Umstellung auf eine CO2-arme Wirtschaft in allen Sektoren“. Die Maßnahmen im Rahmen des Projektvorschlags werden dazu beitragen, die indikativen nationalen Energieeinsparungsziele für 2020 im Rahmen des Nationalen Aktionsplans für Energieeffizienz 2014-2020 zu erreichen. Energierenovierungsmaßnahmen werden die Lebensdauer des Gebäudes verlängern, die Instandhaltungskosten senken und Treibhausgase verringern, die Menschen dazu anregen, in kleinen Siedlungen zu bleiben, indem das kulturelle, soziale und administrative Umfeld verbessert wird. Het projectvoorstel maakt deel uit van het investeringsprogramma voor de uitvoering van het geïntegreerd plan voor stedelijke wederopbouw en ontwikkeling van de gemeente Petrich 2014-2020. Met de uitvoering ervan zal het bijdragen aan het stimuleren van de economische ontwikkeling van de stad en het verbeteren van de energie-efficiëntie in openbare gebouwen. Het project is gericht op het implementeren van energie-efficiëntiemaatregelen in het gebouw van het gemeentebestuur — Petrich. De plaats van interventie valt binnen de bouwgrenzen van de stad Petrich. De projectactiviteiten zullen rechtstreeks bijdragen tot de vermindering van het eindenergieverbruik en indirect — tot de vermindering van de uitstoot van broeikasgassen in openbare gebouwen. De geplande activiteiten omvatten de invoering van de voorgeschreven door de consultant die een energieaudit van de gebouwen heeft uitgevoerd, energiebesparingsmaatregelen en uitvoering van de richtsnoeren en aanbevelingen die in het technisch paspoort zijn weergegeven om ten minste de energieverbruiksklasse „C” in het gebouw te bereiken. Betere prestaties van het gebouw op het gebied van interventie zullen de operationele kosten van het gebouw aanzienlijk verminderen en bijdragen tot de verlenging van de levenscyclus ervan. Het project is gericht op de verwezenlijking van de volgende thematische doelstellingen in het kader van de algemene verordening 1303/2013: Thematische doelstelling 4 „Ondersteuning van de overgang naar een koolstofarme economie in alle sectoren”. De interventies in het kader van het projectvoorstel zullen bijdragen tot de verwezenlijking van de indicatieve nationale energiebesparingsdoelstellingen voor 2020 in het kader van het nationale actieplan voor energie-efficiëntie 2014-2020. Energierenovatieactiviteiten zullen de levensduur van het gebouw verlengen, de onderhoudskosten verminderen en de broeikasgassen helpen verminderen, mensen stimuleren om in kleine nederzettingen te blijven door de culturele, sociale en administratieve omgeving te verbeteren. La proposta di progetto fa parte del programma di investimenti per l'attuazione del piano integrato per la ricostruzione e lo sviluppo urbano del comune di Petrich 2014-2020. Con la sua attuazione contribuirà a stimolare lo sviluppo economico della città e a migliorare l'efficienza energetica negli edifici pubblici. Il progetto è finalizzato all'attuazione di misure di efficienza energetica nell'edificio dell'amministrazione comunale — Petrich. Il sito di intervento rientra nei confini edilizi della città di Petrich. Le attività progettuali contribuiranno direttamente alla riduzione del consumo finale di energia e indirettamente — alla riduzione delle emissioni di gas serra negli edifici pubblici. Le attività previste comprendono l'introduzione di quanto prescritto dal consulente che ha effettuato un audit energetico degli edifici, misure di risparmio energetico e attuazione delle linee guida e raccomandazioni contenute nel passaporto tecnico al fine di raggiungere almeno la classe di consumo energetico "C" nell'edificio. Una migliore prestazione dell'edificio nell'ambito dell'intervento ridurrà significativamente i costi operativi dell'edificio e contribuirà all'estensione del suo ciclo di vita. Il progetto mira a realizzare i seguenti obiettivi tematici a norma del regolamento generale n. 1303/2013: Obiettivo tematico 4 "Sostenere il passaggio a un'economia a basse emissioni di carbonio in tutti i settori". Gli interventi nell'ambito della proposta di progetto contribuiranno al raggiungimento degli obiettivi nazionali indicativi di risparmio energetico per il 2020 nell'ambito del Piano d'azione nazionale per l'efficienza energetica 2014-2020. Le attività di ristrutturazione energetica prolungheranno la vita dell'edificio, ridurranno i costi di manutenzione e contribuiranno a ridurre i gas a effetto serra, stimolando le persone a rimanere in piccoli insediamenti migliorando l'ambiente culturale, sociale e amministrativo. La propuesta de proyecto forma parte del Programa de Inversiones para la ejecución del Plan Integrado de Reconstrucción y Desarrollo Urbano del Municipio de Petrich 2014-2020. Con su implementación contribuirá a estimular el desarrollo económico de la ciudad y a mejorar la eficiencia energética en los edificios públicos. El proyecto está dirigido a implementar medidas de eficiencia energética en la construcción de la administración municipal — Petrich. El lugar de intervención se encuentra dentro de los límites de la construcción de la ciudad de Petrich. Las actividades del proyecto contribuirán directamente a la reducción del consumo final de energía y, indirectamente, a la reducción de las emisiones de gases de efecto invernadero en los edificios públicos. Las actividades previstas incluyen la introducción de lo prescrito por el consultor que llevó a cabo una auditoría energética de los edificios, las medidas de ahorro de energía y la aplicación de las directrices y recomendaciones reflejadas en el pasaporte técnico para alcanzar al menos la clase de consumo de energía «C» en el edificio. Un mejor rendimiento del edificio en el ámbito de la intervención reducirá significativamente los costes operativos del edificio y contribuirá a la ampliación de su ciclo de vida. El proyecto tiene por objeto aplicar los siguientes objetivos temáticos en el marco del Reglamento General 1303/2013: Objetivo temático 4 «Apoyar el cambio hacia una economía hipocarbónica en todos los sectores». Las intervenciones en el marco de la propuesta de proyecto contribuirán a alcanzar los objetivos indicativos nacionales de ahorro energético para 2020 en el marco del Plan de Acción Nacional para la Eficiencia Energética 2014-2020. Las actividades de renovación energética prolongarán la vida útil del edificio, reducirán los costes de mantenimiento y contribuirán a reducir los gases de efecto invernadero y estimularán a las personas a permanecer en pequeños asentamientos mejorando el entorno cultural, social y administrativo.
