Az egyre komplexebb egészségi problémák indokolják az ellátás színvonalának javítását, továbbá a betegbiztonság emelése megkívánja, hogy jól képzett szakorvosok segítsék az egészségtudatos magatartás kialakítását, a gyógyulást, a rehabilitációt és vállaljanak nagy szerepet a magyar lakosság egészségügyi állapotának és gyógyulási esélyeinek javításában. Ehhez jól képzett, elhivatott, egészségügyi szakember utánpótlásra van szükség. Fenti célok érdekében az EFOP-1.10.4-18 Egészségügyi ösztöndíjak támogatása projekt keretében a Borsod-Abaúj-Zemplén Megyei Kórház és Egyetemi Oktatókórház támogatási programot dolgozott ki, hogy támogatásban részesítse a második vagy harmadik szakképzésüket folytató szakorvosokat , ezzel elősegítve a hazai munkavállalást, a szakember utánpótlást. Szakorvosi szakképzettséggel rendelkező, második vagy harmadik, szakképzésüket a 162/2015. (VI. 30.) Korm. rendelet felhatalmazása alapján a miniszter által adott évre meghatározott hiányszakmákban megkezdő vagy folytató szakorvosokat kívánjuk támogatni 2019. és 2020. évben kiírt támogatási program keretében. A feltételek megfelelésének vizsgálatakor a hiányszakmák tekintetében a szakorvos tanulmányainak megkezdésének éve, vagy az az év irányadó, amely évre vonatkozóan a támogatási programot kiírták (tanév esetében a tanév kezdő naptári éve). A Szakorvosi szakképzettséggel rendelkező a 162/2015. (VI. 30.) Korm. rendelet alapján a miniszter által adott évre rendeletben meghatározott hiányszakmában második vagy harmadik szakképzésüket megkezdő vagy folytató azon szakorvosok pályázhatnak, akik második vagy harmadik szakképzettségüket a pályázat benyújtásakor még nem szerezték meg és vállalják, hogy 2023.10.31-ig leteszik a sikeres szakvizsgát a megpályázott hiányszakma tekintetében. A támogatást igénylő a pályázat kedvező elbírálása esetén 2019. és 2020.évben is meghirdeti a támogatási programot a hiányszakmák tekintetében. A hiányszakma vizsgálatakor a szakorvos tanulmányainak megkezdésének éve, vagy az az év irányadó, amely évre vonatkozóan a támogatási program kiírásra kerül. Előzetes felmérés alapján 1 fő radiológia (képzését 2017.évben kezdte meg, mely szakma abban az vében országos hiányszakma volt), 3 fő aneszteziológia és intenzív terápia, 1 fő csecsemő és gyermekgyógyászat szakterületen végzi második vagy harmadik szakképzését, így az ő támogatásuk valósul meg jelen projekt keretében 2019.09.01-től a képzésük befejezéséig. A támogatást igénylő a pályázat kedvező elbírálása esetén 2020.évben is meghirdeti, az akkor érvényes hiányszakmák tekintetében a támogatási programot, így további 5 fő támogatását tervezzük a 2020.évi hiányszakmák tekintetében 2020.04.01-től 2023.08.31-ig tervezve a támogatási időszakot. Az alábbiak szerint megállapítható, hogy a támogatást igénylő működési tevékenysége, költségvetése, állományi létszáma, az általa eddig megvalósított projektek és bevonásra kerülő szakember végzettsége alapján rendelkezik a projekt céljainak eléréséhez szükséges szakmai tapasztalatokkal, adminisztratív, pénzügyi és működési kapacitással: A lezárult 2007-2013 pályázati ciklus során a kórház összesen 27 db, 21,4 milliárd forint összértékű infrastrukturális és humánerőforrás fejlesztési projektet és 2 db 322.035 € értékű határon-átnyúló együttműködést fejlesztő projektet valósított meg sikeresen. A 2017-2020 pályázati ciklusban kedvezményezettként 11 db, 2,642 milliárd forint összértékű infrastrukturális és humánerőforrás fejlesztési projektet valósít meg. A támogatást igénylő szervezet létesítő okirata, vagy szervezeti és működési szabályzata alapján a projekt céljait szolgáló tevékenységek ellátására alkalmas és felhatalmazott. A támogatást igénylő szervezet rendelkezik a felhívás céljainak eléréséhez szükséges szakmai tapasztalatokkal, humán erőforrásokkal és infrastrukturális feltételekkel. A kórház 2018.évi Általános statisztikai állományi létszáma 4106 fő. A kórház a szakmai paletta csaknem egészét átfogja és több szakmában a regionalitást biztosítja Borsod-Abaúj-Zemplén-, Nógrád- és Heves- megye betegei számára. A támogatást igénylő 2018 évi Intézményi költségvetés fő összege: 37 147 553 000 Ft A támogatást igénylő külön szervezeti egységgel rendelkezik az Európai Uniós pályázatok kezelésére. A projekt szakmai megvalósításába bevonásra kerülő Hangonyiné Koczka Mónika 25 éves munka tapasztalattal, 10 éves uniós pályázati megvalósítási tapasztalattal, mérnök-közgazdász, MBA menedzser, mérlegképes könyvelői végzettséggel rendelkezik. The increasingly complex health problems justify improving the quality of care, and increasing patient safety requires well-trained specialists to help develop health-conscious behaviour, healing, rehabilitation and take a major role in improving the health condition and chances of healing of the Hungarian population. This requires a well-trained, dedicated, healthcare professional supply. To achieve the above objectives, the Borsod-Abaúj-Zemplén County Hospital and University Teaching Hospital have developed a support programme to support specialists pursuing their second or third vocational training in the framework of the EFOP-1.10,4-18 Health Fellowship project, thus promoting employment in Hungary and the replacement of specialists. Second or third specialist medical professional training in accordance with Article 162/2015. (VI. 30.) We intend to support specialists who start or continue in the shortfall professions specified by the Minister for a given year in the framework of the support programme launched in 2019 and 2020 on the basis of the authorisation given by the Minister. When assessing whether the conditions are met, the year of commencement of studies by the specialised doctor or the year in respect of which the aid scheme was issued (in the case of a name, the starting calendar year of the school year) shall apply to the professions of shortage. The specialist is qualified in accordance with Article 162/2015. (VI. Under Government Decree 30) Specialists who have started or continue their second or third vocational training in the shortfall profession specified by decree for a given year, who have not yet acquired their second or third qualifications at the time of submission of the application and undertake to pass the successful examination for the shortfall profession applied for by 31 October 2023. In the event of a positive evaluation of the application, the applicant will continue to announce the aid scheme in 2019 and 2020 in respect of the shortage professions. The year of commencement of the specialist’s studies or the year in respect of which the aid scheme is published shall be relevant for the examination of the deficiency profession. Based on a preliminary survey, 1 main radiology (i.e. started training in 2017, a profession of national shortage), 3 main anaesthesiology and intensive therapy, 1 person performs second or third vocational training in the field of infantry and pediatrics, so they will be supported by this project from 1 September 2019 until the completion of their training. In case of a positive assessment of the application, the applicant will announce the aid scheme in 2020 for the deficit professions in force at the time, so we plan a further 5 support for the 2020 deficit professions by planning the support period from 01.04.2020 to 31.08. 2023. As follows, it can be established that the operating activities, budget and staffing level of the applicant, the projects it has implemented so far and the qualifications of the professional involved have the professional experience, administrative, financial and operational capacity required to achieve the objectives of the project: During the closed 2007-2013 application cycle, the hospital successfully implemented 27 infrastructure and human resources development projects with a total value of HUF 21.4 billion and two cross-border cooperation projects worth EUR 32,035. In the 2017-2020 application cycle, it implements 11 infrastructure and human resources development projects with a total value of HUF 2.642 billion as a beneficiary. It is suitable and authorised to carry out activities for the purposes of the project on the basis of the constituent act or organisational and operational rules of the organisation applying for the grant. The organisation applying for funding has the professional experience, human resources and infrastructure conditions necessary to achieve the objectives of the call. The general statistical population of the hospital for 2018 is 4106 persons. The hospital covers almost the entire range of professionals and provides regionality in several professions for patients in Borsod-Abaúj-Zemplén-, Nógrád- and Heves counties. Main amount of the 2018 Institutional Budget requesting the grant: HUF 37 147 553 000 The applicant has a separate organisational unit for the management of applications from the European Union. Les problèmes de santé de plus en plus complexes justifient l’amélioration de la qualité des soins, et l’amélioration de la sécurité des patients nécessite des spécialistes bien formés pour aider à développer des comportements soucieux de la santé, à la guérison, à la réadaptation et à jouer un rôle majeur dans l’amélioration de l’état de santé et des chances de guérison de la population hongroise. Cela nécessite un approvisionnement bien formé, dévoué et professionnel de la santé. Pour atteindre les objectifs susmentionnés, l’hôpital du comté de Borsod-Abaúj-Zemplén et l’hôpital universitaire d’enseignement ont mis au point un programme d’appui pour soutenir les spécialistes qui suivent leur deuxième ou troisième formation professionnelle dans le cadre du projet EFOP-1.10.4-18 Health Fellowship, favorisant ainsi l’emploi en Hongrie et le remplacement de spécialistes. Deuxième ou troisième formation professionnelle spécialisée en médecine, conformément à l’article 162/2015. (VI. 30.) Nous avons l’intention de soutenir les spécialistes qui débutent ou poursuivent les professions déficitaires spécifiées par le ministre pour une année donnée dans le cadre du programme d’appui lancé en 2019 et 2020 sur la base de l’autorisation donnée par le ministre. Lors de l’évaluation du respect des conditions, l’année de début des études par le médecin spécialisé ou l’année pour laquelle le régime d’aide a été délivré (dans le cas d’un nom, l’année civile de début de l’année scolaire) s’applique aux professions déficitaires. Le spécialiste est qualifié conformément à l’article 162/2015. (VI. En vertu du décret gouvernemental 30), les spécialistes qui ont commencé ou poursuivi leur deuxième ou troisième formation professionnelle dans la profession défaillante spécifiée par décret pour une année donnée, qui n’ont pas encore acquis leurs deuxième ou troisième qualifications au moment de la présentation de la demande et qui s’engagent à réussir l’examen de la profession défaillante demandée pour le 31 octobre 2023. En cas d’évaluation positive de la demande, le demandeur continuera d’annoncer le régime d’aide en 2019 et 2020 en ce qui concerne les professions en pénurie. L’année du début des études du spécialiste ou l’année pour laquelle le régime d’aide est publié est pertinente pour l’examen de la profession déficitaire. Sur la base d’une enquête préliminaire, 1 radiologie principale (c’est-à-dire commencée en 2017, une profession de pénurie nationale), 3 principales anesthésologies et thérapies intensives, 1 personne effectue une deuxième ou troisième formation professionnelle dans le domaine de l’infanterie et de la pédiatrie, de sorte qu’elle sera soutenue par ce projet du 1er septembre 2019 jusqu’à la fin de sa formation. En cas d’évaluation positive de la demande, le demandeur annoncera le régime d’aide en 2020 pour les professions déficitaires en vigueur à l’époque, de sorte que nous prévoyons un soutien supplémentaire pour les professions déficitaires de 2020 en planifiant la période d’aide allant du 1er avril 2020 au 31 août 2023. Comme suit, il peut être établi que les activités opérationnelles, le budget et le niveau de personnel de la requérante, les projets qu’elle a mis en œuvre jusqu’à présent et les qualifications du professionnel concerné possèdent l’expérience professionnelle, la capacité administrative, financière et opérationnelle requises pour atteindre les objectifs du projet: Au cours du cycle de demande clos 2007-2013, l’hôpital a mis en œuvre avec succès 27 projets de développement des infrastructures et des ressources humaines pour une valeur totale de 21,4 milliards de HUF et deux projets de coopération transfrontalière d’un montant de 32035. Au cours du cycle d’application 2017-2020, elle met en œuvre 11 projets de développement des infrastructures et des ressources humaines d’une valeur totale de 2,642 milliards de HUF en tant que bénéficiaire. Il est approprié et autorisé à mener des activités aux fins du projet sur la base de l’acte constitutif ou des règles organisationnelles et opérationnelles de l’organisation sollicitant la subvention. L’organisation sollicitant un financement a l’expérience professionnelle, les ressources humaines et les conditions d’infrastructure nécessaires pour atteindre les objectifs de l’appel. Die immer komplexer werdenden Gesundheitsprobleme rechtfertigen eine Verbesserung der Pflegequalität, und die Erhöhung der Patientensicherheit erfordert gut ausgebildete Spezialisten, um gesundheitsbewusstes Verhalten, Heilung, Rehabilitation zu entwickeln und eine wichtige Rolle bei der Verbesserung des Gesundheitszustands und der Heilungschancen der ungarischen Bevölkerung zu übernehmen. Dies erfordert eine gut ausgebildete, engagierte und professionelle Versorgung der Gesundheitsberufe. Um die oben genannten Ziele zu erreichen, haben das Grafschaftskrankenhaus Borsod-Abaúj-Zemplén und das Universitätslehrhaus ein Förderprogramm zur Unterstützung von Spezialisten entwickelt, die ihre zweite oder dritte Berufsausbildung im Rahmen des EFOP-1.10.4-18 Gesundheitsstipendiums absolvieren und so die Beschäftigung in Ungarn und den Ersatz von Spezialisten fördern. Zweite oder dritte medizinische Fachausbildung gemäß Artikel 162/2015. (VI. 30.) Wir beabsichtigen, Spezialisten zu unterstützen, die die vom Minister für ein bestimmtes Jahr im Rahmen des 2019 und 2020 gestarteten Förderprogramms auf der Grundlage der vom Minister erteilten Genehmigung festgelegten Fehlberufe aufnehmen oder fortsetzen. Bei der Beurteilung der Frage, ob die Voraussetzungen erfüllt sind, gilt das Studienjahr durch den Facharzt oder das Jahr, für das die Beihilferegelung ausgestellt wurde (im Falle eines Namens, das Anfangskalenderjahr des Schuljahres) für die Berufe des Mangels. Der Fachmann ist gemäß Artikel 162/2015 qualifiziert. (VI. Nach Regierungsdekret 30) Spezialisten, die ihre zweite oder dritte Berufsausbildung in dem durch Dekret für ein bestimmtes Jahr bestimmten Beruf begonnen oder fortführen, die zum Zeitpunkt der Antragstellung noch keine zweite oder dritte Qualifikation erworben haben und sich verpflichten, die erfolgreiche Prüfung für den beantragten Mangelberuf bis zum 31. Oktober 2023 zu bestehen. Im Falle einer positiven Bewertung des Antrags wird der Antragsteller die Beihilferegelung in den Jahren 2019 und 2020 in Bezug auf die Mangelberufe weiterhin bekannt geben. Das Studienjahr des Facharztes oder das Jahr, für das die Beihilferegelung veröffentlicht wird, ist für die Prüfung des Mangelberufs relevant. Auf der Grundlage einer Vorerhebung, 1 Hauptradiologie (d. h. im Jahr 2017 begonnene Ausbildung, ein Beruf des nationalen Mangels), 3 Hauptanästhesiologie und Intensivtherapie, 1 Person führt eine zweite oder dritte Berufsausbildung im Bereich Infanterie und Kinderheilkunde durch, so dass sie vom 1. September 2019 bis zum Abschluss ihrer Ausbildung durch dieses Projekt unterstützt werden. Im Falle einer positiven Bewertung des Antrags wird der Antragsteller die Beihilferegelung für die damals geltenden Defizitberufe im Jahr 2020 bekannt geben, so dass wir eine weitere 5 Unterstützung für die Defizitberufe 2020 planen, indem wir den Förderzeitraum vom 01.04.2020 bis zum 31.8.2023 planen. Wie folgt kann festgestellt werden, dass die operativen Tätigkeiten, das Budget und die Personalausstattung des Antragstellers, die von ihr bisher durchgeführten Projekte und die Qualifikationen des betreffenden Fachmanns über die Berufserfahrung, die administrativen, finanziellen und operativen Kapazitäten verfügen, die zur Erreichung der Projektziele erforderlich sind: Während des abgeschlossenen Antragszyklus 2007-2013 hat das Krankenhaus 27 Infrastruktur- und Personalentwicklungsprojekte im Gesamtwert von 21,4 Mrd. HUF und zwei grenzübergreifende Kooperationsprojekte im Wert von 32 035 EUR erfolgreich umgesetzt. Im Antragszyklus 2017-2020 werden 11 Infrastruktur- und Personalentwicklungsprojekte mit einem Gesamtwert von 2,642 Mrd. HUF als Begünstigter durchgeführt. Sie ist geeignet und befugt, Tätigkeiten für die Projektzwecke auf der Grundlage des Gründungsakts oder der organisatorischen und operativen Vorschriften der Einrichtung, die die Finanzhilfe beantragt, durchzuführen. Die Einrichtung, die eine Finanzierung beantragt, verfügt über die Berufserfahrung, die Humanressourcen und die Infrastrukturbedingungen, die zur Erreichung der Ziele der Aufforderung erforderlich sind. Die allgemeine statistische Bevölkerung des Krankenhauses für 2018 beträgt 4106 Personen. Das Krankenhaus deckt fast das gesamte Spektrum von Fachleuten ab und bietet in verschiedenen Berufen für Patienten in den Landkreisen Borsod-Abaúj-Zemplén-, Nógrád- und Heves Regionalität.
